Summary: SB 250 will prohibit keeping unaltered and unspayed dogs


and cats over 6 months old without a specific local license, except as
specified. This bill applies to all dogs, including sporting dogs, and
therefore effects sporting dog breeding programs.

Hunting Dog Spay/Neuter Bill is Being Revived


If enacted, Senate Bill 250 will:

• Require spaying and neutering of all dogs and cats, except as


specified under a local ordinance;

• Authorize surgical sterilization of animals found running at-large;

• Affect all dog and cat owners, since it applies to all pet dogs and
cats , show dogs and cats and sporting dogs;

violation of the law; and

• Allow an unaltered dog license to be denied or revoked under local


rules by licensing agencies. Local control will create a lack of
consistency in application of the law. If unable to obtain a local

• AB 2358 is an unnecessary bill. AB 2358 proposes to clean up


language created by AB 962 (2009; Senator De Leon) to protect the
personal information of ammunition purchasers in the same
manner as SB 282 (2010; Firearms and Ammunition Transaction
Privacy; Senator Wright) However, AB 2358, only deals with
ammunition transactions. This is in contrast to SB 282 which
covers both ammunition and firearms transactions.

• State law supersedes local ordinances in the regulation of firearms


and ammunition. AB 2358′s requirements directly conflict with the
state’s ability to regulate ammunition purchases without
interference by local jurisdictions.

Chris Anderson, a student volunteer with FWP from the University of


Minnesota, documented the survival of 32 lambs per 100 ewes in the
East Fork this summer, where FWP removed 80 sick individuals last fall
and winter, and at least 87 seemingly healthy sheep remain. But where
FWP let the disease run its course last winter, Anderson was unable to
find any lambs that had survived exposure to the pathogens persisting in
Rock Creek bighorns, and landowners have been finding dead lambs and
sick adults in that area this summer.

The Lost Creek (Anaconda) herd was established in 1967, with help from
the Anaconda Sportsmen’s Club, when 25 bighorns were transplanted
from the Sun River herd. Over half of the population was lost to
pneumonia in 1991, but has since recovered to number at least 297
sheep. Twelve hunters hold either-sex licenses and thirty hold ewe- Dove Hunting
licenses for this hunting district (HD 213), which are valid beginning
Sept. 5. FWP will contact hunters as more becomes known about the
outbreak.

license and a free Migratory Bird Harvest Information Program Permit
(HIP Permit). Those hunting WMAs also must possess a WMA license.

the Smith & Wesson shooting team, Julie Golob of Glasgow, Mont.
Abbate won five of the eight stages in the competition but gave up 4.83
seconds to Golob on the stage Outer Limits.

the title of world’s fastest female shooter by winning the Steel Challenge
World Speed Shooting Championships in Piru, Calif.

In addition to winning the overall title, Abbate won the Lady’s Open
Rimfire title as well as the Lady’s Steel Master title which represents the
best combined score of the Open, Limited and Rimfire events.

“Winning both again was amazing, especially this year. It was


a tough weekend for me and I really had to fight for it,”said
Abbate who in 2009 won all three matches she entered and
dominated the event but found this year’s competition to be
mentally challenging.

Ryan Leonard of Oregon City, Ore. finished tenth overall to win the
Junior World Speed Shooting title

With three stages left to shoot, and sitting in second place, Eusebio made
his move and overtook Sevigny. He then expanded his advantage setting
up a final stage scenario where the only way Eusebio was going to be beat
was if he fell apart.

That did not happen as Eusebio shot the second fastest time on the final
