2. PURPOSE: This IMPLAN prescribes the operational guidelines on the security coverage and other support services to be provided by the PNP during the implementation of Takbong Maharlika, Tungo sa Pagkakaisa, nationwide. 3. SITUATION: With the intent of the Chief, PNP to implement the Eight Foundation Initiatives (EFIs) and to conduct a sustained nationwide fitness program involving PNP personnel to help them stay fit, the Takbong Maharlika, Tungo sa Pagkakaisa was conceptualized. PCSUPT SAMSON R TUCAY, (RET.), currently working as a consultant of PNP-PMO and Fr. CARMELO O. DIOLA, head steward of Dilaab Foundation Inc. will run the whole Maharlika Highway (ASIAN Highway AH26) and the other highways in all other provinces not covered by AH26. The two runners will run daily for at least 7 months to serve as torch bearers who will hopefully inspire all PNP officers and other citizens interested to go into their personal self-imposed regular runs/walks right in their respective communities and workplaces at their own pace and schedule but officially logging the distance they cover every time they run with the objective of completing 2700+ Kms and set their own individual record of covering the whole Maharlika Highway on foot.

a. Assumptions

1) More people from all walks of life will be participating in this run; 2) This run will not interfere the normal police operations in all concerned police units; 3) The marathon will create media hype and national physical fitness awareness, and; 4) Various threat groups to include terrorists groups and criminal elements/gangs may take advantage of the situation and carry out their evil intentions. Considering the scope of this activity, necessary preparations, coordination and active involvement of all concerned units in the PNP and other agencies is necessary. Hence, there is a need to develop a detailed implementation plan based on the IMPLANs and Security Plans submitted by all concerned offices/units in the PNP which are assigned to provide security and facilitate the conduct of this activity. 4. OBJECTIVES: This IMPLAN aims to:
a. Provide details on the administrative and PCR aspects in the implementation of LOI 25-2011, and; b. Present the details on the security and operational aspects of this project.

5. MISSION: The PNP concurrent with its statutory mission and functions, shall provide security, funds as maybe directed, and manpower during the whole duration of this project. 6. EXECUTION: a. Concept of Operations: NATIONWIDE SIMULTANEOUS LAUNCHING OF THE RUN 1) On the date designated (to be announced later) as the start of the actual run of the two volunteer Marathon Men, the PNP-NHQ, Camp Crame, all the Police Regional Offices, Police Provincial Offices, City Police Offices, City Police Stations and City Municipal Stations in the whole country will simultaneously start in their AORs spearheading the run and encouraging/inviting the citizenry to join. Venue and assembly area will be identified by the concerned police office. 2) This simultaneous run aims to create awareness on the rationale behind the Takbong Maharlika, thereby soliciting support from the internal and external stakeholders. DISTANCE PHYSICAL FITNESS PROGRAM FOR TAKBONG MAHARLIKA CERTIFICATION 3) The implementation the registration (Tab A) and other services designed by the DPRM and HRDD are as follows:

HSS; RPHRDD/RHSG; and PPHRDB.

However, all unit/office administrative officers shall supervise the monitoring of the distance of the runners and report to the record implementing office corresponding updates of distance covered by the personnel within their AOR; 4) Runners/supporters all over the PNP organization may wish to continue the run at their respective camp or in their own places before and after office hours and during athletic period, with prior notification to their administrative officer for recording and to receive the Takbong Maharlika Certificate (100Kms, 500Kms, 1000Kms, 1500Kms, 2000Kms or 2500Kms). 5) This Distance Physical Fitness Program for Takbong Maharlika shall be integrated in the weekly physical fitness program of the PNP, which is scheduled every Tuesday and Thursday of the week. ACTUAL RUN WITH MAIN RUNNERS 6) The main runners will run 10 kilometer starting at 5:00 A.M. The afternoon 10 kilometer run at 4:30 P.M. If the opportunity presents itself and whenever appropriate, lectures on the PNP ITP-PGS dialogues/open fora with the internal and external stakeholders. 7) The starting point will be in Laoag City ending in Zamboanga City to cover the whole stretch of the Maharlika Highway. Subsequent provincial runs to cover areas not included in the AH26 will follow. 8) Also, distance covered by police runners who will be running along with the main runners shall also be included on their records. b. Phases: This plan will be implemented in the following phases:
1)

Planning Phase a) Conduct of coordinating conference with all concerned PNP units; b) Meeting-consultation with AFP, other friendly forces and other stakeholders; c) Intelligence gathering; d) Development of IMPLAN and Communication Plan (COMPLAN); e) Among others. Implementation Phase a) Actual conduct of the run; b) Actual security coverage; c) Implementation of contingency measures when the need arises; d) Among others.

3) Evaluation Phase a) Regular conduct of TWG meeting to review and monitor the updates of the project; b) Submission of recommendations to improve any aspect of the security or operations plan; c) Events documentation and submission of Compendium of Project Report for the C, PNP; d) Among others. c. Acts as the Takbong Maharlika Overall Task Force Performs other tasks as directed by the C, PNP.

OPERATIONAL SUPPORT 2) DO Monitors, directs and controls all activities of Takbong Maharlika, especially the security aspect of the runners, which will be undertaken by units under its supervision; b) Assesses and evaluates the deployment of security forces who will be tasked to conduct security coverage in identified critical areas in the country; c) Utilizes the NOC as the operation center during the entire duration of the run in order to facilitate speedy communication and coordination. Hence, NOC shall task personnel whose primary duty is to receive reports and monitor the event, and; d) Performs other tasks as directed.

3) AVSEG a) Provides security and assistance to the Takbong Maharlika runners and staff during their scheduled flights in all domestic airports nationwide; b) Performs other tasks as directed. 4) MG a) Provides security and assistance to the Takbong Maharlika runners and staff on sea vessel, particularly to and fro Ports of Matnog, Allen, Liloan and Lipata; b) Performs other tasks as directed.

5) HPG a) Provides traffic assistance and ensure smooth flow of traffic during the runs; b) Performs other tasks as directed. 6) DI a) Conducts planning, coordination and supervision pertaining to intelligence and counter-intelligence activities in relation to this run, and;

b) Performs other tasks as directed. 7) IG a) Provides intelligence monitoring before, during and after the activity to secure necessary information needed in the successful conduct of the activity, and; b) Performs other tasks as directed. 8) DIDM a) Directs, monitors and supervises investigation and detective services as the need arises, and; b) Performs other tasks as directed. 9) CIDG a) Shall undertake the monitoring and investigation of possible organized groups or syndicates that may have criminal intention against the runners, and; b) Performs other tasks as directed. 10) DIPOs a) Provides assistance to host PROs/PPO/CPO/CPS/MPS, and; b) Performs other tasks as directed. ADMIN SUPPORT 11) DPRM Acts as OPR in the administrative aspect of the implementation of the LOI 25-2011 (Takbong Maharlika, Tungo sa Pagkakaisa); b) Form a Task Force responsible for the management of the project; c) Designates one (1) senior PCO at NHQ to act as the overall Event Coordinator/Integrator. Designate counterpart PCOs/PNCOs in the PRO/CPO/CPS/MPS; d) Designs and implements a program to monitor, authenticate and record the distances covered by all the runners. Compile and record such which shall be the basis for the issuance of certificates for the individual completion of 100Kms, 500Kms, 1000Kms, 1500Kms, 2000Kms and 2500Kms, and; e) Performs other tasks as directed.

12) DHRDD a) Provides assistance to the DPRM in its tasks to monitor, authenticate and record distances covered by all the runners, and; b) Performs other tasks as directed. 13) HSS a) Acts as the OPR to record the distances covered by all the runners inside camp and in other places as supervised by their respective administrative officers and submit reports to DPRM, as basis for the issuance of certificates; b) Ensures smooth flow of traffic inside camp;

c) Implement para 6.a of this IMPLAN, and; c) Performs other tasks as directed. 14) DPCR a) Plans, directs, coordinates and supervises the PCR activities of the Takbong Maharlika, and; b) Perform other tasks as directed. 15) PCRG a) Facilitate the participation of the external stakeholders (NGOs, GOs, Running Clubs, and other sectors), and; b) Perform other tasks as directed. 16) HS a) Attends to the medical needs of the runners, and; b) Performs other tasks as directed. 17) PMO a) Provides assistance in gathering pertinent route data and other necessary information before the marathon; b) Provides log-book for registration, validation, monitoring, turn-over of responsibility to PROs, PPOs, and HSS; c) Designs and produces the tarpaulin, flyers, streamers, running shirts for the Takbong Maharlika and the certificates which will be distributed to the milestone finishers, and; d) Performs other tasks as directed. 18) DL a) Provides two (2) appropriate vehicles and POL allocation to the Marathon Men; b) Performs other tasks and provide other support as directed. 19) LSS

Provides appropriate support for mobility, and; Performs other tasks as directed.

20) ITMS a) Facilitates the use of social sites (Facebook, Twitter, Youtube, blogs, and Website) as a monitoring and information technology tool for the updates of the run, and; b) Performs other tasks as directed. 21) PIO a) Prepares a COMPLAN for this project; b) Ensures media coverage and press releases, and; c) Performs other tasks as directed. 22) DC a) Supervises and manages the preparation of budget estimates for this run, and allocates funds for this project and facilitate timely releases of funds as maybe directed by the Chief, PNP, and; b) Performs other tasks as directed. OPERATIONAL AND ADMIN SUPPORTS -

23) Host PROs


a) Prepares IMPLAN for this LOI to be submitted to DO copy furnished DPRM; b) Designates PCOs/PNCOs who shall assist the Marathon Men whenever they are in their respective AORs; c) Prepares itinerary for the Takbong Maharlika Team while in AOR in coordination with the main runners; d) Implements friendly invitations in coordination with the local GOs and NGOs to get as many citizens in respective AORs to participate; e) Details police personnel to control the traffic and provide security along the route then towards location of the PNP ITP-PGS, Dialogue/Open Forum; f) Tasks Public Safety Battalion/Company, to provide route security and mobile checkpoints; g) Provides venue with appropriate Public Address (PA) system during the conduct of lecture on the PNP ITP-PGS, Dialogue/Open Forum with the internal and external stakeholders; h) Implement para 6.a of this IMPLAN; i) Submits daily After Security / Activity Report, and; j) Performs other tasks as directed.

c. Coordinating Instructions: 1) Host PROs are required to check the attendance and the uniform of their participants with all honesty; 2) The normal operations against criminal elements and dissident terrorists should not be overlooked; 3) Prescribed uniform for PNP personnel shall be the official athletic uniform (powder blue PULIS t-shirt with dark blue PNP shorts). Female PNP personnel may wear either shorts or PNP jogging pants. Non-uniformed personnel shall wear official athletic uniform (powder blue NUP t-shirt with dark blue shorts or jogging pants); 4) Strictly no carrying of firearms. Only detailed security personnel who are on authorized uniform shall be allowed to carry firearms; and 5) Lateral coordination is strictly encouraged. 7. EFFECTIVITY: This IMPLAN takes effect immediately upon approval.
