Introductions occurred.
lll agreed that collaboration needs to happen with common objectives. The primary
purpose of the meeting was to gain a common understanding of requirements, criteria,
interests and perspectives to move the proposed project forward.
Since this is a Presidential Priority Project under EO 13274, FHWA (TX DO) has agreed
to take the lead to meet regularly with USACE (FTW), NTTA and their consultants
(including FHWA HQ technical specialists) to ensure that progress is made on this
project as appropriate.
Post-Katrina the USACE process has changed officially in such a way that IIQ/DC must
approve the final analysis for the project to proceed. This approval no longer happens at
the local level.
‘The USACE agreed with the base assumption that a floodway alternative is a plausible
concept, although it will be difficult to meet all the requirements to do such. The USACE
confirmed that “Nothing prohibits the roadway being located in the floodway, as long as
the floodway operates effectively (which will be solely a USACE determination).”
‘The one major technical change post-Katrina is the design of “I-walls” that will be
severely scrutinized by the USACE.
‘The USACE has provided ALL the known requirements, standards and criteria to NTTA.
in addition to a “engineering menu” (on how to do it) for them to follow. Nothing is
anticipated to change dramatically (besides “L-wall design) and a little bit regarding
vegetation allowances (ic. trees in the floodway),
Itis the USACE perspective that any mention of potential changes in the future were
merely alluding to professional courtesy “heads up” for the NTTA.
PRIMACY discussion-
USACE is aware that NTTA signed a contract with the USACE for the Lake Lewisville
Bridge regarding the same primacy issue that is facing this project.
