Health Tips

An ounce of prevention is really worth more than a pound of cure .

• Always observe cleanliness in your home and workplace .

• If you're not feeling well, don't wait for your health to deteriorate before consulting a doctor.

From its very modest beginning as a small out-patient clinic to its present roster of four hospitals, the AMOSUP is continuously expanding to serve the growing medical needs of all its members.

The establishment of the Family and Emergency Medicine, a training program accredited by the Philippine Academy of Family Physicians, will reduce patients' waiting time in the hospital as licensed resident physicians will be on-hand to primarily handle outpatient consultations and initial management of emergency cases. On the other hand, the Refill Booklet scheme will provide speedy service to all patients whose only purpose in visiting the hospital is for a refill of their maintenance medicines.

As part of its continuing modernization program, AMOSUP Seamen's Hospital has acquired new sets of medical equipment:

Diagnostics

• General Electric Magnetic Resonance Imaging (MRI)

More of your Frequently Asked Questions, answered

Q: My husband is an AMOSUP member so why should I bring a verification slip or Seaman's book?

A: The verification slip and Seaman's Book are necessary to determine the embarkation and disembarkation dates of the member so entitlement to benefits can be verified.

Q: Why do we have to subm.it marriage contracts and birth certificates with registry numbers?

A: The Seamen's Hospital seeks to extend its quality service only to 'the true legal dependents of its members. To accomplish this, it needs to verify the legality of marriage contracts and birth certificates to guard against unauthorized availrnent of the benefits.

Q: Why are members I.ike myself and my depende.nts entitled to medicol and dental services only when I am active and for six months thereafter?

A: It is only when you are on board a vessel covered by an AMOSUP CBA that your shipowner is required to contribute to the funds that help run the Seamen's Hospital. This entitles you and your dependents to the benefits due you. The benefits are extended up to six months after your date of disembarkation.

Geographic destiny has given the Filipino the innate talent to be an excellent seafarer. To enhance these natura! skills, the Maritime Academy of Asia and the Pacific (MAAP) was established on January! 4, 1998. The Academy noW stands on a I03-hectare hilltop property in Kamaya Point, Mariveles, Sataan, Philippines. We atAMOSUP know that it takes a truly world-class maritime academy to produce truly world-class seafarers. Hence, we created MAAP to be no less than the center of excellence for maritime education and training in the Asia/Pacific region and beyond.

MAAP is owned, developed and operated by the Associated Marine Officers' and Seamen's Union of the Philippines (AMOSUP). AMOSUP President Capt. Gregoria S. Oca heads the Academy's board of governors, a group comprised of some of the most influential organizations in the international maritime industry.

The MAAP's curriculum was developed with the assistance of the United States Merchant Marine Academy (USMMA). TheAcademy is run by a governing board from the AMOSUp, the private sector, Danish

Shipowners' Association, Japanese Shipowners' Association, All Japan Seamen's Union, International TransportWorkers' Federation, International Maritime Employees' Committee and Filipino Association of Mariners' Employment .. With their technical and financial support, the first MAAP campus opened its do ors to its first batch of students in 1999.

Recognizing the Filipino as one of their most valuable human resources, the All Japan Seamen's Union OSU) and the International Mariners ManagementAssodation of Japan (IMMAJ) have partnered with MAAP to build a second facility within the Academy's ground, the JSUIMMAJ Campus.

The MAAP only accepts 500 students per year level under a full scholarship program. The cadets are sponsored by various shipowners' associations and other organizations. Dependents of the AMOSUP members are given priority in the selection provided they pass the entrance examination, interview, physical fitness test and medical examination.

Aside from the MET facilities already established by the Union, a new center has also been officially launched in late 2005, which will primarily operate as a professional training and upgrading center for maritime licensure examinations for deck and engine officer positions. Under a fully computerized walk-in style platform and environment, the AMOSUP-MAAP Professional Career Development Center (PCDC) was completed in 2007 and also gained its recognition certificate from the Commission on Higher Education (CHED) in December of the same year.

And to hasten government's licensure process, in response to the global shortage of ship officers, AMOSUP signed a Memorandum of Agreement with the Professional Regulation Commission (PRC) in July 2007 to provide a facility to the agency in order to augment its capacity to conduct the computerized Walk-in Examination System (WES). Since then, PCDC became the only off-site licensure examination center operated by PRe.

PCDC promises to be another progressive scheme of the Union that will improve and enhance the skills and capabilities of Filipino seafarers, providing better preparation to handle licensure examinations given by the PRC and making them more competitive globally.

peDe Ratings-to-Officers Program

Computer-based training, under the same platform is currently being developed but will soon be operational at the third floor of the facility to be used for the Ratings-to-Officers Program of the social partners. The funding for such progldm has been approved in the first semester of 20 I 0, under the Seafarers' Promotion Fund.

Q: What ;s the program's aim?

A: It aims to train and develop ratings (with baccalaureate maritime degrees) to a suitable standard of co mpetence to give them the opportunity to serve

on board as officers. The customized tldining modules of PCDC aims to provide a sustainable qdet progldm for the social partners in order to ensure a continuing stream of skilled and competent graduates who will become officers in their Fleet.

Q: Which ratings are qualified to be upgraded?

A: Qualified ratings may be classified in three (3) categories, namely:

• Graduates without COC, without PRC License;

• Graduates without COC but with PRC License; and

• Graduates with COC and PRC License, but serving on board as non-officers.

Q: Where will training be conducted?

A: Computer-based training and lecture series will be conducted at PCDC in Intramuros, Manila.

Q: Will there be other training conducted for skills upgrading other than computer-based training?

A: Other training components will be conducted at MAAP and these will be done based on the specific training requirements of the employer. Thus, the range of facilities of MAAP, including its simulators, will be available to all sponsored ratings. Classroom-based instruction will be conducted either at PCDC or in the academy, as necessary.

PCDC Testing Center for PRC-WES Maritime Licensure

To bring licensure examinations closer to seafarers, four (4) PRC-WESfacilities were completed through private sector assistance in early 2007. The All Japan Seamen's Union, through the JSUWelfare Fund, financed the development of the three (3) facilities in southern Philippines in PRC's Regional Offices in Cebu (40). Iloilo (48) and Davao (18) - after PCDC (40) was established by AMOSUP and MAAP in Intramuros. Aside from the above, the PRC Head Office also has a facility for 30 workstations which started operating in 2006. The new facilities strictly adhered to the equipment specifications provided by PRC in order to ensure security and integrity of the Walk-In Examination System. All WES sites have a combined capacity of 186.

For the whole of 2009, PCDC alone had close to I ,500 WES licensure examinees, of which approximately 1', I 00 examinees passed and secured or upgraded their officers' licenses, in both departments at OIC and Management levels.

Currently, PCDC has forty (40) workstations running on a local Area Network (lAN) and connected to an IBM Server, which is linked to PRC's Main Server through static internet protocol, under a system developed and licensed for the purpose. In the conduct of licensure examinations, the system is capable of randomly generating questions and answer keys from the PRC database of questions.

The PRC computerized WES, which is already in f\.lll implementation since mid-2008, is just the beginning of serious preparations towards producing more globally competitive and safety-oriented officers and effectively responding to the global shortage of marine officers. Such developments certainly changed the way Fili pin 0 effie ers are ll ce nsed and ce rtifie d.

The world fleet heavily depends on senior officers from OECD and traditional maritime countries. However, these senior officers are ageing and the impact of their retirement without well-trained and experie nc ed replace ments cou Id be seve reo On the other hand.Asian seafarers should progress to senior officer positions as data shows that there are much less Asian officers currently manning the world fleet as substantial numbers prefer to retire before reaching the age of 50, The needs of Asian senior officers and maritime professionals also remain unaddressed. Going through the findings of the BIMCO/ISF report, there is clearly a need to progress seafarers from the region to senior officer positions.

These key issues and findings are certainly indicative of the concerns that need to be addressed in the near term.

AMOSUP, through the Maritime Academy of Asia and the Pacific, seeks to address these growing concerns with the establishment of the Center for Advanced Maritime Studies (CAMS) in the Asia/Pacific Region.

Q: What are its aims?

A: CAMS in the Asia/Pacific Region aims to:

• further develop the management skills of senior maritime officers and make them at par with their counterparts from OECD and traditional maritime countries; and

• enlighten them on the host of opportunities and the array of possibilities for career advancement within the maritime industry and its allied industries While on active service and after retirement.

Q: What are the courses it offers?

A: • P,rofessional Development Courses (POe) - short duration, tailor-made courses undertaken either on-site or through distance learning. Courses include Maritime Security and the ISPS Code, Commercial Shipping Management, Maritime Transport Laws, Marine Pollution Prevention,Advanced Maritime English.Advanced Cou rses on Fire-Fighting, Specialized and Advanced Simulator Training and Selected ILO and IMO Conventions Applications.

• Advanced Management Programs -longer duration courses undertaken in-house geared towards preparing maritime professionals towards a career in the allied industries. Programs include Port Management, Container Terminal Planning, Marine Casualty Investigation, Sustainable Coastal Development and Marine Environment Protection.

Q: Who are qualified to study at CAMS?

A: Senior maritime officers and other maritime professionals sponsored by the Union's social partners may be admitted to undertake advanced education subject to admission guidelines prescribed and implemented by an Executive Committee.

• Post-Graduate Studies - initial offering is the certificate course for Maritime Education and Training (PGCERT) leading to a master's degree, designed for those who will pursue a teaching career.

• Research Projects/Services

As an attached facility to the MAAP, its students will benefit from the Academy's manpower complement and its host of facilities.

To take training beyond the confines of the classroom, there is no substitute for putting theory into practice on board an actual ship. To achieve this, AMOSUP acquired the M.Y. Seiun I Maru from the Ministry of Japan in 1997, renamed it as TIS Kapitan Felix Oca and registered it under the Philippine flag. The only one in its class in the country, the ship is an important training venue for the cadets of the Maritime Academy of Asia and the Pacific, students of the AMOSUP Seamen's Train ing Center as well as of other maritime schools.

This 5,000 GWT dedicated training ship can accommodate up to 200 cadets at any given time. It is fully equipped with a training bridge separate from the navigation bridge, classrooms, among other facilities. In compliance with the IMO's training requirements, the TIS Kapitan Felix Oca is also equipped with Automatic Radar Plotting Aid (ARPA), Electronic Chart Display System (ECDIS) and Global Maritime Distress Safety System (GMDSS). Courses conducted on board comply with the high training standards of the IMO.
