Summary: SB 250 will prohibit keeping unaltered and unspayed dogs

and cats over 6 months old without a specific local license, except as
specified. This bill applies to all dogs, including sporting dogs, and
therefore effects sporting dog breeding programs.

Hunting Dog Spay/Neuter Bill is Being Revived

If enacted, Senate Bill 250 will:

• Require spaying and neutering of all dogs and cats, except as

specified under a local ordinance;

• Authorize surgical sterilization of animals found running at-large;

• Affect all dog and cat owners, since it applies to all pet dogs and
cats , show dogs and cats and sporting dogs;

• Impose both and civil and criminal penalties for dog owners in
violation of the law; and

• Allow an unaltered dog license to be denied or revoked under local

rules by licensing agencies. Local control will create a lack of
consistency in application of the law. If unable to obtain a local
license, dog owners, including owners of sporting dogs, may be
limited in their breeding practices.

2358! Please act immediately to email and/or call your Senator and the
members of the Senate Public Safety Committee (listed below) through
the CRPA website at www.crpa.org.
Things are moving fast in the last days of this legislative session. AB
2358, the handgun ammunition registration bill, was just amended to
include some rifle cartridges commonly used by hunters and target
shooters.
The bill was immediately then sent to the Senate Committee on Public
Safety and set for hearing on Monday, August 23.
AB 2358 will not stop crime and will impose unnecessary
restrictions on law-abiding Californians.
If enacted,AB 2358 would require that ammunition vendors transmit
records of sale, information on the quantity and type of ammunition
purchased, and the personal information of purchasers collected at the
time of sale to local law enforcement if required by city or county
ordinance. AB 2358 would allow uncontrolled expansion of city and
county ordinances requiring handgun ammunition vendors to transmit
all information collected relating to sales of handgun ammunition and
some rifle cartridges to local law enforcement agencies.
CRPA urges a NO VOTE on AB 2358 for the following reasons:
• AB 2358 has a negative impact on hunters and target shooters. The
bill, as amended, has been expanded to require registration of rifle
cartridges such as 22. rimfire, .223, and 7.62×39 commonly used
by hunters and target shooters.
• Hunters would no longer be able to buy rifle cartridges directly
from internet sporting goods vendors.
• AB 2358 leaves ammunition purchasers at risk for identity theft
due to the lack of requirements for safe and secure storage of
personal information collected and turned over to local
jurisdictions.
• AB 2358 is an unnecessary bill. AB 2358 proposes to clean up
language created by AB 962 (2009; Senator De Leon) to protect the
personal information of ammunition purchasers in the same
manner as SB 282 (2010; Firearms and Ammunition Transaction
Privacy; Senator Wright) However, AB 2358, only deals with
ammunition transactions. This is in contrast to SB 282 which
covers both ammunition and firearms transactions.
• State law supersedes local ordinances in the regulation of firearms
and ammunition. AB 2358′s requirements directly conflict with the
state’s ability to regulate ammunition purchases without
interference by local jurisdictions.
• Law enforcement already has the ability to inspect ammunition
records without requiring the transmittal of records to the agency.

Montana Fish, Wildlife and Parks
MALTA, Mont. --(Ammoland.com)- Montana Fish, Wildlife & Parks
(FWP) announced today that pneumonia was confirmed in a sixth
bighorn sheep population in west central Montana.
The latest occurrence of the usually fatal respiratory disease was
confirmed in a bighorn that FWP wildlife biologist, Ray Vinkey, collected
late on Aug. 20 from the Lost Creek population west of Anaconda.
Other pneumonia outbreaks affected bighorn populations in the East
Fork of the Bitterroot late last fall and in the Bonner area and Lower and
Upper Rock Creek herds in January and February. Most recently FWP
detected pneumonia in the Skalkaho population east of Hamilton on
August 9.
Once bighorns contract pneumonia they usually die within a few weeks.
There are no known vaccines to prevent pneumonia in wild sheep, or
medications that can be practically applied to prevent the death of sick
individuals.
A hunter, Wayne Estay of Butte, first reported signs of sick sheep west of

Anaconda during a preseason scouting trip on Aug. 17. Vinkey and
another FWP wildlife biologist, Jay Kolbe, responded and shot four
sheep that exhibited clinical signs or behavior suggesting pneumonia.
They collected blood and tissue samples for further analysis at the FWP
wildlife lab in Bozeman. Field necropsies showed everything from early
to advanced infection in the lungs, which in the worst case had also
compromised the heart and liver. The varying stages of infection suggest
that the disease is spreading over time.
“We’re too early in this to know everything we’d like to know.
But, until we are able to survey and collect more sheep, we
have to proceed as if we are dealing with a pneumonia
outbreak,” Vinkey said.

Chris Anderson, a student volunteer with FWP from the University of

Minnesota, documented the survival of 32 lambs per 100 ewes in the
East Fork this summer, where FWP removed 80 sick individuals last fall
and winter, and at least 87 seemingly healthy sheep remain. But where
FWP let the disease run its course last winter, Anderson was unable to
find any lambs that had survived exposure to the pathogens persisting in
Rock Creek bighorns, and landowners have been finding dead lambs and
sick adults in that area this summer.

The Lost Creek (Anaconda) herd was established in 1967, with help from
the Anaconda Sportsmen’s Club, when 25 bighorns were transplanted
from the Sun River herd. Over half of the population was lost to
pneumonia in 1991, but has since recovered to number at least 297
sheep. Twelve hunters hold either-sex licenses and thirty hold ewe- Dove Hunting
licenses for this hunting district (HD 213), which are valid beginning
Sept. 5. FWP will contact hunters as more becomes known about the
outbreak.

SOCIAL CIRCLE, Ga. --(Ammoland.com)- Hunters statewide can
celebrate the beginning of dove season at noon Saturday, Sept. 4.
Long-awaited opening day is traditionally considered the beginning of
the fall hunting season, and with the numerous wildlife management
area hunts scheduled, it is the perfect opportunity to introduce children
and grandchildren to the sport.
“Georgia has some fantastic public areas for dove hunters. In
fact, many WMAs provide fields managed specifically for
dove hunting opportunities,” says John W. Bowers, Wildlife
Resources Division’s assistant chief of Game Management.
“In addition to being the ‘kick-off’ to the fall hunting season,
dove hunting is a prime time to introduce family and friends
to hunting, as it typically is a fun-filled day.”
Most WMA public dove fields are quota only on opening day. As such,
hunters are encouraged to review dove hunting rules and regulations to
ensure the availability of the field they plan to visit.
The official 2010-2011 dove seasons are Sept. 4-19, Oct. 9-17 and Nov. 25
– Jan. 8. Shooting hours are noon until sunset on opening day (Sept. 4)
of the first season and one-half hour before sunrise to sunset for the
remaining two seasons. Sunrise and sunset times for each day are found
in the 2010-2011 Georgia Hunting Seasons and Regulations guide or
online at www.georgiawildlife.com .
The daily bag limit is 15 doves per hunter. Additionally, there have been
some reports of white-winged doves in Georgia. White-winged doves
may be harvested, but count toward the daily bag limit of 15.
Any autoloading or other repeating shotgun must be plugged to hold no
more than three shotshells while hunting doves. As always, hunters must
obtain permission from landowners before hunting on private property
and please respect the land by cleaning up spent shells, leaving gates the
way they were found and removing all trash.

Dove hunters 16 years of age and older must possess a Georgia hunting
license and a free Migratory Bird Harvest Information Program Permit
(HIP Permit). Those hunting WMAs also must possess a WMA license.
Hunters may purchase licenses online at www.georgiawildlife.com , by
phone at 1-800-366-2661 or at more than 650 license agent locations
(list of agents available online).
For more information on dove hunting rules and regulations, public dove
fields and conditions, or adult/child dove hunts, hunters should review
the 2010-2011 Georgia Hunting Seasons and Regulations guide, available
at www.gohuntgeorgia.com or at any Wildlife Resources Division Game
Management office.
Updated and accurate harvest rate estimates facilitate the successful
management of doves. As such, the U.S. Geological Survey, Biological
Research Division and the U.S. Fish and Wildlife Service in cooperation
with several states, including Georgia, initiated a dove trapping and
banding project in 2003.
Hunters can participate in this conservation effort by examining
harvested doves for bands and reporting band numbers to the USFWS by
calling 1-800-327-BAND.

Washington, DC --(Ammoland.com)- Americans who enjoy fishing,
hunting and other recreational activities on public lands and water are
under attack by the Natural Resources Defense Council (NRDC) and its
allies.
A recent article by well respected journalist Doug Olander,
www.sportfishingmag.com/blog.jsp exposes the extremes to which the
radical elements in the environmental community will go in their
attempts to bully opponents of their views on how (or how not)
Americans should use our public resources.
“The ‘Shame on Shimano’ campaign by NRDC is an
outrageous misrepresentation of the facts about a company
who has led the outdoor industry in supporting scientific
research, habitat improvement, youth programs and fishery
conservation efforts across North America for twenty years,”
said Jeff Crane, President of the Congressional Sportsmen’s
Foundation (CSF).
“The NRDC attack (www.shameonshimano.com ) attempts to
portray Shimano, a quality rod and reel manufacturer, as
‘anti-ocean’ and influence cyclists to boycott Shimano, who is
also a major manufacturer of bicycle components. Shimano is
a leader in the fight to protect the rights of Americans to
continue to responsibly use, access and enjoy our public
natural resources for recreation.”
The NRDC web campaign against Shimano began when company
representatives in partnership with CSF and other recreational fishing
groups encouraged the Obama administration to make recreational
fishing and access to public waters a national priority in the
implementation of the President’s Ocean Policy Task Force
recommendations.
The basis for these requests at the federal level originated from concerns
in the angling community over the California Marine Life Protection Act
(MLPA) process which is creating permanent fishing closures in prime

recreational angling areas along the California coast. The badly flawed
California MLPA process has been advanced as a potential national
model for America’s coastal, Great Lakes and inland waters, making it a
big concern for America’s sportsmen and women.
America’s 60 million anglers generate over $46 billion in retail sales with
a $114 billion impact on the nation’s economy, while employing over one
million people. Shimano, together with other members of the
recreational fishing and boating industries, also contribute millions of
dollars every year in federal excise taxes to state fish and wildlife
agencies for fisheries management and research; fishing and boating
access, and angler and boater education and safety programs.
“Every angler, hunter and recreational user of public lands in
America needs to stand together in support of our rights to
access and responsibly enjoy our public lands and waters,”
said Crane. “The NRDC ‘divide and conquer ’ tactic is
attempting to bully a corporate conservation leader into
submission because they dare to disagree with the NRDC on
the importance of access to our public resources, and this
highly inappropriate conduct by a major environmental
organization is where the shame really lies.”
“CSF works in the public policy arena where the democratic
right to disagree is respected, so the NRDC assault on
Shimano’s bike business is especially offensive,” said
Congressional Sportsmen’s Caucus co-founder and CSF
Board Vice-Chairman, Lindsay Thomas. “Shimano has
stepped up for years on behalf of people who fish, hunt and
who ride a mountain bike – and this is why NRDC is
aggressively attacking them, and in a very real way all of us.”

ALBUQUERQUE, NM --(Ammoland.com)- The State Game
Commission will hear proposals and public comments about hunting
seasons and licensing rules for bears, cougars, pronghorn antelope and
deer at its meeting Saturday, Aug. 28, in Albuquerque.
Proposals include increased harvest limits for bears and cougars for the
2011-2014 seasons, and options to change the way the Department of
Game and Fish allocates private-land pronghorn antelope licenses.
The meeting will be from 9 a.m. to 5 p.m. at the Albuquerque Marriott,
2101 Louisiana Blvd., N.E., in Albuquerque. The full agenda, detailed
agenda-item briefings and other information are available on the
Department of Game and Fish Web site, www.wildlife.state.nm.us, or by
calling (505) 476-8008. Details of proposed hunting rules and
opportunities to comment about them also are available on the Web site.
The Commission is expected to take final action on the 2011-2014 bear,
cougar, pronghorn and deer proposals at its Sept. 30 meeting in
Ruidoso.
Other agenda items Aug. 28 include:
• A proposal to accept the Department’s biennial review of the status
of state threatened and endangered species under the Wildlife
Conservation Act. No species are recommended for uplisting or

downlisting.
• A request to approve the Department’s operating and capital
projects budget requests for fiscal-year 2012.
• A report on Gov. Bill Richardson’s executive order to temporarily
ban trapping in the Blue Range Wolf Recovery Area of
southwestern New Mexico while the Department conducts a study
to assess the risks to Mexican Gray Wolves from trapping and
whether some methods of trapping could be allowed that pose
minimal risk of injury to wolves.
The State Game Commission is composed of seven members who
represent the state’s diverse interests in wildlife-associated recreation
and conservation. Members are appointed by the governor and
confirmed by the state Senate. Current members are Chairman Jim
McClintic, Vice-chairwoman Sandy Buffett, Tom Arvas, Gary Fonay,
Kent Salazar, M.H. “Dutch” Salmon, and Thomas “Dick” Salopek.

I hit on something today (probably did earlier, but it didn’t sink in) that
I hope helps. Actually, part one hit me yesterday when in a less-than-
stellar moment with my wife’s help, Buddy lunged every time the bird
flew and the gun popped.

Revelation: he was simply reacting to her tensing the checkcord in

preparation for the flush, telegraphing that tension to him literally and
figuratively. He felt the stress both physical and emotional, and simply
couldn’t focus on what he knew to be right.

[I remember an obedience trainer who’d worked with wolves

once telling me canines will almost always pull back when
you do, for example, on a lead. You’ve probably have had
yours push back when you steady him on point by pushing on

Yep, it’s a crowd, but it works in South Dakota.
Big Labrador retrievers rumbled through grass, battered their way into
cattails and slobbered their way into our hearts. Our first drive, it was
clear the easy birds were on vacation.
We earned every flush, every feather puff and retrieve by human and
canine. With most of the crops still in the fields, most pheasants were
hunkered down there, not in the low spots and CRP.
Our hunt party of big shots and small, regular guys and headline makers,
began the day with a head start in the friendship department: dinners
and talk lubricated the camaraderie prior to our donning blaze orange
Saturday.
We shared some values, learned to say “thank you” in Arabic, and made
plans for future visits to the United Nations and once more to South
Dakota … the single commonality among us.

PIRU, Calif. --(Ammoland.com)- For the second year in a row, and for
the third time in her career, Jessie Abbate of McDonough, Ga. claimed
the title of world’s fastest female shooter by winning the Steel Challenge
World Speed Shooting Championships in Piru, Calif.
In addition to winning the overall title, Abbate won the Lady’s Open
Rimfire title as well as the Lady’s Steel Master title which represents the
best combined score of the Open, Limited and Rimfire events.
“Winning both again was amazing, especially this year. It was
a tough weekend for me and I really had to fight for it,”said
Abbate who in 2009 won all three matches she entered and
dominated the event but found this year’s competition to be
mentally challenging.

“Sometimes your mental game isn’t where it’s supposed to be.
Last year I felt like I couldn’t make a mistake, and then this
year I put a lot of pressure on myself to break the records that
I had set and I wasn’t seeing things the way I did last year, or
something was just not the same, so I adjusted and worked
around that.”
And work around it she did. Abbate started the match strong taking the
Lady’s Open Rimfire title by winning seven of the eight stages in the
match, giving up the fastest time on Outer Limits to newcomer Sarah
Irish of Dearborn, Mich. Abbate’s final time of 76.90 seconds outpaced
the second place shooter Kay Miculek of Team Smith &Wesson by 11.60
seconds.
Miculek, a Princeton, La. resident and seven time Women’s World Speed
Shooting Champion, finished second in 88.50 seconds. Third place, and
the Junior Lady’s title, went to Irish who finished 1.39 seconds behind
Miculek in a time of 89.89 seconds.
Then in the Limited event, Abbate fell to second behind the captain of
the Smith & Wesson shooting team, Julie Golob of Glasgow, Mont.
Abbate won five of the eight stages in the competition but gave up 4.83
seconds to Golob on the stage Outer Limits.
Abbate won the Lady’s Open Rimfire title as well as the Lady’s Steel

PIRE, Calif. --(Ammoland.com)- When asked during Wednesday’s
practice session at the World Speed Shooting Championships if he would
win this year’s Steel Challenge, K.C. Eusebio’s reply was a playful but
cocky “what do you think?”
Whether it was cockiness or confidence, come Saturday Eusebio put his
money where his mouth was and proved for the third time in his career
that he is the fastest shooter in the world by upsetting the defending
champion Max Michel of Team Sig Sauer who had not lost a match all
season, and holding off a strong challenge from Team Glock’s Dave
Sevigny.
Though Eusebio won just one stage during the match, posting a new
world record on Speed Option, he shot a consistently fast pace
throughout all eight stages that put him in a position to win.

Ryan Leonard of Oregon City, Ore. finished tenth overall to win the
Junior World Speed Shooting title
With three stages left to shoot, and sitting in second place, Eusebio made
his move and overtook Sevigny. He then expanded his advantage setting
up a final stage scenario where the only way Eusebio was going to be beat
was if he fell apart.
That did not happen as Eusebio shot the second fastest time on the final
stage of the match to end with a winning time of 80.27 seconds.
Sevigny, who shot a custom built open Glock 17, posted his best Steel
Challenge finish taking second in a time of 82.84 and proving along the
way that the Glock platform can contend in a match dominated by the
1911. Earlier in the match Sevigny won the the Limited division title and
placed second in the Open Rimfire division which, with his Open
division finish, won him the 2010 Steel Master title.
Finishing third in the Open division was Team Smith & Wesson’s Jerry
Miculek who again faced off against a field of semi-auto pistols with his
Smith & Wesson open sight revolver and still managed to post a time of
83.88.
Both Sevigny and Miculek took top honors on one stage each with
Sevigny topping the field on Outer Limits and Miculek on Showdown.
Taking fourth was the 2004 World Speed Shooting Champion Tatsuya
Sakai of Japan who shot a time of 85.35.
Finishing fifth was defending champ Michel whose time of 85.88 put
him 5.61 seconds out of first. The three time World Speed Shooting
Champion fell behind after suffering a 14.50 time on the stage Pendulum
where he holds the current world record of 10.07 seconds.
Elsewhere in the Open division contest Ryan Leonard of Oregon City,
Ore. finished tenth overall to win the Junior World Speed Shooting title
with a time of 92.39.
