WEEK 14: LIFELONG LEARNING_____________

Definition and Concept

  all-purposeful learning activity, undertaken on an ongoing basis with the aim


of improving knowledge, skills and competence
 all learning activity undertaken throughout life, with the aim of improving
knowledge, skills and competencies within a personal, civic, social and/or
employment-related perspective
 The concept is closely linked to continuous education and to continuing
education and continuing professional development.
 Include all learning activities which include formal, non-formal and informal
learning activities

Pertinent Features of Lifelong Learning


 It is an ongoing learning activity that would lead to the improvement of an
individual and the betterment of the society at large.
 It is an investment in human capital and 4 needs to be recognised as one.
 In order for lifelong learning to be effective, there must be a paradigm shift or
a change in the attitude of the society.

The importance of Lifelong Learning

 Today's rapid pace of change


 Provide economic opportunity
 Quality of life and security can be improved

Lifelong Learning in Malaysia

 There are two main reasons why lifelong learning is becoming very important
to Malaysia. These can be attributed to:
a) The pressures of globalisation and rapid technological changes; and
b) Malaysia’s changing demography.

 The Policies Initiatives in Malaysia:


- Third Outline Perspective Plan (OPP3) (2001-2010)
- Eight Malaysia Plan (2001-2005)
- the Knowledge-Based Economy Master Plan 2000
- the National Information Technology Agenda (NITA), 1996
- Training Scheme for Retrenched Workers
 The aim of the policies initiatives:
- to shift the country’s growth strategy from input-driven to one that is
knowledge-driven
- to enhance potential output growth, accelerate structural transformation
and strengthen socio-economic stability of the country.
- to strengthen the human resource base to ensure the availability of
manpower with higher levels of knowledge, technical and thinking
skills.
