Applicable to 3GPP release 6, and newer UE
When enabled, the DELAY RESTRICTION FLAG is included within the Radio
Bearer Reconfiguration message used for the Serving Cell Change

This flag instructs the UE to send the Radio Bearer Reconfiguration Complete
message as soon as possible

without waiting for the activation Connection Frame Number (CFN)


applicable when the activation CFN is at least 128 radio frames after the CFN
during which the Radio Bearer Reconfiguration message was received

The DELAY RESTRICTION FLAG is not included if the radio link is reconfigured
as part of the Serving Cell Change procedure

Description
This parameter indicates whether the Faster
Completion of SCC Procedure functionality is
enabled in the cell. When enabled in the cell, this
functionality introduces faster completion of SCC
procedure. UE Specific RRC includes Delay
Restriction Flag IE in RRC: RADIO BEARER
RECONFIGURATION message. Inclusion is done on
condition that RL is not reconfigured during SCC and
UE is rel6 or newer. The included IE indicates that UE
shall send RRC: RADIO BEARER
RECONFIGURATION COMPLETE message as soon
as possible without waiting CFN to elapse, but still
perform the serving cell change based on received
CFN. RNC can start other procedure immediately
without waiting response message until activation
time.

Faster Activation of Target Serving Cell (I)


Feature allows an Activation Time Offset (ATO) to be defined specifically for the Serving
Cell Change procedure

rather than using the generic ATO


This allows the ATO to be configured with a reduced value to reduce the delay
associated with the Serving Cell Change procedure

Generic ATO has a range from 0 to 2550 ms, with a default of 300 ms
Serving Cell Change ATO has a range from 0 to 280 ms
The Connection Frame Number (CFN) during which the UE is instructed to apply the
Serving Cell Change is given by:

Absolute CFN = (AT + HSPASCCSpecificATO 300 ms)

Description
This parameter indicates whether the Faster
Activation of Target Serving Cell functionality is
enabled. When enabled, this functionality
introduces faster activation of target serving cell
by applying HSPA SCC specific ATO
(HSPASCCSpecificATO). UE Specific RRC
applies HSPA SCC specific ATO , when SCC is
performed and Delay Restriction Flag IE is used
(see parameter FastCompletionOfSCC). The
formula to calculate the absolute CFN with this
new ATO value is the following:
Absolute CFN = (AT + HSPASCCSpecificATO
300 ms)
where AT = activation time calculated based on
message length in a legacy manner. An additional
deduction of 300 ms is made to shorten activation
time for this special case.

Prioritisation of SCC and ASU over Power Offset


Update (I)
HS-DPCCH power offsets are updated as an HSDPA/HSPA UE moves in and
out of soft handover (does not apply to softer handover)

power offsets are increased in soft handover to improve reliability when a


non-serving cell instructs the UE to power down

Existing implementation uses Physical Channel Reconfiguration procedure to


change power offsets immediately after the active set update

New implementation delays the power offset change by a specific wait time
allows a SCC or ASU to be completed immediately after the original ASU
without having to wait for the power offsets to be reconfigured

power offset update can be combined with SCC (or other RB reconfiguration)
if RB reconfiguration procedure is triggered during the wait time

Over 50% reduction in the quantity of physical channel reconfiguration


procedures used for power offset update has been measured

Description
This parameter determines if the HS-DPCCH
power offset update is delayed after the active set
update and the duration of the delay. The delay
enables that serving HS-DSCH cell change (or the
next active set update) can be executed
immediately after the previous active set update
without waiting for the HS-DPCCH power offset
update procedure to complete. The HS-DPCCH
power offset update is not delayed if either the
value of this parameter is 0 ms or the value of the
WCEL parameter FastHSPAMobilityEnabled is
"Disabled".

Procedures (I)
Enabled by setting 002:1715 RN50_MAINT_37 to a value of 1
Allows the RNC to complete both an Active Set Update and Serving Cell Change
from a single event 1a or 1c RRC: Measurement Report message

RNC completes the SCC immediately after the ASU if the SCC is triggered
no new measurement report is needed to trigger SCC
If feature is disabled, the RNC has to wait for a Measurement Report after adding
the new cell to the active set, before being able to trigger the Serving Cell Change

This parameter indicates whether the Power
Offset Update Message Size Optimisation
functionality is enabled in the cell.
When enabled in the cell, this functionality
introduces message size optimisation for RRC:
PHYSICAL CHANNEL RECONFIGURATION
message, which is used to update HS-DPCCH
power offsets. UE Specific RRC omits
unnecessary IEs (namely Downlink information
common for all radio links IE and Downlink
information per radio link list IE) resulting that
message size is reduced. In some cases it will
reduce from 2 to 1 TB (Transport Block).
Message size reduction leads to faster and more
reliable signaling.

Solution 2:
3GPP TS 25.331 (section 13.7) defines a set of default connection configurations
These are known to the UE and can be used to avoid having to send large quantities of configuration information
the configuration identity can be sent instead of the configuration information
For example, default configuration 0 is a 3.4 kbps SRB on DCH/DCH
Default configurations always use single mapping
The FACH mapping is subsequently provided during the first Radio Bearer Setup procedure using a separate

Description
This parameter indicates whether the RRC

optimisation functionality is enabled.
When enabled, this functionality introduces
message size optimisation for RRC: RRC
CONNECTION SETUP message, which is
achieved by sending Complete
Configuration with single Cell_DCH
mapping. NSN RAN uses currently dual
mapping for the SRBs and it signals both
Cell_DCH and Cell_FACH RB Mapping
Option to the UE.
Other option for optimising RRC
Connection Setup message is to use
Default Configuration. Default configuration
uses always single mapping.

Allows release 7, and newer UE to skip the reading of SIB11, SIB11bis and SIB12 before RACH
access

A flag is included in SIB3 when enabled

Avoiding the requirement to read SIB11, SIB11bis and SIB12 improves


connection establishment delays after cell selection and reselection

The gain depends on the size of each SIB and its scheduling, but can be in the
order of 100s of milliseconds

This capability is useful for release 8, CS Fallback from LTE to 3G


UE should establish a speech call on 3G as soon as possible after 3G cell
selection

Description
This parameter indicates whether the Deferred
Measurement Control Reading functionality is enabled in
the cell.
When enabled in the cell, this functionality introduces
faster RACH access for Rel-7 and newer UEs. BTS/Cell
Manager (RRA) includes in SIB3 the Deferred
measurement control reading support IE, which
indicates to UE that reading of SIB11, SIB11bis and
SIB12 can be skipped before RACH access. This means
that UE can send RRC CONNECTION REQUEST or
CELL UPDATE without reading first the above
mentioned SIBs.
This functionality speeds up setup times after cell
selection/re-selection and the gain depends on SIB
contents and scheduling. One important use case is Rel8 CS fallback from LTE to 3G.
