A BILL
To extend Medicare benefits to Americans of all ages, including but not limited to the adjustment by the
government of prescription coverage, and to raise taxes for corporations that earn more than a billion
dollars in net profit annually.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress
assembled,
SECTION 1. SHORT TITLE
This act may be cited as the Medicare Extension Act of 2015.
SECTION 2. FINDINGS
Congress hereby finds and declares that,
A) The projected budget for 2015 is $541 billion for Medicare
B) Medicare costs anywhere from $104 to $1,260 annually per person
C) Medicare only currently covers American persons over the age of 65, or under the age of 65 with
certain disabilities
D) Since the 1960s, the cost of Health Care per person has risen from $147 to $9,146 today
E) Federal Health Care expenditures have risen to over $700 billion.
F) The Government does not currently regulate Health Care costs including prescription drug prices, the
American Medical Association Specialty Society Relative Value Scale Update Committee controls these
protocols.
G) Over $280 billion was spent on prescription drugs in 2013
H) 223 companies in the United States make over a billion dollars in profit annually
I) The Centers for Medicare & Medicaid Services (CMS) does not exclude, deny benefits to, or otherwise
discriminate against any person on the basis of race, color, national origin, disability, sex or age in
admission to, participation in, or receipt of the services and benefits under any of its programs and
activities, whether carried out by CMS directly or through a contractor or any other entity with which CMS
arranges to carry out its programs and activities.
SECTION 3. STATUTORY LANGUAGE
A) This bill shall hereby amend the Medicare Bill by replacing of American persons 65 years or older or
American persons with less than 65 years of age with certain disabilities with American citizens of all
ages and by striking the Government is restricted from negotiating the prices of prescription drugs.
Health Care benefits included in Parts A-D of the Medicare Bill shall hereby be extended to all Americans
and the Government shall hereby be allowed to negotiate drug prices.
B) The Department of Health and Human Services shall hereby be responsible for the enforcement of this
Bill. The Centers for Medicare & Medicaid Services shall hereby be responsible for the planning and
organization of Medicare and its funding. Funding shall be provided by the taxation of 1% of corporations
or companies that earn more than a billion in profits annually.
C) This bill shall be enacted as of January 1, 2016.
