Defense Support of Civil Authorities

Authority: 08 JSCP CONPLAN 3501
Purpose
Describes DOD support to civil authorities during natural disasters and civil emergencies; the
focus is timely, effective, and efficient support to save lives, reduce human suffering, and
mitigate great property damage.
Provides developed, all-hazards concept of operations for support provided within the
auspices of the NRF.
DOD response is scalable and tailored to the event and requests for support from civil
authorities.
Two primary COAs:
Notice Events (NSSEs, special events, hurricanes, etc.)
No Notice Events (earthquakes, terrorist attacks, etc.)
Anticipate and execute a timely and effective response in support of the primary agency
during special events and to mitigate the effects of a disaster. Provide appropriate DOD
capabilities in a timely manner to assist civil authorities to provide necessary services and
recover as quickly as possible.
