Editors Note
The Philippines natural attributes and location make the
country prone to tropical cyclones, volcanic eruptions,
earthquakes and other natural hazards. Through the
years, the country experienced losses, but the effort to
reduce peoples vulnerability and strengthen the nations
resilience to disasters grow stronger every passing
tragedy.
The Philippines, in solidarity with other countries, adopted
the Hyogo Framework for Action in 2005. Throughout the
decade, the country implemented the Frameworks five
priorities, mainstreamed disaster risk reduction (DRR) in
governance and practice, and linked climate-adaption and
disaster-resilience with sustainable development.
The country used whole-of-society approach in
undertaking actions and measures to ensure wider
involvement in reducing peoples vulnerabilities and
minimize the threats of hazards.
During the World Conference on DRR in Sendai, our
delegates shared the challenges, victories and lessons
learned in our endeavors, and helped in framing new
goals, targets and priorities in reducing risks around the
world.
As we welcome the new Sendai Framework for DRR, the
country will continue to lead the way for building a betterprepared nation, and a safer and more-resilient world.

Enhancing
cooperation
between the government
and the people is key to
saving lives
This is one of the key statements
highlighted
by
Undersecretary
Alexander P Pama, Administrator
of the Office of Civil Defense (OCD)
and Executive Director of the
National Disaster Risk Reduction
and
Management
Council
(NDRRMC), in one of the sessions
of the Third United Nations (UN)
World Conference on Disaster Risk
Reduction (WCDRR). It was held on
14 to 18 March 2015 in Sendai City,
Miyagi Prefecture, Japan.
The WCDRR was composed of
series of ministerial roundtable
meetings, bilateral discussions,
working
sessions,
side-events
and study tours, each focusing
on different sectors and areas of
interests in the field of DRR. It was
attended by a thousand participants
from various government agencies,
civil society organizations, private
institutions and other international
groups.

Around sixty (60) Philippine
delegates from the NDRRMC,
headed by the Department of Social
Welfare and Development (DSWD)
Secretary Corazon Juliano-Soliman,
attended the conference. The
WCDRR is a significant milestone
in DRR, which served as a venue
to assess the implementation of
the Hyogo Framework for Action
(HFA). It provided an opportunity
to learn lessons and share the best
DRR practices between and among
countries and organizations.

During the sessions, Usec Pama


and the rest of the Philippine
delegation
highlighted
the
importance of adopting the wholeof-society approach to DRR.
Such approach recognizes the
roles and contributions not just
of the government but also those
of the civil society organizations
(CSOs), private sector, academe,
communities and other stakeholders
in promoting resiliency. Usec Pama
also put forward the concept of PreDisaster Risk Assessment Actions,
Programs and Protocols (PDRAAPP) as among the NDRRMCs
flagship programs. In several
occasions it was emphasized how
the PDRA-APP has been proven
useful in assessing the anticipated
risks to hazards given the peoples
and communities vulnerabilities
and exposure.
After a series of presentations,
deliberations and negotiations,
the WCDRR concluded with the
adoption of the Sendai Framework
for
Disaster
Risk
Reduction
(SFDRRR) 2015-2030 as successor
to the HFA. With the SFDRR
at hand, all NDRRMC member
agencies are enjoined to abide with
the provisions of the framework and
contribute in its full implementation
across the nation.

SCOPE and PURPOSE

The present framework will apply to the risk of small-scale and large-scale,
frequent and infrequent, sudden and slow-onset disasters, caused by natural or man-made hazards as well as
related environmental, technological and biological hazards and risks. It aims to guide the multi-hazard management
of disaster risk in development at all levels as well as within and across all sectors.

EXPECTED OUTCOME

The substantial reduction of disaster risk and losses in lives, livelihoods


and health and in the economic, physical, social, cultural and environmental assets of persons, businesses,

economic, structural, legal, social, health, cultural, educational, environmental, technological, political and
institutional measures that prevent and reduce hazard exposure and vulnerability to disaster, increase preparedness

Meets to Prepare for
8th EPWG and 9th SDMOF

The Office of Civil Defense (OCD), led by Undersecretary


Alexander P Pama, hosted the APEC Emergency
Preparedness Working Group (EPWG) preparatory
meeting on 28-29 January 2015 at Subic Bay Freeport
Zone, Olongapo City.
Delegates from APEC member economies shared their
experiences and best practices on the four thematic
areas of disaster risk reduction and management
(DRRM): prevention and mitigation, preparedness,
response, recovery and rehabilitation.
APEC Senior Officials agreed to continue to place
emphasis on capacity-building, and economic and
technical cooperation on food security, health and
emergency preparedness.

The meeting also focused on the preparations,


arrangements and agenda for the 8th EPWG Meeting
and the 9th Senior Disaster Management Officials
Forum (SDMOF). The Philippines pushes to elevate
DRRM to the higher consciousness of the membereconomies.
APEC is an economic forum whose primary goal is to
support sustainable economic growth and prosperity
in the Asia-Pacific region. The Philippines hosting
of APEC 2015 will culminate in November during the
Economic Leaders Summit in Manila.
The Philippines is one of the 12 founding members of
APEC and previously hosted meetings in 1996.

NDRRMC Confers 16th Gawad KALASAG

NDRRMC Chairperson and National Defense Secretary


Volitaire T Gazmin led the conferment of awards for the
16th Annual Gawad Kalasag at the AFP Commissioned
Officers Club, Camp General Emilio Aguinaldo on 26
March 2015. Thirty awards from 22 categories were
given to the winners.
Sec. Gazmin commended this years awardees and
urged them to continuously improve themselves in their
DRR work so that they can better serve the Filipino and
help in the building of safer, climate change-adaptive
and disaster resilient communities across the nation.
Usec Alexander P Pama, NDRRMC Executive Director
and Civil Defense Administrator, congratulated the
honorees and runners-up and thanked the cooperating
NDRRMC member-agencies who were part of the
evaluation activities.
Bulacan Governor Wilhelmino Alvarado-Sy, in his
acceptance message, thanked the NDRRMC for
continuing to lead the way in the effort of building
national resilience. He also stressed the importance of
the role of local governments as front-liners in disaster
risk reduction and management. The Province of
Bulacan is the Hall of Fame awardee for Best Provincial
Disaster Risk Reduction and Management Council.
Since its inception in 1998, the Gawad KALASAG award
has been bestowed to 120 Local DRRMCs, 42 NGOs,
24 individuals and 119 groups/institutions. This years
awardees include seven (7) Best Local DRRMCs; one
(1) Best Civil Society Organization; eleven (11) Private/
Volunteer Organizations, Government Emergency
Response Management, Schools and Hospitals; four
(4) Heroic Act/Deed during Emergency Response and
Rescue Operations; three (3) Special Recognitions;
and four (4) Hall of Fame.
Gawad KALASAG is a nationwide search made to
recognize excellent initiatives in Disaster Risk Reduction
and Management and humanitarian action. It is
awarded to individuals, non-government organizations,
private sectors and government organizations for their
remarkable initiatives in helping the Filipino government
uplift the standard of disaster management in the
country. It also aims to appreciate groups or institutions
which have shown extraordinary courage, heroism and
sacrifice in times of disasters.

NDRRMC Holds Nationwide EQ Drill

The National Disaster Risk Reduction and Management


Council (NDRRMC) together with Member Agencies
conducted the 1st Quarter Nationwide Simultaneous
Earthquake Drill (NSED) on 27 March 2015.

Pama, Marikina Mayor Del R De Guzman, Philippine
Institute of Volcanology and Seismology Director
Renato U Solidum Jr. and Metro Manila Development
Authority Chairman Francis N. Tolentino witnessed the
drill in Marikina City, the events ceremonial kick-off
venue.
Various government, private offices and commercial
establishments across the nation likewise participated
in local drills organized by OCD Regional Offices and
their Regional and Local DRRM Councils.

When the bell rang at exactly 9:00 AM, signifying the


occurrence of an earthquake, the drill participants did
the Duck, Cover and Hold technique.
The drill also showcased the capability of the local
government to manage an earthquake-induced
emergency through the establishment of an incident
command post as well as the conduct of search
and rescue operations, road clearing, fire-fighting,
emergency medical care, proper evacuation procedures
and camp management.
The drill scenario was derived from the Metro Manila
Earthquake Impact Reduction Study (MMEIRS) in
2004 and Greater Metro Manila (GMMA) Ready Project
in 2014 which identified the impact of a possible 7.2
magnitude earthquake generated by the Valley Fault
System that will affect Metro Manila and nearby
provinces.

Filipinos and Catholics across the globe watch the visit of Pope
Francis in the Philippines in January 2015. The Office of Civil

Awareness and Preparedness on


FIRE HAZARDS
Uncontrolled fire poses danger
not only to human life but also to
peoples investments, properties
and livelihood. However, fire and
its hazards can be prevented.
Basic knowledge on how to prevent
fire accidents is the key to detecting
potential fire hazards that may
cause damage.
Here are a few simple fire safety tips
from the Bureau of Fire Protection:

Provide battery operated smoke


detectors in your house or
building as fire early warning
device. Make sure that the
smoke detectors are functional.

Provide portable fire extinguisher


as protection on any event of fire
emergency.

Keep lighters, matches and


flammable materials away from
childrens reach.

Replace cracked LPG hose and


rusty clamps with new ones.
Shut off the LPG gas valve when
not in use.

Do not overload electrical outlets


and extension wires.

Keep lighted candles away from


flammable materials. Put them
out after using them.

Unplug electrical appliances


after using them.
Unplug
gadgets when they are fully
charged.

In case of fire, remember the


following:

room may be on fire already.

If the smoke is already thick,


keep down and crawl while
covering your nose with wet
cloth.

If your clothing is on fire - STOP


running, DROP on the floor,
COVER your face, and ROLL to
extinguish the fire.

After the fire, do not reenter a


house or building until deemed
safe by authorities.
