I am writing to notify the Ohio Elections Commission of a violation of the elections law by State Legislative
Candidate Courtney Combs in the 54th House District (Citizens for Combs, 5331 S. Gilmore Rd., Fairfield, OH
45014). The violation specifically relates to Ohio Revised Code Section 3517.20, which addresses disclaimers on
political communications. Mr. Combs' placards, or yard signs, do not display an appropriate disclaimer
identifying his campaign committee, treasurer and address as required by the law.

Enclosed please find several photos showing the signs as displayed at the Sacred Heart Festival in Fairfield on
Saturday, August 14. The ORC states that such signs qualify as a political communication in the following
statement:

(b) "Political publication for or against an issue" means a notice, placard, advertisement, sample ballot,
brochure, flyer, direct mailer, or other form of general publication that is designed to promote the adoption or
defeat of a ballot issue or question or to influence the voters in an election.

(13) The disclaimer or identification described in division (A) ofthis section, when paid for by a campaign
committee, shall be identified by the words "paid for by" followed by the name and address of the campaign
committee and the appropriate officer of the committee, identified by name and title. The identification or
disclaimer may use reasonable abbreviations for common terms such as "treasurer" or "committee".
