WHO IS A DIFFERENTLY ABLED PERSON ?


World Health Organization in 1976, drawn a threefold distinction between
impairment, disability and handicap.
An impairment is any loss or abnormality of psychological, physiological or anatomical
structure or function,
A disability is any restriction or lack (resulting from an impairment) of ability to perform
an activity in the manner or within the range considered normal for a human being,
A handicap is a disadvantage for a given individual, resulting from an impairment or a
disability, that prevents the fulfillment of a role that is considered normal (depending on
age, sex and social and cultural factors) for that individual.

In India, as per the provisions of the Persons with Disabilities Act, 1995,
seven categories of disabilities have been identified viz.,

blindness,
low vision,
leprosy cured,
hearing impairment,
locomotor disability,
mental retardation and
mental illness.

Persons falling under the above categories with a minimum of 40%


disability are eligible for entitlement of all benefits provided by the
Government.

The schemes formulated for the differently abled persons can mainly be divided into
following categories:

Aids and Appliances


Employment
Education
Rehabilitation
Vocational training/skill development
Micro finance
Empowerment and Social security

AIDS AND APPLIANCES


Scheme of assistance to disabled persons for purchase/fitting of aids/appliances
(ADIP scheme), 1981:
This scheme is implemented to assist the needy disabled person in procuring durable,
sophisticated and scientifically manufactured, modern, standard aids and appliances to
promote physical, social, psychological rehabilitation of Persons with Disabilities by
reducing the effects of disabilities and at the same time enhance their economic potential.
Assistive devices are given to PwDs with an aim to improve their independent
functioning, and to arrest the extent of disability and occurrence of secondary disability.

EMPLOYMENT
Incentives to Private Sector Employers for providing employment to persons with
Disabilities:
The Government has approved the Scheme of providing incentives to the employers in the
expanding private sector, to promote employment of persons with disabilities. It has been
decided that incentives be provided to the private sector employers.
Section 41 of the Persons with Disabilities (Equal Opportunities, Protection of Rights and
full Participation) Act, 1995 provides for incentives to employers to ensure that at least
five percent of their work force was composed of persons with disabilities. The National
Policy for Persons with Disabilities, which was adopted in 2006 also lays down that proactive measures will be taken to provide incentives, awards, tax exemptions etc. to
encourage employment of persons with disabilities in private sector.

Scheme for Parents Association of mentally retarded person:


Purpose of the scheme is to provide loan to parents associations of mentally retarded
persons to set up an income generating activity for the benefit of the mentally retarded
persons. The nature of income generating activity will be such that it involves the
mentally retarded persons directly and income will be distributed among the mentally
retarded persons. The income generating activity will be managed by the parents
association, which is expected to render its services voluntarily.
Scheme for Disabled Young Professionals:
This scheme is for professionally educated unemployed disabled youth. In order to
inculcate the spirit of self-confidence among such disabled youths through self
employment and utilize their wisdom & experience gained through professional training
& education, the Corporation provide loan at the rate of 4-8% p.a. to professionally
educated / trained disabled youths.

EDUCATION
Rajiv Gandhi National Fellowship (RGNF):
Government of India has launched a Central Sector scheme namely, Rajiv Gandhi National
Fellowship (RGNF) during the financial year 2012-13 to increase opportunities to students
with disabilities for pursuing higher education leading to degrees such as M. Phil. and Ph.D.
The scheme will take effect from 1st April 2012. The scheme caters the requirements of the
students with disabilities for pursuing research degree in universities, research institutions
and scientific institutions. This will not only enable them to be eligible for employment to
the posts of Lecturers lying vacant in various colleges and universities but will equip them
to effectively take advantage of the growing opportunities at the national and international
level in the context of the new economic order.

Scheme of National Scholarships of persons with disability:


The Ministry of Social Justice and Empowerment has introduced Scheme of National
Scholarships for Persons with Disabilities. The objective of this scheme is to provide
financial assistance for pursuing post-matric professional and technical courses of
duration more than one year. Scholarships are awarded for pursuing studies from IX Std.
onwards.
Comprehensive Education Scheme for Disabled Children:
The scheme provides for accessible and barrier free built-in infrastructure and transport
facilities, supply of books, uniforms and stationery, specialized learning aids and
scholarships for students with disabilities. Other provisions in the scheme include
exemption from mathematics and pictorial questions for visually impaired students, use
of scribes / readers for students with visual impairment / orthopedic disabilities / learning
disabilities, extra time in examinations for disabled students, exemption from third
language and modification of curriculum to facilitate inclusive education.

Inclusive Education for Disabled at Secondary Stage (IEDSS)It aims to enable all the students with disabilities, to pursue further four years of secondary
schooling after completing eight years of elementary schooling in an inclusive and
enabling environment. The scheme covers all children studying at the secondary stage in
Government, local body and Government-aided schools, with one or more disabilities as
defined under the Persons with Disabilities Act (1995) and the National Trust Act (1999) in
the class IX to XII. Girls with the disabilities receive special focus to help them gain
access to secondary schools, as also to information and guidance for developing their
potential.

REHABILITATION
Deen Dayal Rehabilitation Scheme:
The objectives of the scheme are:

To create an enabling environment to ensure equal opportunities, equity, social


justice and empowerment of persons with disabilities.

To encourage voluntary action for ensuring effective implementation of the People


with Disabilities (Equal Opportunities and Protection of Rights) Act of 1995.
District Disability Rehabilitation Centres (DDRCs):
The Ministry with active support of State Governments is facilitating setting up District
Disability Rehabilitation Centres (DDRCs) to provide rehabilitation services to persons with
disabilities. Centres are being set up in unreached and unserved districts of the country in a
phased manner. These centres are to provide services for prevention and early detection,
referral for medical intervention and surgical correction, fitment of artificial aids and
appliances, therapeutical services such as physiotherapy, occupational and speech therapy,
provision of training for acquisition of skills through vocational training, job placement in
local industries etc. at district headquarters as well as through camp approach.

Composite Regional Centres for Persons with Disabilities (CRCs):


Due to lack of adequate facilities for rehabilitation of Persons with Disabilities, the
Ministry has set up multiple Composite Regional Centres for Persons with Disabilities at
Srinagar, Sundernagar (Himachal Pradesh), Lucknow, Bhopal, Kozhikode, Ahmedabad and
Guwahati to provide both preventive and promotional aspects of rehabilitation like
education, health, employment and vocational training, research and manpower
development, rehabilitation for persons with disabilities etc.

VOCATIONAL TRAINING / SKILL DEVELOPMENT


Scheme for Financial Assistance for skill and Entrepreneurial Development:
The objective of the scheme is to provide training to the disabled persons to
make them capable and self
dependent through proper technical training in
the field of traditional and technical occupations and entrepreneurship. Financial assistance
in the form of grant is provided for conducting/sponsoring the training.
Schemes for Vocational Education and Training for PwDs:
The scheme aims at providing financial support to those eligible PwDs who, have the
minimum educational qualification, as required by the institution / organization running the
vocational education or Training course eligible under the scheme.

MICRO-FINANCE
Scheme of financing construction of commercial/business premises for starting self
employment activity to persons with disability:
It aims to provide financial assistance in form of loan to the target group for construction
of Commercial/Business premises on own loan/long terms lease for starting self
employment activity. The main objective of the Scheme is to assist the needy disabled
persons by providing composite concessional loan for construction of
Commercial/Business premises and starting self employment activity. The
Commercial/Business premises constructed under the Scheme must be approved by
concerned department i.e. Development Authority or Urban Improvement Trust etc.

EMPOWERMENT AND SOCIAL SECURITY


Trust Fund for Empowerment of Persons With Disabilities:
The National Trust is an autonomous organization of the Ministry of Social Justice and
Empowerment, Government of India, set up under the National Trust for the Welfare of
Persons with Autism, Cerebral Palsy, Mental Retardation and Multiple Disabilities Act.
The objectives of the scheme are To enable and empower persons with disability to live as independently and as fully as
possible within and as close to the community to which they belong;
To strengthen facilities to provide support to persons with disability to live within their
own families;
To deal with problems of persons with disability who do not have family support;
To facilitate the realization of equal opportunities, protection of rights and full
participation of persons with disability.

National Awards for People with Disabilities:


Empowerment of persons with disabilities is an inter-disciplinary process, covering various
aspects namely, prevention, early detection, intervention, education, vocational training,
rehabilitation and social integration etc. Apart from resources, it requires dedicated efforts of
persons and institutions involved in the process of empowerment. In order to recognize their
effort and encourage others to strive to achieve excellence in this field, separate awards are
being presented to the most efficient/outstanding employees with disabilities, best employers,
best placement agency/officer, outstanding individuals, outstanding institutions, role models,
outstanding creative disabled individuals and for outstanding technological innovation and
adaptation of innovation to provide cost effective technology. Awards are also given to
Government Sector, Public Sector Undertakings and private enterprises for creating barrier
free environment for the persons with disabilities, the best district in the field of disability
rehabilitation, best Local Level Committee of the National Trust and to the best State
Channelizing Agency (SCA) of the National Handicapped Finance and Development
Corporation(NHFDC). Preference is given to the placement of women with disabilities,
particularly, from the rural areas and self-employed women.

Indira Gandhi National Disability Pension Scheme(IGNDPS):


It was introduced in February 2009.This scheme is meant for disable
(physically/mentally) people who are living below poverty line. The person should be in
the age of 18-59 range. The disability is defined by PWD Act. 1995, and person should
be more than 40% disable. A cash pension of Rs. 300 per month is granted currently
under this scheme. State government also contribute from their quota.

DISABILITY AND THE ROLE OF SOCIAL WORKERS


The human rights of people with a disability were first identified as a priority in the 1970s with the
UN Convention on The Rights of the Mentally Retarded i 1975. Efforts to bring issues for
people with a disability on global scale have continued with the most recent Convention on the
Rights of Persons with Disability being passed in December 2006, which provides clear
directions and guidelines for legislative change, policy development and implementation for those
governments and states ratifying the convention and Optional Protocol.
In India the rights of disabled were recognized with The Mental Health Act in 1987. These were
further strengthened with the implementation of The Persons with Disabilities (Equal
Opportunities, Protection of Rights and Full Participation) Act, 1995.
Social workers work with individuals with a disability, with families who have a child or family
member with a disability as well as with communities both domestically and internationally. Our
work in these spheres encompasses, direct practice, group work, community development, policy
practice, research and advocacy. Social workers have played key roles in the development of
antidiscrimination legislation, policies that support persons with disability and the development of
disability programs. Social workers work alongside people with disabilities and families to realize
social inclusion, community living, employment, family support, and rehabilitation.

CONCLUSION
It is estimated that over 600 million people, or approximately 10 per cent of the world's
population, have a disability of one form or another. Developing countries have around two
thirds of the disabled. Only 2% of children with disabilities in the developing world receive
any education or rehabilitation. In India we have 2.1% population with disability.
In India we have moved from charity to welfare and finally to rights based approach for
persons with disabilities. We have also moved from the medical model of disability to social
model which emphasizes that the society has to change in order to mainstream the persons
with disability and provide them equal opportunities. Importantly, it means locating problems
outside the persons with disabilities.
The disability rights debate is not so much about the enjoyment of specific rights as it is
about ensuring the equal effective enjoyment of all human rights, without discrimination, by
people with disabilities. The non-discrimination principle helps to make human rights in
general relevant in the specific context of disability, just as it does in the contexts of age, sex
and children. Non-discrimination and the equal effective enjoyment of all human rights by
people with disabilities, is therefore the dominant theme of the long-overdue reform in the
way disability and the disabled are viewed throughout the world.
