ABSTRACT

Environment Agency (BLH) Sumedang District, as a bureaucratic

institution, has an obligation to provide public services to the community of

Sumedang District.  One of the public services provided by BLH Sumedang

District is garbage and sanitation services, where these institutions also collect

fees for such services. In fact, not all areas within the Sumedang District are

served. In addition, in the year 2009 local revenue from user charges component

of waste and cleaning services are not reaching the targeted amount in its

realization.

In reviewing this issue, we used qualitative methods with descriptive

research methods. Descriptive research is a research that attempt to describe and

interpret things, such as the condition or relationship, a growing opinion, the

process is in progress, consequences or effects that occur, or about the ongoing

trend.

Our results showed that the resource of the Sumedang District Environment

Agency does not comply with their work load and transformation of their

organizations. As a result, problems that had previously disclosed that is not

reaching the revenue target of retribution and inability of Sumedang District

Environment Agency to serves the entire area.
