REPORTABLE INGREDIENTS LIST
The California Safe Cosmetics Act of 2005 requires cosmetic manufacturers to disclose to the California Department of Public Health (CDPH) all
products containing ingredients known or suspected to cause cancer, birth defects, or other reproductive toxicity as determined by the authoritative
scientific bodies cited in California Health and Safety Code Section 111791.5. These bodies are 1) the California Office of Environmental Health
Hazard Assessment (Proposition 65 List of Chemicals Known to Cause Cancer or Reproductive Toxicity); 2) U.S. Environmental Protection
Agency (U.S. EPA); 3) National Toxicology Program (NTP) Office of Health Assessment and Translation (OHAT) (formerly Center for the
Evaluation of Risks to Human Reproduction (CERHR)); 4) NTPs Report on Carcinogens (RoC); and 5) the International Agency for Research on
Cancer (IARC).
To assist companies with reporting, CDPH has compiled this list of reportable ingredients based on lists and reports available from these
organizations. Please note that the authoritative bodies are continually updating published information. For the most up-to-date guidance on
reportable chemicals, please refer directly to the lists and reports available from these organizations.
Chemical Abstract Service (CAS) Registry Numbers and synonyms are provided for some of the listed chemicals. However, this guidance
document is not all-inclusive. Manufacturers may still be required to report a chemical to CDPH even if a specific synonym or CAS number for an
ingredient is not listed here.
Note to consumers: Not all of these chemicals are found in cosmetic products. Also, note that the likelihood of a cosmetic product leading to
cancer or reproductive harm depends on many factors, including but not limited to the amount and type of exposure to chemicals in the product.
The chemicals are listed here because of findings from research on the chemicals and not on cosmetic products.
