PROCEDURE FOR COMMON ENTRANCE TEST FOR ADMISSION
TO MEDICAL POST-GRADUATE COURSES (MD/MS/DIPLOMA)
&
DENTAL POSTGRADUATE COURSES (MDS)
1. INTRODUCTION:
The Government of Maharashtra has established "ADMISSIONS
REGULATING AUTHORITY AND STATE COMMON ENTRANCE TEST CELL"
as per the provisions of Maharashtra unaided private professional
Educational Institutes (Regulation of Admission & Fees) Act. 2015,(herein
after the act).
The Commissioner of State CET Cell, has been designated as Competent
Authority for conducting PGM/PGD-CET 2016 and selection of candidates
for admission to various Medical post graduate courses for the year 20162017.
As per this act, PGM/PGD-CET 2016 is applicable for admission to
Government, Municipal Corporation and Private Unaided Medical Colleges/
Institutions.
2. COMPETENT AUTHORITY:
The Commissioner of CET CELL has been declared as the Competent
Authority as per the provisions of 2(e) and section 10(2) of the act. Therefore
as per provisions of act the commissioner CET CELL will conduct the
Common Entrance Test 2016-2017 and will the merit of the
PGM/PGD-CET 2016.
3. DESIGNATED AUTHORITY:
For the purpose of Conducting the CET following authorities shall act as
Designated Authorities.

5.1 MEDICAL POSTGRADUATE COURSES
The list of Medical Postgraduate Degree/Diploma courses is given in
Annexure-A.
5.2 DENTAL POSTGRADUATE COURSES:
The list of postgraduate degree courses are given in Annexure B.

6. PG SEAT DISTRIBUTION FOR MEDICAL/DENTAL COURSES :6.1(a) PG Medical Seats From Government /Corporation Medical Colleges:The seats available for admission to medical postgraduate courses will
be distributed as 50% to all India Quota & remaining 50 % to the State
Quota. From the State quota 25% PG Degree & 25% Diploma Seats from
Government Medical Colleges will be distributed to the In-Service
Candidates of Public Health Department
and ESIS Department as per
GR. No. MED 1013/CR 137/13/Edu-2 dated 6 Jan, 2015. Available State
quota seats (after excluding All India Quota & In- service quota) will be
distributed in accordance to constitutional reservation policy of state as
mentioned in Annexure "C". The specified
reservation under Persons
With Disability (PWD) category shall be filled as mentioned in Annexure "D"
In-Service seats distribution for In-service BMC Candidates will be as per
the policy of BMC and these seats will be exclusively from the BMC
Medical Colleges.
6.1(b)PG Dental Seats From Government / Corporation Medical Colleges:The Seat available for admission to Dental Postgraduate Courses will be
distribute as 50% to all India Quota and remaining 50% the State Quota.
From the State Quota 15% Seats from Government Dental Colleges
will

Available State quota seats (after excluding All India Quota & In-service
quota) will be distributed in accordance to constitutional reservation policy
of state as mentioned in Annexure "C". The specified reservation under
Persons With Disability (PWD) category shall be filled as mentioned in
Annexure "D"
6.2 PG Medical/ Dental Seats From Private unaided Medical/ Dental
Colleges and Minority Institutions:
The seats available for admission to Post graduate Medical/ Dental
Courses shall be as stipulated by the appropriate authority and declared
by Government from time to time.
6.3 The institute wise availability of the seats will be as per Postgraduate
Regulation of Medical Council of India (MCI)/Dental Council of India (DCI)
and MUHS, Nashik.
7. ELIGIBILITY CRITERIA FOR PGM/PGD-CET 2016 FOR MEDICAL/ DENTAL
POST-GRADUATE COURSES:

Candidate must be an Indian National. Nationality Certificate issued by


District Magistrate or Additional District Magistrate or Chief Metropolitan
Magistrate or valid passport or School Leaving (SSC) /Jr. College Leaving
Certificate of HSC/12th Std. indicating the nationality of the candidate as
Indian shall constitute the proof of nationality. [Persons of Indian

Origin (PIO)/Non Resident Indians (NRI)/Overseas Citizen of India


(OCI) are not eligible].

All candidates, who have passed final M.B.B.S./B.D.S. examination and


completed/completing one year internship training by 31 st March, 2016
from a recognized Medical/ Dental college included in the Schedule of the
Indian Medical Council Act, 1956/ scheduled of Dental Council of India
and situated in Maharashtra are eligible. The Medical/ Dental College
should have been affiliated to Non-Agricultural Universities established
under Maharashtra Universities Act, 1994 or the Maharashtra University
of Health Sciences Act, 1998 or Medical/ Dental College affiliated to
Deemed university as per University Grant commission Act of 1956 under
section 13/A, situated in Maharashtra. The candidate should have
obtained registration either from the Medical Council of India or
Maharashtra Medical Council (MMC) and Dental Council of India (DCI) or
Maharashtra State of Dental Council (MSDC). Candidates who have
passed MBBS/ BDS examination from foreign University are not
eligible for PGM/ PGD-CET 2016.
The MCI/MMC and DCI/MSDC registration is mandatory for appearing at
PGM/PGD-CET. Registration Certificate should be produced at the time
of Document Verification process.
Candidates, who were admitted to the colleges / institutions which are
now affiliated to the Maharashtra University of Health Sciences, Nashik
(MUHS) will be eligible till such time as they are awarded the degree by
the University established under Maharashtra Universities Act, 1994.
The candidates who are domiciled in Maharashtra and who have obtained
admission under 15% quota for All India Pre Medical/ Dental Test
Entrance Examination (AIPMT) for MBBS/BDS course in the Medical/
Dental college/institution situated outside Maharashtra State and who
have obtained the degree from a University situated outside the State of
Maharashtra will also be eligible for PGM/PGD-CET 2016. Such
candidates should submit (i) certificate from the Dean of respective
Medical/ Dental college stating that the candidate was admitted under
15% All India quota for MBBS/ BDS course, and (ii) Candidate's Domicile
certificate of Maharashtra State by virtue of residence.
The candidate belonging to Backward Class/ PWD category must have
claimed so in his online application form, failing which such a claim will
not be entertained subsequently. The candidate belonging to Backward
Class Category should produce the Caste Certificate, Caste Validity
Certificate, and Non-Creamy Layer Certificate (wherever applicable) and
the candidate claiming PWD reservation should provide requisite
certificate at the time of Document Verification and preference form filling
process.
A Candidate belonging to Creamy Layer amongst the categories (VJ) DT A, (NT-1) NT-B, (NT-2) NT-C, (NT-3) NT-D, OBC and SBC must note that
the provision of reservation is NOT applicable to him/her. A candidate
claiming benefit of reservation under these categories will be required to
produce Non-Creamy Layer Certificate as specified in the Govt. Resolution
No.CBC-10/2008/CR-697 VJNT-1, dated 24th June, 2013. The certificate in
prescribed Proforma stating that it is valid upto 31/3/2016, should be
submitted at the time of Document Verification process.
The candidate admitted for MBBS/ BDS course in reserve category on the
basis of Court order for Caste claim is required to submit Caste Validity
Certificate given by the Caste Scrutiny Committee. If the matter is still
pending with Hon'ble Court, candidate should submit a fresh Court order
for PGM/ PGD-CET 2016, failing which the claim will not be granted and

the candidate will be considered as Open category candidate subject to


fulfillment of eligibility criteria of Open Category.
7.9 Candidates who have passed postgraduate diploma course will be
eligible for PGM/PGD-CET for admission to postgraduate degree
registration in the same subject only.
7.10 Applicable to PGM Candidates only : The candidates who were eligible to
appear for PGM-CET 2014 and earlier PGM CETS irrespective of whether
they appeared or not it will be considered as attempt. The Candidates
thus completing two or more attempts must have completed 1 years bond
service as per Govt. Letter No.PGM-1010/ CR-353/10 Edu-2/MEDD dated
28th September 2011 & Government Notification Letter No. DMER/PGMCET/ELIGIBLITY/2013/ CRTERIA/2-A, dated 1st November 2011. However,

any candidates who has qualified in PGM-CET -2016, and has not done 1
year bond service, can take the admission through PGM-CET - 2016, after
breaking the bond by paying necessary bond penalty amount to the
college where he / she has done MBBS course. Candidates who have
completed internship on or before 31/03/2014 and have appeared PGMCET-2016 and desirous to fill preference form for PGM CET 2016
admission process, should produce a documentary evidence of either
bond release certificate issued by concerned authority or receipt of penalty
amount paid for the bond service to the concerned authority at the time of
preference filling process. A candidates who fails to comply the aforesaid
condition will not be allowed to fill the preference form and he/she will be
disqualified for selection process of PGM-CET-2016. Candidates who are
declared eligible as per rule of PGM-CET 2016 can only fill Preference form
for PGM-CET 2016.
Candidate will be allowed to appear for PGM-CET only twicefirst time
for the examination conducted before the date of internship completion
and second time for the examination conducted immediately after the
completion of mandatory internship period. While counting the attempts
whether the candidates actually appeared for the examination or not, will
not be taken into consideration.
7.11 Candidate will be eligible to appear for PGM/PGD-CET 2017, if he/she
cancels his/her admission of PGM/ PGD-CET 2016 before prescribed
date.
7.12 ELIGIBILITY CRITERIA FOR IN-SERVICE CANDIDATES :7.12.1 For In-Service Candidates of PGM-CET :- Eligibility for In-service
candidates will be as per criteria laid down by the Public Health
Department for M.M.& H.S. Medical Officer candidates and
by
commissioner of E.S.I.S. for E.S.I.S in-service candidates. For
BMC In-Service Candidate eligibility criteria will be as per criteria
laid down by Municipal Commissioner/Director of Brihanmumbai
Municipal Corporation.
7.12.2 For In-Service Candidates of PGD-CET :- Eligibility for In Service
Candidates will be as per provisions mentioned in G.R.

7.12.3 In-Service candidate will also be covered by relevant general


eligibility criteria's.
7.13 Non-eligibility of Candidate for applying/ appearing to Medical/
Dental Post graduate CET :
The following candidates are not eligible for applying/appearing at
PGM/
PGD-CET 2016 as the case may be:

7.13.1 Candidates who have passed Final MBBS/BDS exam from


institute located outside Maharashtra, except candidates who are
Domicile of Maharashtra and selected under 15% All India quota
(Ref. Rule 8.5).
7.13.2 Candidates who have passed final MBBS/BDS examination
from foreign university are not eligible.
7.13.3 Candidates who are not completing internship on or before
31stMarch 2016. Candidates who are completing OR likely to
complete their internship AFTER 31st March 2016 need not apply
for the PGM/PGD-CET as they shall be ineligible to participate at
any stage of the admission process.
7.13.4 Candidates who have not obtained MMC/MCI and DCI/MSDC
registration.
7.13.5 Candidates who had been admitted to PG course through
PGM/PGD- 2015 and resigned/left/not joined which resulted in
lapse of a seat.
7.13.6 Candidates who are previously registered and are pursuing/have
completed the PG degree course or have
obtained PG degree.
7.13.7 Candidates who are registered for PG Medical diploma and have
not passed the course at the time of Document
Verification.
8. APPLICATION FORM AND FEES FOR EXAMINATION:
8.1 The Competent Authority shall issue Notification regarding online
Application process. The information Brochure containing procedures for
Common Entrance Test for admission to postgraduate courses will be
made available on website of www.dmer.org. An applicant seeking
admission to the PGM/PGD-CET 2016 will be required to submit single
prescribed online application form (ANNEXURE "F" for PGM-CET and
ANNEXURE"G" FOR PGD-CET a Specimen Copy of online application
form). Candidate should submit Separate Application form for Medical/
Dental Postgraduate CET.
In-Service candidates who wish to seek admission for the postgraduate
course shall apply online at par like other Non In-Service candidates.
8.2 In-Service candidates may kindly note that online registration and
appearance in PGM/PGD-CET 2016 does not confirm any automatic
right to secure a postgraduate seat from in-service quota. The selection
and admission is subject to the fulfillment of eligibility criteria as
prescribed by concerned establishments i.e. Director of Heath service,
Commissioner of ESIS, Commissioner of Brihanmumbai Municipal
Corporation and Director of Medical Education & Research. Competent
Authority shall not be responsible if such in-service candidates are
refused for admission on account of non eligibility of candidates.
8.3 Cost of online application form of PGM/PGD-CET 2016 & examination fee
is Rs. 3000/-. This amount is not refundable.
8.4 PGM/PGD-CET-2016 will be conducted at Mumbai, Pune, Aurangabad
and Nagpur centers. Candidate can choose the centre for examination as
per his choice and indicate the same in online application form. Such
choice once exercised will be final and binding.
8.5 The information Brochure and online application Form will be available
from 14/12/2015 to 30/12/2015 before filling Online Application
form download information brochure of PGM/PGD-CET 2016 and read
the same carefully. The Applicants must possess the required criteria and
education qualification as mentioned in the Information Brochure of
PGM/PGD-CET 2016.

The details of online form submission process on DEMR website
www.dmer.org are as mentioned below.
Apply Online for PGM/PGD-CET 2016 Link will be available on DMER website
www.dmer.org. Click on the above Link.
a)
Application form link will be displayed. click on Application form link.
b)
Instructions page will be displayed. Carefully read the Instructions for
filling online form (Annexure "E"). After reading Instructions, applicant
has to click NEXT button to go to actual Online Application form
(Annexure F for PGM-CET and Annexure "G' for PGD-CET specimen
copy of online application form)
c)
Candidate should fill all the entries in application form and upload his/
her Scanned photograph and signature.
d)
System will validate required fields before allowing him / her to
submission.
e)
During submission the application system will ask to Candidate for
Password.
f)
Eligible Candidate will be able to submit the form. There is provision to
make changes in the Application Form before Click on Submit
Button. Candidate should verify the correctness of entries made in
application form. There is no provision to make changes in the
application form once Submit Button is clicked.
g)
After submission of form Bank Challan will be displayed in two parts.
h)
Unique Application No. (Username) along with details of nonrefundable
required fee Rs. 3,000/- will be available on challan and same details will
be mailed to the Candidate on his given E-mail ID.
i)
Candidate should take printout of Bank Challan. With this Challan pay
the required fee in any Branch of Bank, on Second Working Day onwords,
from the day of Printing Challan and obtain your copy of Challan
indicating Journal ID/Transation ID.
j)
Log In Link will be available on DMER website www.dmer.org to verify the
Application Form.
k)
Candidate should login with Application No. (User Name) and his/her
unique Password to download the printout of Application Form. Candidate
has to preserve the downloaded printout of Application Form for
subsequent use.
l)
Applicants need not send copy of Application Form or any Document to
this office.
m) Please note that if you commit any mistake in filling the online Application
Form, it cannot be corrected by this office. The office will take no
responsibility of any kind for such forms.
8.6 Candidate should preserve the (i) Bank Challan (ii) Copy of downloaded
Online form (iii) downloaded copy of Information Brochure for subsequent
use.
Admit Card:
8.7 The Admit Cards will be downloaded from www.dmer.org website after login
during 18/01/2016 to 23/01/2016.
8.8 Candidate has to go to Centre with downloaded Admit Card and any Photo ID
proof (Aadhar Card, Driving licence, PAN Card, Pass port).
8.9 Issue of Admit Card is merely an enabling document for appearing at the
PGM/PGD-CET and does not imply that the candidate satisfies all the
requirements of eligibility conditions of admission.

9. CONDUCT OF PGM/PGD-CET :
9.1 All eligible candidates are required to undertake the PGM-CET at their
own cost.
9.2 The PGM/PGD-CET-2016 will be conducted on Sunday, 24Th January
2016. PGM-CET Scheduled Time: 10.00 a.m. to 1.30 p.m. and PGDCET Scheduled Time: 10.00 to 11.30a.m.. No entry will be permitted to
the candidate in the examination hall after 10.00 a.m. for any reason
whatsoever.
9.3 The PGM/PGD-CET will be conducted at sub centers situated in
Mumbai, Pune, Nagpur and Aurangabad.
9.4 The examination will be conducted in English Medium.
9.5 PGM-CET paper will be of 3 1/2 hours duration containing 300 multiple
choice questions (MCQs) and PGD-CET Paper will be of 1 1/2 hours
duration containing 100 multiple choice question (MCQs). Each question
will be of single best response objective type with four answer options.
Each correct response shall be awarded one mark. There shall be NO
NEGATIVE MARKING for wrong answers.
9.6(a) Syllabus for PGM: The syllabus for the examination shall comprise of
subjects/knowledge areas as per the Graduate Medical Education
Regulations issued by Medical Council of India with prior approval of
Government of India.
The Common Entrance Test shall be of the standard of MBBS
Examination and shall cover all the subjects of MBBS Course. The
tentative number of questions of each subject will be as given below:

Grievance Redressal Committee During entrance Examination :


A Grievance Redressal Committee will be constituted at each sub centre
comprising following members:

An invigilator and supervisor will be persons who are in the 10%


additional staff. The committee will function from 8.00 am to the end of
the examination on the day of examination. If there is any grievance
during this period (regarding loss of time due to administrative error or
any other examination related important matter), the candidate will
report it to the invigilator of his/her examination block. It will be
communicated to the sub centre incharge through supervisor. The
committee will examine the Grievance on the spot (by consulting with
center in-charge if necessary) and take necessary decision regarding the
Grievance/s.
9.8

All the four versions of question paper booklets will be made available on
www.dmer.org website on 27th January 2016 along with provisional key
of each version. The OMR Answer Sheets of all candidates will be made
available on www.dmer.org website from 29th January 2016 onward on
candidates login.

9.9

If a candidate has objection against any question & answer key in the
question paper of this examination, the same may be submitted through
website
"www.dmer.org",

Representation received after this period shall not be considered.

10. DECLARATION OF RESULT/MARKS AND PREPARATION OF STATE MERIT


LIST :
10.1

The Competent Authority shall evaluate the answer sheets and declared
the
provisional result/ marks scored by candidates of PGM/PGDCET on DMER website on 22/02/2016. The candidates should go
through the copy of result/marks by login at website www.dmer.org.

10.2

In case of any typographical error in result, regarding name, age, gender,


category etc. it will be corrected at the time of document verification.

10.3

There will be no rechecking/ revaluation of answer sheets. However the


candidate can apply for verification of marks to the Competent Authority
by 26th February, 2016 in prescribed form (Annexure H) along with fees
of Rs.1000/- (Rupees One Thousand Only) to be paid by Demand
Draft in favour of COMMISSIONER, STATE CET CELL, MUMBAI
payable at Mumbai and drawn on any nationalized/scheduled
commercial bank. The candidate will be given photocopy of the answer
sheet and model answer key after verification by Speed post. The Final
state merit list will be generated
after completing verification of
marks procedure.

10.4

State Merit List will be declared on 05/03/2016 on the website of


DMER.

10.5

The Candidates will have to download statement of marksheet from the


website of DMER from 05/03/2016 onward. till to cut-off date of
admission process. Marksheet will indicate State Merit List number,
name, marks scored, category and category merit number of the
candidate.

11. STATE MERIT LIST:


11.1 The Competent Authority will prepare a State Merit List of eligible
candidates on the basis of the marks obtained by the candidate at the
PGM/PGD-CET-2016.
11.2 For In-Service Candidates, of Medical /Dental the Competent Authority
will prepare a State Merit List separately indicating State Merit List
number, name, marks scored, category, category merit number, of the
candidate. The same will be made available to the respective Authorities
/ Establishments (DHS, ESIS, BMC & DMER), and also available on the
Website of DMER www.dmer.org.
11.3 To be eligible for selection to Medical / Dental Postgraduate courses a
candidate belonging to General category must secure not less than 50%
Marks and candidate belonging to Constitutional Reservation category
& Constitutional Reservation category with Persons with disability
(PWD) claim must secure not less than 40% Marks at PGM/PGD-CET
2016. Persons with Disability (PWD) from General category must secure
not less than 45% Marks at PGM/PGD-CET 2016.
11.4 a) TIE-BREAKER FOR PGM-CET : Determination of the Inter-se-merit of
candidates obtaining equal PGM-CET marks.
In case of two or more candidates obtaining equal marks in the PGMCET-2016, the inter-se-merit of such candidates will be determined in
the order of preference as under:
11.4.1 The candidate with higher aggregate marks (converted into
percentage) at First, Second and Third M.B.B.S. Examination
(Part-I & II) taken together shall be preferred. If the tie still
persists,
11.4.2 The candidate with higher aggregate marks (converted into
percentage) at Third M.B.B.S. Examination (Part-I & II) will be
preferred. If the tie still persists,
11.4.3 The candidate with higher aggregate marks (converted into
percentage) at Second M.B.B.S. Examination will be preferred. If
the tie still persists,
11.4.4 An older candidate will be preferred over a younger candidate.

11.4.5 While considering I, II, III MBBS marks and aggregate for above
purpose, grace marks and/or NSS marks will not be taken into
account.

While considering I, II, III and Final BDS marks and aggregate
for above purpose, grace and/or NSS marks will not be
taken into account.

12. CONDUCT AND DISCIPLINE:


12.1 Failure of the candidate in making full and correct statements in the
application form and/or suppression of any information would lead to
disqualification of the candidate, even at later date. Such a candidate will
be debarred from the entire selection process.
12.2 Adopting an unfair means of engaging in malpractice in the examination
shall render a candidate liable for punishment under, " Maharashtra
Prevention of Malpractice Act, Universities, Board and Other Specified
Examination Act, 1982" and disqualify him/her for PGM-CET/ PGD-CET
2016 examination.
12.3 Legal Jurisdiction: All disputes pertaining to the conduct of examination
process shall fall within the jurisdiction of courts in Mumbai only.

2) Candidates belonging to aforesaid Backward Class categories will be required to
submit the Caste Certificate and the Caste/Tribe Validity Certificate at the time
of documents verification.
3) Caste certificate issuing authority: - Caste certificate stating that the caste is
recognized under a particular backward class category in Maharashtra state is
issued by Sub-Divisional Magistrate/Executive Magistrate/Metropolitan
Magistrate in Maharashtra state.
4) The Caste/Tribe validity Certificate issuing Authorities are as follows:a) For Candidates belonging to Scheduled Caste, Scheduled Caste converts to
Buddhism, Vimukta Jati, Nomadic Tribes1,2&3 and Other Backward Class,
Caste Validity Certificate is issued by Divisional Caste Certificate Scrutiny
Committee of respective Divisional Social Welfare Office (Konkan, Pune,
Nashik, Aurangabad, Amravati and Nagpur).
b) For Candidates belonging to Scheduled Tribe the Tribe Validity Certificate is
issued by Director/Deputy Director, Tribe Certificate Scrutiny Committee of
respective Region (Konkan, Pune, Nashik, Aurangabad, Amravati and
Nagpur).
5) The candidate should have claimed the constitutional reservation in the
original application form. The candidate claiming constitutional reservation
must submit original caste validity certificate at the time of counseling for
filling preference form, failing which the category claim will not be
granted.
6) NON-CREAMY LAYER
A candidate belonging to Creamy Layer amongst the categories (C) to (G) must note
that the provision of reservation is NOT applicable to him/her. A candidate claiming
benefit of reservation under the categories (C) to (G) above will be required to
produce Non-Creamy layer certificate as specified in the Government resolution
CBC-10/2008/CR-697 VJNT-1, dated 24th June, 2013. The certificate should have

valid upto 31/03/2016. The Non-Creamy Layer Certificate is issued by SubDivisional Officer/Deputy Collector/Collector of the district.
However, such a Non-Creamy Layer Certificate shall be produced in any case at
the time of filling up of Preference Form, failing which the category claimed will not
be granted.
Applicants belonging to Special Backward Class
N.B.: Honble High Court Mumbai had stayed admission to SBC category as a
separate quota and therefore, vide Government Circular from Social Welfare,
Cultural Affairs and Sports Department No. CBC-1095/WS/264/BCD-5 dated 24th
October 1995, the persons belonging to Special Backward Class (SBC) are to be
considered as OBC candidates.
7) Inter-se amongst the reserved categories will be operated at the end of each
admission process against the unfilled reserved categories seats as per merit and
choice of the reserved categories candidates.
The seats remaining vacant from various categories will be filled in during interse admission process as follows:
a) From among the candidates of their respective group from the Interse State
Merit List of that particular group where the vacancies exist.
The groups are as follows GROUP - I
(i) Scheduled Castes and Schedule Caste converted to Buddhism (S.C.)
(ii) Scheduled Tribes including those living out-side specified area (S.T.)

(b) If the seats still remain vacant, then the seats will be filled, from among the
candidates of all the categories mentioned above from the all categories
combined merit list.
(c) If the seats still remain vacant then the seats will be filled from among the
candidates of the common merit list.
8) Ear-Marking : Reserved category candidate entitled to admission on the basis
of merit in an open category seat will have the option of taking admission either
against his/her respective category seat or on an open category seat. If he/she
opts for the reserved category he/she will be deemed to have been admitted as
an open category candidate and not as reserved category candidate. One seat in
the college where he/she was eligible for admission against open seat shall be
earmarked for a candidate belonging to the respective reserved category. Such
earmarked seat will be made available immediately to the successive reserved
category candidate from the same category merit.
Admission under constitutional reservation seat will be governed by the
Maharashtra Schedule Castes, Scheduled Tribes, Denotified Tribes (Vimukta
Jatis), Nomadic Tribes, Other Backward Classes and Special Backward
Category (Regulation of Issuance and Verification of) Caste Certificate Act, 2000
(Mah. Act No. XXIII of 2001).

PERSONS WITH DISABILITY (PWD) RESERVATION
1) As per Postgraduate Medical Education Regulation 2000 and Amendment Notification No.
MCI.18(1)/2008-Med./ 54470 Dated 25th March 2009 following is the criteria for reservation
under Physically Handicapped Category
1(a). 3% seats of the annual sanctioned intake capacity shall be filled up by candidates with
locomotory disability of lower limbs between 50% to 70%.
Provided that in case any seat in this 3% quota remains unfilled on account of unavailability of
candidates with locomotory disability of lower limbs between 50% to 70% then any such unfilled
seat in this 3% quota shall be filled up by persons with locomotory disability of lower limbs
between 40% to 50% - before they are included in the annual sanctioned seats of State Quota.
Provided further that this entire exercise shall be completed by each medical college/institution as
per the statutory time schedule for admissions and in no case any admission will be made in the
Postgraduate Medical course after 31st of May
2) The Candidate with a disability more than 70% will not be eligible for admission to Health Sciences
(Post Graduate) Courses. No other disability shall be allowed as per the MCI regulations. However,
such a candidate will be required to undergo medical examination by a Special Medical Board
constituted for this purpose by the Competent Authority. The Medical Board after ascertaining
his/her disability must be satisfied that the candidate is physically fit to undergo the course
despite his/her disability.
3) Candidate is required to submit the proof of his/her disability by way of a certificate (issued in year
2014-15) in prescribed proforma from Civil Surgeon of a District Hospital/Medical Board/Medical
Superintendent of a Government Medical College/Hospital in Maharashtra; or from the Director of
All India Institute of Physical Medicine and Rehabilitation, Haji Ali, Mumbai; (as per Prescribed
Proforma) at the time of verification of disability. However, Verification of the disability will be
carried out by Special Medical Board constituted for this purpose by Competent Authority. and
decision of the Special Medical Board will be final. The date and place of Special Medical Board
shall be communicated by the way of notification.

General Instructions for filling Online Application Form
1.

Applicants should have a valid Email Id .

2.

Before filling Online Application Form download Information Broucher of


PGM/PGD-CET 2016 and read the same carefully.

3.

The Applicants must possess the required criteria and education qualification
as mentioned in the Information Broucher of PGM/PGD-CET 2016.

4.

Fill the Online Application Form carefully and upload scanned photograph and
signature (Size of photograph and signature Should not be greater than 35KB,
30KB respectively). Please remember the password given by you. It is
important for further Login.

5.

There is provision to make changes in the Application Form, before Click on


Submit Button. Candidate should verify the correctness of entries made in
Application Form. There is no provision to make changes in the Application
Form onces sumbit button clicked.

6.

After submitting Online Application Form, you should take Bank Challan
printout which is in two parts.

7.

Required fee is printed on your SBI Bank Challan. With this Challan pay the
fee in any Branch of State Bank of India on Second Working Day onword, from
the day of Printing Challan and obtain your copy of Challan indicating Journal
ID/Transation ID.

8.

Applicants need not send copy of Application Form or any Document to this
office. However he can download printout of Application Form for subsequent
use.

9.

Please note that if you commit any mistake in filling the online Application
Form, it can not be corrected by this office. The Office will take no
responsibility of any kind for such forms.

IMPORTANT INSTRUCTIONS TO CANDIDATES

1. Read the instructions for filling up online application form given in the
brochure.
2. Candidates must preserve the printout of Application form and copy of
Bank Challan showing transaction ID and downloaded Admit Card
safely and bring the same to the examination hall and produce it on
demand.
3. Candidate should occupy the seat in the examination hall 45 minutes
before the commencement of the examination.
4. Details such as PGM/PGD-CET Seat Number, question paper booklet
number and version code number must be entered carefully on the
answer sheet. (Candidates should write PGM/PGD-CET seat number
& the answer sheet number on the question booklet carefully).
5. No candidates will be allowed to leave the examination hall till the end
of examination.
7. All entries on the answer sheet must be made only with Black Ink ball
point pen.
8. Photograph on the online application form, Admit Card should be taken
from the same negative.
9. Please note that issue of Admit Card is just a provision for appearing in
PGM/PGD-CET and does not imply that the candidate is eligible for
admission.
