KELLY WALSH HIGH SCHOOL STUDENT COUNCIL

CONSTITUTION
(Revised September 2015)
Article I:

Mission Statement

The mission of the Kelly Walsh High School Student Council is to represent the Student
Body and create the opportunity for a positive high school experience for all students.
The Kelly Walsh Student Council is committed to:
-Organization
-Participation
-Respect
-Achievement
-Teamwork
-Service
General Statement
All Student Council members should support and attend school activities whenever
possible.
Article II:

Eligibility for Membership

A student attending Kelly Walsh High School who meets all of the following
requirements may be eligible for membership on this council.
Section I:
All voting members of the Kelly Walsh Student Council must meet standard eligibility
requirements for Natrona County School District #1.
A.

Each student must maintain a 2.5 Grade Point Average (GPA) in at least
two and one-half credit subjects, and must not fail more than one subject
in order to maintain his/her eligibility. (Kelly Walsh is on a block
schedule, where each student may take 3-4 blocks per semester)

B.

Students are expected to refrain from using controlled substances, alcohol,


and tobacco.

C.

The Code of Conduct cover letter must be signed by a parent or legal


guardian and the student before he/she may participate in the activity.

Section II:
All elected members of the Kelly Walsh Student Council will have maintained at least a
2.5 GPA the quarter proceeding their election, and will maintain at least a 2.5 GPA for
each grading period thereafter, during their officiating year.
Section III:
Should an officer of this council fall below the 2.5 average, he/she will be required to
prove within a four week period that he/she can reestablish and maintain a 2.5 GPA.
During this period, he/she will forfeit all officer privileges. If he/she should fail to
reestablish the minimum GPA requirements during their probation, he/she will
permanently forfeit his/her officer privileges.

Article IV:

Job Descriptions

All elected officers and appointed executives of the Student Body, Senior Class, Junior
Class, Sophomore Class, and Freshman Class will sit on council and hold a vote. Officer
positions for the Kelly Walsh Student Council are as follows:

Section II:

Student Body Officers

A.

President
1. Oversees all Student Council actions and functions.
2. Develops an agenda and conducts meetings.
3. Seeks input from all members.
4. Moves the group toward a decision and clarifies the
decision.
5. Is responsible for approving all committees and
appointing all committee chairs.
6. Is in charge of special elections in the event of a vacancy of
office.
7. Must be willing to attend a minimum of one of the following
State events: WASC Summit, WASC Convention and WASC
Summer Leadership Conference

B.

Vice-President
1. Take on the Presidents responsibilities when the
President is absent or is no longer able to hold the office.
2. Meets with the President to develop agendas.
3. Oversees all Community Service activities sponsored by
Student Council.

C.

Secretary
1. Takes attendance at every meeting.
2. Takes minutes (notes) and reads them at the next meeting.
3. Maintains files.
4. Type Student Council papers as requested by the President.
5. Works with Student Council Sponsor(s) to track member
attendance. When a member has accrued their third unexcused
absence, provides written notification on the third absence.

Public Relations Officer


1.
In charge of advertising all student council functions.
2.
Contacts all local media outlets to promote KWHS Student
Council functions.
3.
Responsible for organizing and compiling WASC Honor
Council Book.
4.
Facilitates Student Council social media accounts, in
conjunction with the sponsor(s).
5.
Responsible for writing and distributing thank you notes.
6.
Fulfills the duties of Secretary in the absence of the
Secretary.

Article V:

Wyoming Association of Student Councils

Any officer or member of the Kelly Walsh Student Council may run for an office in the
Wyoming Association of Student Councils (WASC) with the approval of the sponsor.
Should he/she be elected, he/she will still be expected to fill any officer position that
he/she holds in the Kelly Walsh Student Council.

Seeing as the official charity of the Wyoming Association of Student Councils is the
Make a Wish Foundation of Wyoming, the Kelly Walsh Student Council is dedicated to
organizing and implementing a minimum of one event to raise funds for the Make a Wish
Foundation of Wyoming.
The Public Relations Officer will organize and complete an Honor Council book, to be
completed no later than June 1.
Article VI: Meeting Dates and Times
Student Council meetings will be held once a week, on a day and time decided upon by
the presiding council. Special meetings may be called by the President or Vice-President
as he/she sees fit.
A. To ensure that all necessary council business is conducted and that all members of
the council have been heard, the President is required to use a modified version of
Roberts Rules of Order to run each student council meeting.
B. An educational session (in regards to Roberts Rules of Order) MUST be held
during the first Student Council meeting of the year to educate new student
council members of the rules of the meeting. Refresher sessions will be held at
various meetings throughout the year (to be determined in conjunction with
Student Body Officers and Sponsors).
Article VIII:
Section I:

Voting
Motions, Amendments, Other Decisions

The passage of all motions, amendments, and any other decisions made by any or all
members of the Student Council will require a majority vote of those present.
Section II:

Voting Members

Voting members consist of elected Student Body Officers, Class Officers and all
representatives.
A. For Student Body elections, the following voting rule will apply:
a. Student Council members must have attended no fewer than eight (8)
student council meetings. Furthermore, participation in a minimum of two
(2) Student Council functions is needed to be eligible to vote.
Article IX:

Amending the Constitution

For the purpose of pursuing excellence in the governing of the Student Body by the Kelly
Walsh Student Council, these rules stand for the amendment of this Constitution.
Section I:
An amendment must be proposed by a member of the Kelly Walsh Student Council at an
official meeting. The Student Body officers will then discuss the proposed amendment in
an Executive Board meeting. Members of the Executive Board will then consider the
proposed amendment and decide whether to bring it forward to the entire council.
Section II:
The members of the Student Council may amend the Constitution only by a vote of twothirds of voting members present.
Article X:

Impeachment

In the instance that an officer is not fulfilling his/her duties, the Student Council may
wish to impeach the officer and elect a new one for the betterment of the Council. If this
should occur, then the council should do so by the following guidelines.
Section I:
A written indictment, by any council member, must be submitted and approved by the
council sponsor and KWHS Athletic Director. The indictment must state the reasons for
a desired impeachment.
Section II:
No officer may be impeached unless they fail to meet the eligibility requirements and
their officer duties. Discretion is left up to the council and sponsors concerning other
reasons for impeachment.
Section III:
A special meeting of all Student Council members must be held, and special proceedings
must be followed.
Section IV:
A Student Council Sponsor must be present at this meeting. The Athletic Director will
act as monitor over discussion and proceedings.
Section V:

The individual must be notified, in writing, that they have been nominated for the
impeachment process. The person to be impeached must be present and allowed a
rebuttal. Should this person choose not to appeal said impeachment, the council may go
forth with the impeachment process.
Section VI:
A representative for the council will present the side of the prosecution for five minutes.
The person being impeached will then be allowed twenty minutes for open discussion,
monitored by the Principal. No one person can dominate the discussion. Each party will
then be allowed approximately one minute for summary. A vote will then be held.
Section VII:
Votes are to be cast by secret ballot. All voting members present, including the person
being impeached, will be given a vote. There must be a two-thirds majority vote to carry
a decision.

BYLAWS
ArticleI:Absences
It is required that all Student Body and Class officers attend all scheduled Student
Council meetings. Attendance will be taken at each Student Body and Class meeting. A
copy of each meetings attendance record is to be given to the Student Body Secretary, in
which he/she will keep a running record of absences. All elected members shall receive
no more than two unexcused absences. If the third absence occurs, the impeachment
process shall be initiated. Absences may be excused by the sponsor(s) in consultation
with the Student Body President. Each class officer must attend both their individual
class meeting and each Student Body meeting, unless otherwise excused.
Article II:

New Terms

Section I:
New Student Body Officers will train under the former officers from time of election
until the end of the current school year. Where upon, they will assume full responsibility
of the office.
Section II:
Class officers will assume full responsibility of their office at the time of election, in
order to maintain continuity in class operations.
Article III:

Activity Responsibilities

It is highly recommended that Classes and the Student Council carry out all traditional
activities. They should also seek to innovate through creativity, by finding new activities
to carry out.
