The main macroeconomic accounts and the most important macroeconomic aggregates for the Republic of Serbia are published in
accordance with the internationally recognized standards, the System of
national accounts 2008 (SNA 2008) and the European system of accounts 2010 (ESA 2010), which are the basic methodological framework in terms of defining and evaluating the categories, classifications
and applied methods of calculation.

In the system of national accounts of the Republic of Serbia there


is a whole set of accounts, both on the level of the overall economy and
the level of institutional sectors, and there exists also an integrated
system of accounts. Here presented data relate to the system of accounts on the overall economy level for the period 2011 2013, and for
the Gross domestic product (GDP) data for the period 2010 2013, by
sections of the Classification of activities (NACE Rev. 2) and by aggregates of GDP use, at current and constant prices.

For 2014, in this chapter published is total ammount of the first


annual GDP estimate at current prices obtained as the sum of four
quarters. According to the corresponding estimate at constant prices, in
2014 compared to the previous year GDP recorded a real fall of 1.8%.

GDP, as the most important macroeconomic aggregate, shows


the strength and stability of the economy of a country. So far all calculations have expressed significant variations, which are in line with the
systemic changes in the transition countries. The published data are
subject to revision, which is adopted as an international standard. This
ensures not only a consistent, better quality and more reliable calculation method, but also provides a comparable data series required for
macroeconomic analyses and future forecasts.
One of the specific features of the system of national accounts is
the grouping of resident institutional units into institutional sectors.
In the structure of gross value added (GVA) by institutional sectors, the largest share (about 50%) in the reporting period has nonfinancial corporations, with 52.7% in 2010 and 58.0% in 2013. The nonfinancial corporations mainly include enterprises and cooperatives,
branches of foreign legal entities and other legal entities.

The sector of financial corporations includes the National Bank of


Serbia, commercial banks, insurance companies, stock exchanges,
broker-dealer companies, and private pension funds, then open and
closed investment funds and fund management companies, as well as
other financial institutions. Their shares in the total GVA by institutional
sectors range from 3.9% in 2010 to 3.1% in 2013.

The sector of general government, which also includes expenditures for defence, usually includes direct and indirect budgetary beneficiaries, as well as other associated units according to the criteria of
sector distribution. In 2010 it participated in the GVA creation with
15.1%, and in 2013 with 15.0%.

For the sector of households, which includes the activities of agricultural holdings and unincorporated enterprises, the imputed rent of
housing services is also included. In 2010 the share of this sector in the
total GVA (by sectors) was 27.8%, while in 2013 this share equalled
23.5%.

Although comprising a large number of subjects, the sector of


non-profit institutions serving households (NPISHs) is the smallest by
economic strength and in the last few years it has recorded a constant
share of 0.4%.

In international comparisons, the sections of Classification of Activities (NACE Rev. 2) are usually grouped into three large segments
(i.e. aggregation levels): Agriculture, Industry and Services, and their
GVA can be measured in relation to the total GVA (by activities).

Forestry and Fishing (with very small share in GVA) are also included in Agriculture. In the period observed for this segment structural
changes are notable due to the seasonal nature of Agriculture, and in
the total GVA in 2013 its share equalled 9.4%.
The second segment includes: Mining and quarrying, Manufacturing, Electricity, gas, steam and air conditioning supply; Water supply,
sewerage, waste management and remediation activities and Construction. In 2013 its share in GVA equalled 31.7%.
Other activities are classified within Services that are increasingly
gaining in importance, with share in GVA reaching 59.0% in 2013.

The use of GDP in 2013 was structured in the way that household final consumption expenditure had the share of 74.4%, government individual consumption expenditure 11.4%, government collective consumption expenditure 6.4%, gross fixed capital formation

and services 51.9%.

In this chapter published are the results of the annual gross domestic product calculations for the Republic of Serbia at constant prices
(previous year prices), derived by production and expenditure approach.

Observed by activities, in 2013 the real growth of Gross value


added (GVA) was noted as follows: the section of manufacturing
5.7%, the section of agriculture, forestry and fishing 20.9%, the section of electricity, gas, steam and air conditioning supply 13.0%, the
section of transportation and storage 7.6%. The most expressive fall
of GVA was recorded for the section of financial and insurance activities
9.5%, and the section of accommodation and food service activities
8.1%.

Regarding the GDP use, in 2013 the most expressive real growth
was noted for exports of goods and services 21.3%; however gross
fixed capital formation had a real fall of 12.0%.

This chapter includes the results of annual estimations of household final consumption expenditure (HFCE) for the Republic of Serbia at
current prices, and it offers the review of volume indices related to the
previous year, i.e. real growth (fall), derived according to 3-digit level of
the COICOP, by 48 groups.

In 2013, the household final consumption expenditure expressed


real fall of 0.4% when compared to the previous year.
Observed by COICOP categories (12), the largest fall was noted
for the categories: Miscellaneous goods and services 4.4% and Alcoholic beverages, tobacco and narcotics 3.3%.
For the two major categories by volume of expenditures that together make for more than 40% of household final consumption expenditure Food and non-alcoholic beverages noted was real fall of
1%, but for Housing, water, electricity, gas and other fuels noted was
growth of 0.3%.

In this chapter published are the results of the annual regional


gross domestic product of the Republic of Serbia, derived in compliance
with the production approach.
Pursuant to the estimation principle of workplace, the regions had
the following shares in the Serbian GDP: Beogradski region holds the
leading position (39.9%); Region Vojvodine (27.2%) follows and then
comes Region umadije i Zapadne Srbije (18.9%) and Region June i
Istone Srbije (13.9%).
Beogradski region, with GDP per capita amounting to RSD 926
000, has almost by 71.2% higher per capita amount when compared to
the RS average. The level index for Region Vojvodine is 2.0% higer
then RS average (RSD 552 000). For Region umadija i Zapadna
Srbija level index is 67.5% (RSD 365 000), which indicates a decrease
of 0.4% in relation to 2012. For Region Juna i Istona Srbija level
index is 63.2% (RSD 342 000), which was almost unchanged from
2012.
In this chapter for the first time published are the data on regional
GVA on the level of regions (NSTJ-2) and the level of areas (NSTJ-3),
together with the NACE Rev.2 A*10 breakdown of GVA by sections.

System of national accounts: methodological backgrounds

System of national accounts is an international standard based


on a broad concept of production. According to this concept the production covers, apart from material production and material services, also
non-material services in Education, Human health and social work, Arts,
entertainment and recreation, Financial and insurance activities, Public
administration on all levels and all other services that are not related to
material production.

In this manner defined, production is carried out in institutional


units. These units are able to function for their own purposes and deal
in economic activities and transactions with other units. Transactions
are understood as the change of goods and services' ownership, therefore it is required for an institutional unit to be capable of possessing
assets, incurring liabilities, if necessary, on their own behalf, and of
being legally responsible for the decisions taken. Institutional units are
divided into profit, non-profit, government units and households. Resident institutional units create national economy. The economy consists
of institutional sectors that are established by grouping resident institutional units according to functional principle. The system of national
accounts is composed of five institutional sectors:

Non-resident institutional units, involved in transactions with resident units, create the external sector (the rest of the world).
Apart from the set of related accounts that occupies the central
position, the system of national accounts also incorporates satellite
accounts and input-output tables. The accounts are designed so to
supply a number of related information on activities and processes
evolving in a country and in the scope of relations with foreign countries. The system of accounts shows how the production creates new
goods and services and how it transforms the existing ones, thus gaining income which is subsequently distributed and redistributed. The
system also indicates how the income is used for final consumption and
savings that will facilitate expected increase of production and consumption in future. Apart from providing information for the country as a
whole, the system of accounts also makes information available concerning all institutional sectors defined.
The system of accounts comprises three basic groups:
- current transactions accounts,
- accumulation accounts and
- balance sheets.

The current transactions accounts are divided into two groups.


The first in the line of current accounts is the production account. It
presents the results of production (output) and how goods and services
are used in order to realize production (intermediate consumption). The
second group of current accounts is composed of income accounts that
present generation, allocation, distribution and use of income. These
accounts are composed of:
- generation of income account,
- allocation of primary income account,
- distribution of income account, and
- use of income account

Accumulation accounts show transactions of capital and financial


transactions and consist of capital account and financial accounts.

Balance sheets are at the end in the system of accounts. They


show assets, liabilities and net values at certain points of time, at the
beginning and at the end of a year.
The accounts consist of two sides, the left and the right side of
the account. Each account contains a balancing item, which is the
difference between the right and the left side of the account, located on
the left side of account, and it closes the account. The main characteristic of the system of accounts is that the balancing item from one account is transferred to another one. The balancing item closes one
account and opens another one. In this manner, all accounts are entirely linked. The balancing items are shown in gross and net form. The net
values are obtained from gross values minus consumption of fixed
capital. It should be noted that the accounts do not have residual items.
For the country as a whole, the system of national accounts especially
defines goods and services account to comprise all resources and uses
of goods and services.

The system of national accounts is defined as a set of consistent,


coherent, integrated and detailed macro-economic accounts, balance
sheets and tables which provides a systematic, comparable and detailed review of economic activities of a country, based on a unique
concept, definitions, conventions, classifications and rules concerning
the creation of the accounts. The system of national accounts utilizes all
data available. Due to the lack of data, for the sake of consistency and
methodological principles applied in creation of the accounts system,
some items were estimated.

One of the general methodological characteristics of national accounts is the possibility of making revisions, i.e. making corrections not
only of original estimates and of preliminary results, but of final data as
well.

In the system of national accounts, revisions generally occur due


to the introduction of new data sources, essential improvements to the
existing ones, changes of classifications, or establishment of new principles, regulations and international recommendations. The introduction
of new methodological solutions and more consistent application of the
existing ones (owing to the new prevailing circumstances), together with
transition to the International financial reporting standards in accounting
systems used for bookkeeping and composition of financial statements,
as well as improvements in statistical databases used for compilation of
national accounts, have even so far necessitated a general revision of
the data series calculated and published before in this area. The implementation of SNA 2008 / ESA 2010 and the new statistical data
sources and procedures can be regarded as the main reasons to carry
out the last revision.

The system of national accounts contains value categories called


aggregates. The aggregates are complex value categories that measure
the results of activities of the whole economy observed from certain
viewpoint. They are summary indicators, key values for macroeconomic
analysis and comparisons in time and space. The most commonly
known and the most important aggregate in the system of national
accounts is Gross domestic product.

It is an indicator of economic activities on the level of a whole


country and presents the result of production activities of resident institutional units, and it equals the sum of values added that are calculated
for all institutional sectors.

Three methods are approached for GDP calculation: production,


expenditure and income approach. GDP (at current prices) is calculated
by the production approach as the sum of gross values added at basic
prices (the amount that producer receives from buyer for a unit of produced goods and services, excluding taxes and including subsidies
received) of all resident institutional units, with added amounts of taxes
on products and subtracted subsidies on products on the level of the
total economy. Gross value added is obtained as the difference between
total output (production value) and intermediate consumption.

Applying the expenditure approach, GDP is obtained as the sum


of the following aggregates: final consumption (households, NPISHs,
and government); gross fixed capital formation (GFCF), changes in
inventories, acquisitions less disposals of valuables; and the value of
exports minus the value of imports of goods and services.
GDP can also be calculated by the income approach, as the sum
of compensation of employees, gross operating surplus/mixed income
and taxes less subsidies on products and production. It is another way
of checking the reliability of the results obtained from production and
expenditure approach. In theory, each of the above-mentioned approaches for GDP calculations are expected to produce the same or
similar values. However, different results are obtained in practice in
majority of cases. Which of the approaches will provide the most reliable
results should depend on the sources and quality of data and on the
coverage. As only one GDP figure for the total economy is acceptable,
by combining all of the mentioned approaches the data ought to to be
reconciled and the final calculation derived.
The recalculation of GDP into USD and EUR is based on the average annual exchange rate of the National Bank of Serbia, and the
calculation of GDP per capita is based on the estimated total population
in mid-year.
The revision of the data at current prices necessitates the revision
of previously calculated and published GDP data series at constant
prices.
GDP calculations at constant prices are implemented by production and expenditure approach, at previous year prices.

sum of gross values added of all economic activities, expressed at
constant prices, plus net taxes (taxes minus subsidies on products) at

The calculations were made on the level of divisions and sections


of the Classification of Activities (NACE Rev. 2). Within the available
data series starting from 1995, for the period 1995 2004 applied was
the single indicator method. For the most of activities output was deflated by respective price indices, and for other activities it was extrapolated by indices of physical volume. Intermediate consumption was estimated based on input-output ratio from the previous year. For the period
2005 2013, the method of double deflation was applied. Output was
deflated by respective price indices. Intermediate consumption at constant prices was estimated on the basis of preliminary results of the
survey carried out for the purpose of supply and use tables. Gross value
added at constant prices expresses the difference between output and
intermediate consumption at constant prices.

Household final consumption expenditure (HFCE) is


calculated at the four-digit (classes) level of the
Classification of individual consumption by purpose
(COICOP), for residents in the rest of the world and nonresidents in the RS territory;

Final consumption expenditure of non-profit institutions


serving households (NPISHs) total;

Government final consumption expenditure (GFCE) is


estimated according to the Classification of functions of
government (COFOG), with divided individual and collective
government consumption;

Gross fixed capital formation (GFCF), by technical structure;

Acquisitions less disposals of valuables, total;

Changes in inventories, by categories;

Exports and imports distinction in goods and services.

GDP calculations at previous year prices assume that previous


year is regarded as base year and that weights are changed every year.
According to this method, comparable are only two years that are expressed at same prices. Time series calculated at previous year prices
could not be used for real growth rate calculations since data given by
years are not comparable (each year is valued at previous year prices).
In order to ensure comparable data series for growth rate estimations,
the method of chain-linking shall be applied and thereby data are reduced to a selected referent year. Referent year means the year that is
used for expressing time series at constant prices.
Another feature of the method is non-additivity for all years except
for the referent year and the year following the referent. The chaining
method is independently implemented for aggregated values and for
their integral components. Therefore, a chained aggregate value is not
equal to the sum of the chained components. It is worth stressing here
that non-additivity may be regarded only as mathematical issue.

The calculation of household final consumption expenditure was


carried out considering SNA 2008 (System of national accounts 2008)
and ESA 2010 (European system of accounts 2010) as the basic methodological framework. Rather helpful are the methodological materials
of OECD and Eurostat, as well as the experience of the European countries in this field.

The household final consumption expenditure include the costs


the resident households bear in order to provide for goods and services
that will directly meet the needs and demands of their members. The
coverage extends not only to direct payment for goods and services
(cash, non-cash, at sight, credit), but also the acquisition through income in kind or from own production.

The time of recording household final consumption expenditure is


the moment of starting of buyers obligation towards seller. That means
that the expenditures for goods are noted at the moment of changing
the owner and the expenditures for services when the servicing procedure has been completed. Household final consumption expenditure is
valued according to the prices that buyer actually pays in the moment of
purchase.
The Classification of individual consumption by purpose
(COICOP) includes twelve main categories, 48 groups, 109 classes and
148 basic headings. The results of surveys in the observed period are
shown at the level of groups. The calculations take into account the
official results of the Household budget survey (HBS), branch statistics
and various administrative and other sources available.
Apart from expenditures, actual household final consumption includes social transfers in kind received from the sector of general government (education, health, social security, sport and recreation, culture
and some community services) and social transfer in kind from nonprofit institutions serving household sector (NPISHs).
The estimation of household final consumption at constant prices
is carried out in two stages:

was calculated using the appropriate CPI (consumer price index) and for
certain items (class level), index of physical volume is used as an additional index.

Regional GDP is the regional equivalent to a national GDP. The


calculation of regional GDP, as a part of the system of national accounts of the Republic of Serbia, was made in accordance with EU
principles and methodology, i.e. the European system of national accounts (ESA 2010) and the Nomenclature of statistical territorial units of
the Republic of Serbia (NSTJ), which has been completely harmonized
with the European Nomenclature of territorial units for statistics (NUTS).
The main conceptual reference for the Serbian regional GDP is the
Eurostats Regional Accounts Methods manual. The calculations of the
regional GVA were carried out at the levels NSTJ 2 (region) and NSTJ
3 (area).

The regionalization of GDP was based on the principle of distribution of value added (of economic subjects) by workplace, i.e. local
units where value added is actually created, and not by head office seat
of economic subjects. Having calculated the GVA on the level of each
local unit, the aggregares on the level of regions and areas are derived
as the sum of GVA for all local units belonging to the same area, i.e.
region. The sum of GDP for all regions is identical to the GDP of the
Republic of Serbia.

budget per household member (all households) amounted to RSD
19948, which is an increase by 2.5% when compared to 2013 (RSD

The structure of the available budget in money and in kind has


not significantly changed if compared to 2013.
The largest share of available budget (all households) relates to
income from regular employment 45.8%, and pensions 31.8%. In
comparison to 2013, the share of income from regular employment
increased by 2 percentage points, while the share of pensions decreased (by 0.8 percentage points).
The expenditures for individual consumption of households (all
households) in the Republic of Serbia amounted to 19029 RSD per
household member, presenting an increase by 10.3% in relation to
2013 (RSD 18340). Personal consumption expenditures for households
from urban areas amounted to RSD 20487 RSD per member (RSD
20128 in 2013), and for households from other areas they amounted to
RSD 16830 per household member (RSD 15809 in 2013).

The biggest share in the structure of personal consumption expenditures made food and non-alcoholic beverages (38.4%), followed
by expenditures for housing, water, electricity, gas and other fuels
(16.1%), as well as expenses for transport (9.0%). Regarding households in urban areas, 37.1% relate to expenditures for food and nonalcoholic beverages, 16.4% to housing, water, electricity, gas and other
fuels and 8.5% to transport expenses, while in households from other
areas, this share is 40.7%, 15.6% and 10.0%, respectively.

Data on available budget and individual consumption of households have been obtained from Household Budget Survey, harmonized
with international standards and recommendations by Eurostat, ILO and
UN, thus providing international data comparability.

In addition to data on receipts, expenditure and personal consumption, this survey also compiles the data on main indicators of living
standard (dwelling conditions, supply with durable consumer goods,

Taxes on production and imports consist of compulsory,


unrequited payments, in cash or in kind, which are levied by general
government, in respect to the production and importation of goods and
services, employment of labour, the ownership or use of land, buildings
or other assets used in production. Such taxes are payable irrespective
of profits made. Taxes on production and imports comprise taxes on
products (value added tax and taxes and duties on imports) and other
taxes on production.
Current taxes on income, wealth, etc. cover all compulsory,
unrequited payments, in cash or in kind, levied periodically by general
government on income and wealth of institutional units. These taxes
comprise taxes on income and other current taxes.
Capital taxes consist of taxes levied at irregular and infrequent
intervals on the values of the assets or net worth owned by institutional
units or on the values of assets transferred between institutional units as
a result of legacies, gifts between persons, or other transfers.
Net social contributions are the actual or imputed contributions
made by households to social insurance schemes to make provision for
social benefits to be paid. Net social contributions consist of employers

Investments in fixed assets present any acquisition of fixed assets
made by resident economic subjects aimed at obtaining new, as well as
increasing the value or replacing the existing capacities. Acquired fixed
assets can be purchased in the country and abroad, received by financial leasing, obtained by barter, received as a capital transfer in kind or
produced and retained for own use. All investments in new facilities are
included, as well as investments for capacity enlargement, reconstruction and modernization of existing facilities or for the replacement of
obsolete, worn out or destroyed facilities. Expenditures and resources
used for capital and regular maintenance of existing infrastructure are
not regarded as investments.

Realized investments in fixed assets in the reporting year present
the value of effectively finalised constructions, production or acquisition
of facilities, equipment and other fixed assets, disregarding whether
these investments were accomplished and whether they were paid out
(excluding revaluation).
Realized investments in new fixed assets relate to the fixed assets that were not purchased or sold between direct users, i.e. the purchases made directly from construction works contractors, manufacturers of equipment or own-produced fixed assets. Here included is second-hand, i.e. used equipment purchased abroad, investments in
major upgrading of existing fixed assets, investments in major land
melioration and land-ownership transfer costs (value of land purchase is
not included).
Construction of new capacities include investments in new fixed
assets, in new or old locations, regardless the activity to be carried out
there. These capacities may include whole object as economic and
technical unit (construction structure, equipment with assembling plant,
etc.), part of structure construction that is an independent economic and
technical unit (construction in stages), resumed construction works on
previously stopped investments, investments in extensive plantations,
breeding stock, construction of new traffic roads and acquisition of new
machinery and equipment, and other categories of new fixed assets.
Reconstruction, modernisation and extensions of existing capacities include investments in reconstruction or extension of existing fixed
assets in order to extend volume, better adjust to market demands or
change technological solutions for production process or services.

Maintenance of existing capacities includes investments aimed at


replacing obsolete, worn-out or destroyed fixed assets (regular maintenance and repair are excluded). These investments may result in intensified and rationalised work process, however not in extended capacities

The relaxed monetary policy was resumed in 2014, however at a


moderate pace, as imposed by the risks coming from the international
environment and unfavourable fiscal trends.

The positive movements in the balance of payment current account were resumed in 2014.This improvement was induced by the
lower deficit in external trade and in the primary income account, while
the remittance inflows were lower when related to the previous year.
The foreign exchange reserves recorded an acceptable level, in spite of
the fall in relation to the end of the prevous year.

Sources and methods of data collection

The National Bank of Serbia is the authorized producer of monetary statistics.

The referent interest rate was lowered to 8.0%. This was followed
by the decreased interest rates in the money market and credit market.
In order to spur the crediing, and thereby the overall economic activity,
in the end 2014 the National Bank of Serbia had lowered the rates of
compulsory foreign excange reserves.
The NBS managed to maintain the relative stability of the national
currency. In 2014 the rate RSD/EUR fell by 5.2% as observed at the end
of the referent period, while on average it fell by 3.6% when related to
2013.
In contrast to the previous year, in 2014 the banking sector expressed positive financial results. In addition, the trends of growing
share of problematic credits in all credits were stpped.

Monetary statistics comprises balance sheets of the NBS and


other depository institutions and consolidated balance sheet for the
whole banking sector. Apart from the monetary policy, the NBS is also in
charge of the Balance of Payment statistics, and for their creation it uses

figures are shown in RSD million, as of the end of the period (year).

Foreign exchange reserves of banks include: effective foreign


currency in the treasuries, deposits abroad and checks in foreign currency.
Balance of payments is produced by the NBS according to the International Monetary Fund methodology (BPM6). The data sources
used for that purpose are monthly statements on export and import of
goods, the reports of commercial banks and the NBS on realized foreign
payments balance for invisible transactions and the NBS reports on
foreign crediting and financial transactions. The data on foreign direct
investment (FDI) and official aid are obtained from the Ministry of Finance of the Republic of Serbia.
The balance of payments is expressed in EUR million and USD
million. The (official) NBS middle exchange rate is used for the conversion of the transaction value from original currencies into reporting
currency.
Data related to exports and imports value of goods are those from
customs declarations, which are processed by the SORS.
Data on the value of exports and imports of services are obtained
from the report on external payment transactions performed through
commercial banks and the NBS, pursuant to the IMF methodology, and
they include: tourist services, transport services, capital projects, insurance services, financial services, etc.
Primary income account includes collectionsand payments in respect of compensations for employees and income in respect of investments (direct, portfolio and other investments).
Secondary income account includes current transfers of the government and other sectors.
Capital account includes receipts and payments under the acquisition of non-produced and non-financial assets, as well as other capital
transfers.
In accordance with the prescribed methodology, items within the
financial account are expressed by the assets-liabilities approach. Financial account separately shows: direct investments, portfolio investments, financial derivatives, other investments and reserve assets.

Reserve assets show the changes in the NBS reserves in the period observed, excluding the effects of exchange rate fluctuations and
price changes for gold and securities.
