Preamble: Whereas the cost of imported foods resulted in 120 billion dollars as of 2014,
since 17% of foods are imported, and since tropical products are the most imported of the
food products, since average college tuition has risen 79% from the year 2003 to 2013,
SECTION 1: We propose agricultural prosperity on secondary educational campus by -Sub-SECTION A: Implementing greenhouse and farming programs for students
Sub-SECTION B: In the Midwest, it is mandatory to have a minimum of five acres
of farm lands and at least one green house.
Sub-SECTION C: North Eastern states are required to have a minimum of one large
greenhouse per college campus.
Sub-SECTION D: In the Southeastern states, a minimum of one 3 acre farm and a
large greenhouse is mandatory.
Sub-SECTION E: Due to lack of water colleges in the southwest are not required to
have either greenhouses or farmlands.
Sub-SECTION F: It is mandatory in Western states to have a minimum of one 5
acre long farm.
SECTION 2: Intensive greenhouse programs focused on tropical fruits and other foreign
plants.
Sub-SECTION A: In urban areas, greenhouses may be placed on college building
roofs.
SECTION 3: Self produced foods will stimulate the local economy by -Sub-SECTION A: Decreasing imported food amounts/spending and increasing local
markets and sales.
Sub-SECTION B: Advocating self-reliance and economic stability amongst
America's youth.
SECTION 4: To secure financial stability, students may participate in programs by -Sub-SECTION A: Working with a team of other students to care for agriculture on
campus.
SECTION 5: Students enrolled in the program will be entitled to tax free foods, foods from
the on-campus programs, and a lowered tuition fee.

Sub-SECTION A: Participants in the agriculture programs will be given a ten


percent tax cut on local grocery foods after presenting their college ID.
Sub-SECTION B: Participants in the agriculture program will be authorized to take
foods back to their living area from the farms/greenhouses.
Sub-SECTION C: Part of profits from the sale of local foods will be put towards the
lowering of tuition for colleges located in the state of production.
SECTION 6: The cost of imported goods would go down 62% by -Sub-SECTION A: Growing foreign foods in the United States instead of importing
from separate countries.
SECTION 7: When filing necessary bankruptcy, if the filer's income averages below forty
thousand U.S. dollars, their current student loans will drop by half.
Sub-SECTION A: Under current constraints, student debts/loans are exempt from
the process of bankruptcy. This is to stop students who have just graduated from
college and have no money from filing bankruptcy to get rid of student debt.
SECTION 8: The bill will go into effect within 90 days of passage
