Now, the Trinity toll road will be built through South D'allas, intersecting with South Lamar, cutting through the Ideal Neighborhood, and merging with SM Wright at "dead man's curve." Once traffic shifts to the toll road, SM Wright is to be returned to its former status as an urban boulevard.

The toll road represents both a threat and an opportunityfor South Dallas. It can bring more destruction and disappointment or a fresh start .

Underfederallaw, South D'allas qualifies as an "environmental justice community," based on the predominance of low-income residents and people of color.

That means that the city, NTTA, TxDOT, the Federal Highway Administration and the Corps of Engineers must take special care not to do further harm to South Dallas without adequately mitigating that harm.

At issue is whether current plans propose adequate mitigation.
