income,butalsomanyotherdimensionsofhumanlife,suchashunger,
unemployment,homelessness,powerlessnessorvictimisation,lackof
healthcare,andinjustice.

Inthisdocumentary,povertyintheareasofPontianakandMonteradowillbe
exploredandanalyzedtofindtherateofpovertyinthosetwoparts.

IntrointoPontianakandMonterado
PontianakisthecapitalcityofWestKalimantan,otherwiseknownas
EquatorCityduetoitsextremelycloseproximitytotheequatorline.Its
populationisestimatedtobeapproximately573,751inearly2014,with
Chinesebeingthemostdominantdemographic.Otherthanbeingdiverse
andmulticultural,Pontianakisalsoknownforbeingalargetradingport
city.

MonteradoisaruraldistrictlocatedinBengkawang,WestKalimantan.It
ismainlyfilledwithmines,farmlands,andvillages.Itwasestablishedin
theyear1775byagroupofChinesecitizensthatresidedinagoldmine
areainSultanateofSambas.Eversincethen,itsbeenknownforits
abundanceofgoldmines.

constantelectricity,alongwithhavingvehiclesfor
transportation.

Accordingtotheschoolauthorities,tohelplessfortunate
studentsandtoincreasetheschoolsquality,bothschoolsuse
governmentprogramsthatwillensurethatstudentswillbeable
toreceiveeducation.ThoughbothSMPImmanuelandSMP
MonteradoappliedBOS,whichisaprogramthatprovides
subsidiesfromthegovernmenttooperatetheschools,only
SMPMonteradousedBSM(BantuanSiswaMiskin).Inthe
BSMprogram,subsidiesareagainprovidedtohelpless
fortunatestudentsbeabletoreceiveeducationandother
neededthingsforschoolsuchasbooksanduniforms.Itismore
selective,asthestudentswhoreceiveBSMarechosen
specificallyandareoftenthosethataremoreintellectual.
Accordingtotheteachers,bothBOSandBSMhavebeen
effectiveinhelpingtheschoolsoperateandinhelpingless
fortunatestudentsbeabletoreceiveaneducation.

askingaboutquestionsinrelationtoelectricityandcleanwater,
manydidnotgetcompleteandconstantaccesstoit.Theyoften
atesimplemeals,suchasriceandfish.Somefamiliesreceived
helpfromgovernmentprogramsthatallowedthemtostart
businessesandgetfood.

Tohelpprovideandsustainthelessfortunatefamilies,the
centralgovernmenthasseveralpoliciesandprograms.
Thepuskesmas,whichisthelocalpublichealthservice,applies
theJAMKESMAS(JaminanKesehatanMasyarakat).The
JAMKESMASprogramallowscitizenstopayeverymonthor
every3monthsforhealthcare.Thisprogramissaidtobe
effective,ascitizenscangetmedicinemonthlywithacheaper
price,andthosewithJAMKESMAScardsarefundedbythe

government.Thepuskesmasalsoemploysotherprogramsthat
helppregnantwomen,localcitizens,etc.
ThelocalgovernmentalsousesprogramssuchasKeluarga
Harapan,RASKIN(riceforpoorfamilies),PNPM(national
communityempowerment),andKUBE(businessloans).
RASKINallowslessfortunatefamiliestobeabletoreceive
rice,abasicstapleingredientforfood.PNPMprogramshelp
fundfamiliesandempowersfamiliesfromruralareasby
incorporatinghelpinfinancial,educational,andothermatters.

II.Howdoesignoringcentralgovernmentpolicyaffectthenutritionalhealth
ofthoseinpoverty?
Byignoringcentralgovernmentpolicy,thenutritionalhealthofthosein
povertyareaffectednegatively.Byignoringtherecommendedamountsof
nutritionthatareneeded,someonewouldendupseriouslymalnourishedand
unhealthy.Ofcourse,insituationswheretheycannotaffordfoodby
themselves,therearegovernmentpoliciesthataremadetohelppeople.The
RASKINprogramallowsfamiliestogetrice,whileBSMhelpsstudentsso
thattheirfamiliescanusemoneyforotherthingsthatarenoteducation.The
JAMKESMASprogramensuresthatshouldsomeonebeunhealthy,theycan
receivemedicalattentionandcare.Byignoringornotapplyingthese
programs,thenutritionalhealthofthoseinpovertywillbeaffectedasthen
theywillhavetousetheirmoneyonfood,butastheymightnotbeableto
affordalotofitormakealiving,itwillresultinhungerand
malnourishment.
III.Inwhatwaysmightcentralgovernmentpolicybeingignoredbylocal
governmentbeanethicalconcerninrelationtonutritionalhealth?
Unfortunately,manytimescitizensdonotignoregovernmentprograms,but
simplycannotusethem.Thiscanbecausedbythelocalgovernmentignoring
thecentralgovernmentpolicies,whichraisesethicalconcernsinrelationto
nutritionalhealth.BynotenforcingprogramssuchasJAMKESMAS,many
citizensdonotgethealthcareandsoareoftenleftsickandwithoutmedical
attentionastheycannotaffordit.Alongwiththat,sometimesthelocal
governmentdoesnoteffectivelyusetheotherprogramssuchasPNPMor
BUKE,meaningthatthepeoplecontinuetoliveinpovertywithoutwaystohelp
eachotherortomakeaproperliving.Alongwiththat,RASKINisfairly
ineffectiveasthoughitprovidesrice,itdoesnotprovideotherimportantfood
ingredientswhichwouldsupplyproteinandfat,whichiscrucialtosustaining
humanlife.Thismeansthatpeoplecouldcontinuetoliveinpovertyandwould
bemalnourished,duetothelocalgovernmentoftennotcaringenough.

Whatfuturetrendmightbepredictedbyanalyzingthedata?
Byanalyzingthedata,thefuturetrendsseemtohaveits
positiveandnegativeeffects.Thosewhodobenefit
fromtheprogramssuchasBUKE,BSM,PNPM,
JAMKESMAS,RASKINandotherswillcontinueto
enjoyitseffects,astheywillbeabletomakealiving
forthemselveswhileaffordingfood,healthcare,andan
education.Thismeansthatitiseffectiveandbeneficial
whenputintoproperuse.However,forthosethatdo
not/cannotusetheprograms,theywillcontinuetolive
inpovertyshouldthelocalgovernmentcontinuenotto
enforcethesepolicies,meaningthattheywillcontinue
nottohaveenoughnutrition.

respondtosituationsofpovertysuchasthis.Luke6:20
21states,Lookingathisdisciples,hesaid,Blessed
areyouwhoarepoor,foryoursisthekingdomofGod.
Blessedareyouwhohungernow,foryouwillbe
satisfied.Blessedareyouwhoweepnow,foryouwill
laugh.
Thisversediscusseshowthoughthesepeople,onearth,
arepoorintheworldlyway,theywillbeblessedina
Godlyway.Thoughtheydonothavemanymaterial
belongings,theywillhavemuchinHeaven.Despite
theirsufferingandpainnow,theywillenjoyeternallife
afterearth.
Inthemeantime,wemustalsobeablessingtoour
community,especiallythoselessfortunate.TheBible
oftenspeaksofgivingtocharityandhelpingothersas
Jesusdid.Becauseofthat,wemustdedicateworkto
givingtothoselessfortunatethanusandbeinggrateful

helpingthemastheyarehumansandourneighborson
earth.
