Dear Anatol,

Thank you for the visit last week. It is always a pleasure to see you.

I am sorry for not mailing this directly but I suddenly discovered that I do not have
your address. My mistake, so I sent it to Marianna first.

As promised here is a copy of the letter refusing the Canadian government transfer
request, this explanation was given only after I demanded in a Petition to Filchev. It
explains why the transfer was refused. If you can use this to file a complaint in an
international court other than Strasbourg, then please do so!

I am also enclosing the most resent letters of the Minister of Justice to the Government
of Canada concerning my parole and another from June 8th 2004 to the prison and me is
in response to my Petitions and Complaints. These may be helpful for your preparing
the request for Parole to the Office of Filchev for August 8th 2004.

Also interesting are copies of two refusals for parole received by two prisoners here.
This can provide you with the “grounds” we might expect and how we can prepare to a
rebuttal. There are 9 Documents.
