Dear Sir/Madam,

This is in continuation to the letters of even number dated 10'n December, 201 5 and 10th
February, 2016 regarding fellowships/scholarships to be brought under Direct Benefit Transfer
(DBT) and Public Finance Management System (PFMS). The UGC had written to your
university earlier regarding digitization of records of all the beneficiaries who are availing
fellowshipsischolarships with the objective of bringing them under DBT and PFMS as mandated
by the Government of India.

In this regard, an interface meeting with the concerned universities/colleges/institutions was

conducted by the UGC from 14-12-20'15 to 23-12-2015. A follow-up meeting was also held from
22-02-2016 to 1'1-03-2016. However, the information provided during the interface meetings is
incomplete because
non-supply of data on certain essential variables by the
universities/colleges/institutions. The Commission is at present because of this expresses its
inability to bring the fellowships/scholarships under DBT for legacy cases.

Therefore. vou are requested to make the pavments to the fellows/scholars uo to 30-06-2016
out of the orant alreadv released or from vour own sources. which will be reimbursed bv UGC to
avoid the hardship to scholars/fellows. Further qrant of fellowships/scholarships will be
disbursed bv the Commission throuqh DBT onlv w.e.f. 01-07-2016.

It is pertinent to mention here that a dedicated web portal wili be created by UGC shortly for
uploading the data pertaining to the beneficiaries who are not covered under DBT mode. Once
the portal is operational, UGC will put a Public Notice on its website homepage. From 1"'July,
2016 onwards, disbursements will be made through PFMS in DBT mode only. lt is thus
requested that universities/institutions/colleges may kindly access the UGC website on regular
basis and upload the required data pertaining to the beneficiaries enabling UGC to release
fellowships/scholarships through DBT and PFMS after O1-O7-2016. Failing to upload the data
on the portal may lead to stoppage of disbursal of fellowships/scholarships and it will solely be
the responsibility of the concerned institution/university/college.
This Public Notice may be given utmost importance.
