Be it enacted by the Senate and House of Representatives of the United States of America in
Congress assembled,
SECTION 1. SHORT TITLE
This act may be cited as the Autonomous Car Funding Act of 2015.
SECTION 2. FINDINGS
Congress hereby finds and declares that,
1. American companies must compete with companies Nissan and Audi.
2. Funding American companies will create many new jobs and tax revenue.
3. Google was the first company to start research and start test driving autonomous cars.
4. Self-driving cars could save 1000s of lives, give people greater mobility & free us from things
we find frustrating about driving today.
5. Autonomous cars can think faster than any human, can see without blinking, can never tired or
irritable or intoxicated--and can never, ever tempted by a smartphone.
6. Around the world 1.2 million people die every year in motor vehicles. Self-driving vehicles
could lower that number.
7. Companies have been paying up to 1 million dollars just to test the autonomous cars on tracks
built for testing these cars.
8. There is still room for improvement in the car sensors and detection equipment.
9. The quicker these cars get to the market, the safer they will be.
10. 25 percent of all cars will drive autonomously by 2030.
SECTION 3. STATUTORY LANGUAGE
A) This bill shall hereby add an annual fee of $50 that shall be paid by the vehicle owners at the
time of vehicle registration. The money shall go to the IRS (International Revenue Service) who
will use the money to fund autonomous car research for the following companies: Ford, Tesla,
Google, Lexus, and Chevrolet. This money shall be strictly used for research to increase the time
these cars go to the market and increase the safety of the vehicles. The term safety is hereby
defined as how the autonomous car reads what is happening on the streets and how the number of
accidents can be reduced by improving cameras and technology, this is for reference purposes only
and has no binding value whatsoever. This money shall also fund states that agree to legalize test
driving autonomous cars with a licensed driver behind the wheel to take over if necessary and build
a specialized track to test these cars on.
B) The IRS shall only fund the states if they pass a law legalizing test driving autonomous cars. The
amount of funding they receive is dependent on what the states are willing to support. If the state
has already built a track they will receive 7 million dollars to keep it conditioned. If they state does
not have a track they will be given 20 million dollars to build a track and keep it conditioned. The
rest of the funding shall go to the companies that will fully support the conditions equally, however
if they will not fully support the conditions they shall receive no funding.
C) The Autonomous Car Funding Act of 2015 shall be enacted on January 1, 2016. This bill shall

expire after 20 years, after new technology comes out, or be looked at every two year to check for
advanced research. If new and advanced technology comes out the Autonomous Car Funding Act of
2015 shall be amended to fit the new found research.
