FEDERAL ELECTION MONITORS SOUGHT FOR DEMOCRATIC PRIMARY

Mount Vernon, NY- September 2, 2010 – On Tuesday, August 31, 2010, New York State Assembly
candidate Samuel L. Rivers filed a request with the United States Department of Justice seeking Federal
Election monitors for the upcoming Democratic Primary on Tuesday, September 14th, 2010. Rivers
asked for election monitors specifically for the 87th Assembly District race which includes the entire City
of Mount Vernon and Southwest Yonkers.

Rivers blasted Westchester County Democratic Committee Chairman and Westchester County Board of
Elections Commissioner Reginald LaFayette whom Rivers described as “hopelessly corrupt”. “Reggie and
members of his regime have blatantly violated New York State election law and the Help America Vote
Act of 2002. True democracy will not be restored to Westchester County until Reggie and company is
put out of business once and for all,” said Rivers. Rivers also said that he feels it is against the law for
Commissioner’s Reginald LaFayette and Jeannie Palazola to run as candidates while serving as election
commissioners.

In his letter to Department of Justice officials Rivers cited repeated violations of Federal and State law by
Westchester County Election Commissioners Reginald LaFayette and Jeannie Palazola. Commissioner
LaFayette is also a candidate in the upcoming Democratic Primary, a violation of New York State election
law.

Rivers also accused LaFayette and others employed with the Westchester County Board of Elections
with using Westchester County resources paid for by taxpayers to benefit the campaign of Assemblyman
J. Gary Pretlow, a violation of Federal Law. Subsequently, a complaint was filed with the United States
Office of Special Counsel for violations of the Hatch Act of 1939.
