Forest and Non-Forest Land

Abstract

Deforestation in Indonesia has had a massive environmental impact on the country, that
known as home to many forest biodiversity in the world, ranking third behind Brazil and the
Democratic Republic of Congo. Most deforestation was caused by massive expansion of plantation
usually held by multi-national companies. Forest is often burned by farmers and plantation owners.
Another major source of deforestation is the logging industry, driven by demand from China and
Japan. Agricultural development and transmigration programs which moved large populations into
rainforest areas, has further increased deforestation rates. The RHL has been done since the New
Order Government which implemented RHL as a project based, until policy on social forestry that
involving community participation in Year 2002, policy on Special Reforestation Fund in the era of
decentralization, and the last was a policy on National Movement on rehabilitation of forest and lands
in Year 2003. However, the result of RHL was out of expectation. There were limited community
perception and engagement in RHL policy. Existing gaps between policy and implementation
including on land use, budgeting, species and its distribution, community involvement, planning,
monitoring and evaluation was still problem. So this studies highly recommended on institution and
policy improvement.
