Los abajo firmantes, participantes en la cuarta edición de los Encuentros

Internacionales de Arte en los Territorios Liberados del Sahara Occidental,
ARTifariti 2010, quieren expresarle su preocupación por la situación de la
población saharaui en los territorios del Sahara Occidental ocupados por el
Reino de Marruecos, donde las violaciones de los Derechos Humanos de los
saharauis son constantes, mediante la práctica de detenciones ilegales,
torturas, juicios sumarios y negación de todos los derechos reconocidos por la
legislación internacional.

Ante esta situación absolutamente insoportable, la población de las zonas

ocupadas, más de 20.000 saharauis, ha decidido salir de sus casas en las
ciudades en las que sus derechos son continuamente pisoteados y acampar
en las periferias como forma de protesta pacífica y reivindicación de justicia.
Nos llegan noticias del inicio una vez más de la represión violenta por parte de
las fuerzas de ocupación marroquíes que, además de haber convertido estos
Campamentos de la Justicia en campos de concentración donde se prohíbe la
entrada de víveres, medicinas y observadores internacionales, han agredido a
los civiles con el resultado de más de cuarenta heridos hasta el momento.

Ante la escalada de la represión que puede dar lugar a una masacre,

queremos comunicarle que hacemos al Reino de Marruecos culpable de los
hechos irreparables que puedan producirse en los próximos días y del intento
de genocidio del Pueblo Saharaui. Asimismo, hacemos a la ONU responsable
de esta dramática situación al negarse reiteradamente el Consejo de
Seguridad a asignar a la MINURSO competencias en la protección de los
Derechos Humanos en los territorios Ocupados, no asumiendo su
responsabilidad como garante de tales derechos universales. Queremos
transmitirle nuestra indignación por este comportamiento injustificable por
parte de una organización que se creó a raíz de la Declaración Universal de
los Derechos Humanos de 1948 y que pierde día a día su credibilidad, al ser
testigo impasible sobre el terreno de las gravísimas violaciones de derechos a
la que es sometida la población saharaui.

Por tanto, le solicitamos que la institución que usted representa, la

Organización de Naciones Unidas, tome las medidas de emergencia oportunas
para salvaguardar la vida y la integridad física de la población saharaui
acampada en la periferia de las ciudades ocupadas y frene las continuas
violaciones de los Derechos Humanos y de la legislación internacional en el
Sáhara Occidental por parte del Gobierno de Marruecos, potencia ocupante.

Nota Dolorosa. Confirmando los peores augurios expresados en esta carta

escrita en la tarde del Domingo 24 de Octubre de 2010, esa misma noche
murió un joven saharaui a las puertas del Campamento de la Justicia bajo los

disparos del aparato represor marroquí. Hacemos a Marruecos culpable y a la

ONU responsable de la sangre saharaui derramada en la ciudad ocupada de El
Aaiún

The undersigned, participants of the fourth edition of the International Arts for
Human Rights Festival in the Liberated Territories of the Western Sahara,
ARTifariti, 2010, wish to express their concern for the situation of the Sahrawi
population in the territories of Western Sahara occupied by the Kingdom of
Morocco, where the human rights of the Sahrawi people are constantly
violated through illegal detentions, torture and summary trials and the
negation of all rights recognized by international law.

In the face of this insufferable situation, more than 20,000 Sahrawis, have left
their homes in the cities, where their rights are continually stepped upon, and
set up camp in the outskirts as a pacifist form of protest in their claim for
justice. We have received news of the violent repression by Morocco’s
occupying forces who have at this moment attacked the civilians leaving more
than 40 injured, and have converted these Camps of Justice into concentration
camps by prohibiting the entry of such basic needs for survival as food, water,
medicine, as well as international observers.

Fearing that the escalating levels of repression could potentially lead to a

massacre, we would like to communicate that we hold the Kingdom of
Morocco guilty of the irreparable facts that could be produced in the following
days and of the intent of genocide of the Sahrawi people. At the same time,
we hold the United Nations responsible, as the Security Counsel refuses to
assign power to MINURSO to protect the human rights in the occupied
territories, thereby not upholding their duty as guardians of those universal
rights. We wish to communicate our indignation for this unjustifiable behavior
by the organization that was created at the foundation of the Universal
Declaration of Human Rights in 1948, that is losing day by day its credibility
by being a passive witness of the grave violation of human rights to which the
Sahrawi people are submitted.

Therefore, we demand that the institution which you represent, the United
Nations take appropriate emergency action to safeguard the lives and
physical safety of the Sahrawi population camping outside the cities, and stop
the continuous violations of human rights and international law by the
Moroccan government’s occupying forces in the Western Sahara.

Confirming the worst fears expressed in this letter, written in the afternoon of
Sunday October 24, 2010, this very night a young Sahrawi died entering the

‫بالمناطق الصحراوية المحتلة من طرف المملكة المغربية حيث أصبحت انتهاكات حقوق النسان من عمليات سجن‬
‫متعسف إلى تعذيب و محاكمات غير عادلة وانتزاع حقوقهم المشروعة‬
‫و المتعارف عليها دوليا قد أصبحت صفة مميزة و دائمة هناك‪.‬‬
‫أمام هذه الوضعية غير النسانية في المناطق المحتلة فإن أكثر من عشرين ألف صحراوي قرروا النزوح من المدن‬
‫التي تجرد منهم حقوقهم و اللجوء إلى مخيمات كنوع من التعبير عن رفض هييذه الوضييعية و كييذا للمطالبيية بتطييبيق‬
‫العدالة و تمكينهم من حقوقهم المشروعة حيث ل تخلو الخبييار اليومييية ميين أخبييار انتهاكييات و عنييف مطبييق علييى‬
‫الصحراويين بالمناطق المحتلة من طرف قوات الجيش المغربي المحتل وبالتالي أصبح مخيم النزوح المحاط بسياج‬
‫والمحاصر بعناصر المن المغربي أصبح هو مخيم السلم المنشود‪.‬‬
‫حيث يمنع دخول الغذاء أو الدواء وحتى المراقبين الدوليين‪ ،‬كما قد تعرض المدنيون لهجوم عنيف حيث خلف أكييثر‬
‫من أربعين جريح حتى يومنا هذا و مع تزايد الضغط فإن العدد يسير نحييو التزايييد وقييد تسييير المييور نحييو مجييزرة‬
‫حقيقية و إننا نحمل المسؤولية الكاملة للمملكة المغربية في تطور الوضع الراهن و كذا نحمل المم المتحدة مسؤولية‬
‫هذه الوضعية الدراماتيكية لرفضها نشر مراقبين دوليين أمميييين لحماييية حقييوق النسييان فييي المنيياطق المحتليية ميين‬
‫الصحراء الغربية و نغتنم الفرصة للتعبير عن غضبنا الشديد عن تخلي المم المتحييدة عيين أحييد المبييادئ الساسييية‬
‫لمنظمة المم المتحدة المعلن عنها سنة ‪. 1948‬‬
‫وبهذه الخروقات اليومية لحقوق النسان بالمناطق المحتلة الصحراوية فإننا نشكك في مصداقية المنظمة‪.‬‬
‫و بذلك نطلب من المؤسسة الدولية التي تمثلها سيادتكم بأن تتخذ إجراءات استعجاليه من أجل حماية حييياة و تواجييد‬
‫الفراد الصحراويين في مخيمات النزوح بالقرب من المدن المحتلة و الحد من تواصييل انتهاكييات حقييوق النسييان‬
‫وتطبيق الشرعية الدولية في الصحراء الغربية من طرف الحكومة المغربية بصفتها الدولة المستعمرة‪.‬‬
‫أمر هام‪ :‬تأكيدًا للوضعية السيئة الموضحة في هذه الرسالة المكتوية في مساء الحد ‪ 24‬من أكتوبر ‪ 2010‬فييإنه فييي‬
‫هذه الليلة تم استشهاد شاب صحراوي يمسى )الناجم الكارحي( تحت نيييران جيييش الغييزو المغربييي داخييل مخيمييات‬
‫العدالة و نحن بدورنا نحمل المغرب و المم المتحدة مسؤولية هذه الجريمة و دم هيذا الشياب الصيحراوي المسيفوح‬
‫في مدينة العيون المحتلة‪.‬‬
