Research and consultation confirmed the following:
the need to maintain flexibility in qualification structure
importance of learner centred learning through
development of learning plans
provision of clear guidance on complexity of language skills
expected at each AQF level

application of language skills in meaningful contexts at

Change in title of curriculum and qualifications to English as an
Additional Language (EAL)
Digital Literacy
Digital literacy included as a possible rather than a mandated
outcome of the curriculum. References to digital literacy
strengthened in the range statement
Greater clarity and guidance on complexity of language skills
expected at each AQF level (built into PCs and Required Skills and
Knowledge and where possible the Critical Aspects)
Unit titles reviewed to reflect unit outcomes
All unit descriptors revised to clearly describe outcomes

Teacher and Assessor Requirements


Training and assessment must be conducted by qualified
TESOL teachers
A qualified TESOL teacher is a person who holds a
postgraduate qualification that includes a supervised
teaching practicum which involves at least 60 hours of
class observation and classroom teaching or 22 days of
supervision* in Teaching English as a Second Language
(TESL) / TESOL or a 4 year Bachelor of Education
qualification with a TESL / TESOL method**

*Common examples include: 2 hours teaching and


observation over 15 days; 22 day practicum

COURSE STRUCTURE
22259VIC Course in EAL
To be eligible for the award of the 22259VIC Course in EAL,
learners must successfully complete a total of 9 units
comprising:

1 Core unit
3 Speaking and Listening units
2 Reading and Writing units
3 Numeracy units

COURSE STRUCTURE
To be eligible for the award of the 22250VIC Certificate I in EAL
(Access) learners must successfully complete a total of 8 units
comprising:
1 core unit
1 Speaking and Listening unit
1 Reading and Writing unit
2 Language Skills elective units which can be selected from Speaking
and Listening and / or Reading and Writing units (from this
qualification or from the level above and / or from the level below)
3 electives (listed in this qualification or Certificate II qualifications in
this EAL Framework or units / modules which are first packaged in
AQF level 1 and 2 qualifications in other accredited curricula and / or
endorsed training packages)

COURSE STRUCTURE
To be eligible for the award of the 22251VIC Certificate II in EAL
(Access), learners must successfully complete a total of 8 units
comprising:
1 core unit
1 Speaking and Listening unit
1 Reading and Writing unit
2 Language Skills elective units which can be selected from
Speaking and Listening and / or Reading and Writing units from this
qualification, Certificate I, II and / or III qualifications in this EAL
Framework.
3 electives (listed in this qualification, Certificate I, II and / or III

first packaged in AQF level 2 or 3 qualifications in other accredited

qualification, Certificate II, III and IV qualifications in this EAL

To be eligible for the award of the 22256VIC Certificate IV in EAL
(Access), learners must successfully complete a total of 8 units
comprising:
1 core unit
1 Speaking and Listening unit
1 Reading and Writing unit
2 Language Skills elective units which can be selected from
Speaking and Listening and / or Reading and Writing units from (this
qualification ,Certificate III and / or IV qualifications in this EAL
Framework
3 electives (listed in this qualification, Certificate III and / or IV
qualifications in this EAL Framework or units / modules which are
first packaged in AQF level 3, 4 or 5 qualifications in other
accredited curricula and / or endorsed training packages)

To be eligible for the award of the 22252VIC Certificate II in
EAL (Employment), learners must successfully complete a
total of 8 units comprising:
5 core units and
3 electives which can be selected from units not previously
completed from the:

units listed in Certificate I, II and / or III qualifications in
this EAL Framework
units / modules which are first packaged in AQF level 2
or 3 qualifications in other accredited curricula and / or
endorsed training packages

COURSE STRUCTURE
To be eligible for the award of the 22254VIC Certificate III in
EAL (Employment), learners must successfully complete a
total of 8 units comprising:
3 core units and
5 electives which can be selected from units not previously
completed from the following:
elective units listed in this qualification
Certificate II, III and / or IV qualifications in this EAL
Framework
units / modules which are first packaged in AQF levels
2, 3 and / or 4 in other accredited curricula and / or
endorsed training packages.

COURSE STRUCTURE
To be eligible for the award of the 22257VIC Certificate IV in
EAL (Employment / Professional), learners must
successfully complete a total of 8 units comprising:
2 Core units
2 Specialisation units from either the Employment or the
Professional Specialisation
4 Elective units (units listed in this qualification,
specialisation units listed in this qualification, units from
Certificate III and / or IV qualifications in this EAL
Framework, units / modules which are first packaged in
AQF levels 3, 4 and / or 5 in other accredited curricula and /
or endorsed training packages)

COURSE STRUCTURE
To be eligible for the award of the 22255VIC Certificate III in EAL
(Further Study), learners must successfully complete a total of 9 units
comprising:
7 Core units and
2 Elective units which can be selected from units not previously
completed from the following:

elective units listed in this qualification


units listed in Certificate II, III and / or IV qualifications in
this EAL Framework
units / modules which are first packaged in AQF levels
2, 3 and / or 4 in other accredited curricula and / or
endorsed training packages.

COURSE STRUCTURE
To be eligible for the award of the 22258VIC Certificate IV in EAL
(Further Study), learners must successfully complete a total of 9 units
comprising:

8 Core units
1 Elective unit not previously completed from:
elective units listed in this qualification
Certificate III or IV qualifications in this EAL Framework
unit which is first packaged in AQF levels 3, 4 or 5 in
other accredited curricula and / or endorsed training
packages
