REORGANIZING THE ANGELES CITY ANTI-DRUG ABUSE COUNCIL

BY VIRTUE of the powers vested in me by law and the Local Government Code of 1991, I, EDGARDO D. PAMINTUAN, Mayor of the Angeles City, do hereby order: Section 1. Reorganization of the Angeles City Anti-Drug Abuse Council. The Angeles City Anti-Drug Abuse Council or ACADAC is hereby reorganized and shall be composed of the following; Chairman Vice Chairman Members : : : The City Mayor The City PNP Chief The City Chief Prosecutor The City Administrator The Secretary to the Mayor The City Local Government Officer The City Social Welfare Development Officer The City Legal Officer The City Information Officer The City Health Officer The Chief, Bureau of Jail, Management and Penology (BJMP) The School Superintendent-DepEd Representative from Media Representative from the Sangguniang Panglungsod President, Liga ng mga Barangay President, SK Federation

Section 2. Duties and Functions. The ACADAC shall pursue an intensive and unrelenting campaign against the trafficking and use of dangerous drugs and other similar substances through an integrated system of planning, implementation and enforcement of anti-drug abuse policies, programs and projects. The ACADAC shall have the following functions: a) Formulate a comprehensive action plan in addressing the problem of dangerous drug abuse and illegal drug trade within the jurisdictional boundary of Angeles City;

b) Conduct consultation meetings among various non-government and peoples organizations (NGOs and POs) and sectoral organizations for the effective implementation of the Angeles City anti-drug abuse program; c) Organize the Barangay Anti-Dangerous Drug Abuse Councils (BADAC) in all 33 barangays to ensure the sustainability and consistency of the program; d) Advocate the enactment of anti-dangerous drug abuse and rehabilitation ordinances; e) Provide technical assistance and effective mechanisms or measures to reintegrate victims into mainstream society; and, f) Submit annual periodic reports to the City Mayor and City Council.

Section 3. Meetings. The Council shall meet at least once every month on a date and time as maybe determined by the members. If for any unavoidable circumstances a member cannot attend a meeting, he/she can send an official representative who can speak for his office or sector. Section 4. Secretariat. The Council shall have a Secretariat that shall assist it in the performance of its functions. The Secretariat, headed by a Head Secretariat, shall be established by the Office of the Mayor. The organizational structure of the Secretariat shall be determined by the Office of the Mayor. Section 5. Funding. The budget needed to defray expenses of the Council and the Secretariat shall be charged to available funds including non-office allocation of the ACADAC subject to the usual accounting and auditing rules, regulations and procedures. Section 6. Honoraria of Council Members. The officials and members of the Angeles City Anti-Drug Abuse Council shall be entitled to monthly honoraria subject to availability of funds and the usual accounting and auditing rules, regulations and procedures. Section 7. Repeal Clause. This Executive Order supersedes all previous issuances inconsistent herewith and shall take effect immediately. Section 8. Effectivity. This order takes effect immediately. Navotas Launches Anti-Drug Campaign

MANILA, Philippines - Navotas City formally launched Thursday the annual celebration of the "anti-drug abuse week" by tapping the students and the youth sector in its drive against the illegal drugs menace. With the theme "Think Health-Not Drugs!," the week-long activity will be spearheaded by the Navotas Anti-Drug Abuse Council (NADAC) which lined up a citywide activities. Navotas observes Drug Awareness Week

Meanwhile, the preparation of the NADAC is now in full swing to ensure the success of the staging of the annual Rock-Rockan Kontra Droga. The said event, a concert rally to be participated in by popular rock band Parokya ni Edgar, 6Cycle Mind, Callalily and other local bands, is the highlight of Navotas celebration of the Drug Abuse Prevention and Control Week. The activity, to be shown for free, will be held on Nov. 21, 6 pm at the Navotas Centennial Park, C4 Road, Barangay Bagumbayan North. Navotas was adjudged as the National Capital Regions Peace and Order Council for three consecutive years (2002-2003-2004), for its success in crime prevention, law enforcement, prosecution and courts, corrections and rehabilitation activities like livelihood projects, fire prevention, community development, environmental protection, health and sanitation. PDEA cites Navotas City govt for successful campaign vs drugs

By Arlie O. Calalo 08/01/2010 The Philippine Drug Enforcement Agency (PDEA) has cited the Navotas City government for being an outstanding partner and counterpart in the fight against illegal drugs. The recognition was made during PDEAs 8th year anniversary under the theme: PDEA: Kabalikat ng Bawat Pamilya Laban sa Ipinagbabawal na Droga, according to Mayor John Rey Tiangco who received the award for the city government. Through its Navotas Anti-Drug Abuse Council (NADAC), the local government has been cited for its outstanding accomplishments, commitment and selfless dedication in conducting antiillegal drug advocacies within the city in line with PDEAs Demand Reduction Program. NADAC has been on continuous and untiring services through anti-drug abuse campaign and conduct related activities with regard to its advocacy to fight illegal drugs in the locality in all levels of education, churches and communities. The citys outstanding anti-drug abuse programs include anti-illegal drug prevention lecture on all public and private elementary schools; opening of the drug testing center under the city health office; conduct of random drug testing to all city officials and employees; Kilos Kontra Droga campaign with the local police; Rock-rakan Kontra Droga with the Sangguniang Kabataan Federation; Inter-School Anti-Drugs and Sports Competition; Text Mayor and Text Police Kontra Droga.

Tiangco said the recognition was a result of the efforts by all sectors in Navotas who are always united in combatting the dreaded menace that jeopardizes the future of society. I am appealing to all Navoteos to please be vigilant at all times and lets do our share in the fight against illegal drugs, he said. Tiangco sternly warned drug peddlers to stop their illegal drug activities, saying the city government and its partners will not stop until they are all neutralized. This is a strong warning to all drug pushers and users who plan to operate here in our city. We will apply the full force of the law against you, Tiangco said. PHILIPPINE Drug Enforcement Agency (PDEA) in Northern Mindanao vowed to continue its preventive programs on substance abuse by going into information awareness campaigns in various schools. This, as the nationwide results of the Random Drug Testing (RDT) conducted among high school students last year showed Northern Mindanao as among the highest, with 17 positively screened students, 11 of them tested positive for marijuana. Joseph Theodore Atilla, Investigation Agent III and PDEA's deputy director, said the awareness campaign will be conducted to inform the students on the ill-effects and symptoms of drug use and how communities can do their share to stop the menace. He said PDEA would also conduct tactical operation against those who are involved in selling illegal drugs. "But with the small number of PDEA agents, we could not fully intensify our campaign without the help and cooperation of the community," Atilla told Sun.Star Cagayan. As mandated in Section 21, Article II of Republic Act 9165 or the Comprehensive Dangerous Drugs Act of 2007, Atilla said PDEA has been conducting pro-active activities to reduce drug demands, which include information drives particularly in various schools within its area of jurisdiction. Based on the RDT, marijuana is still popular as the top drug choice among students and Paul Oaminal, vice chair of the Dangerous Drugs Board (DDB), confirmed this recently. The DDB is one of the agencies that conducted the RDT along with the Department of Education and Department of Health. "I believed that marijuana is the top choice because of its accessibility and affordability plus the fact that it was accentuated by myth that it is medicinal and has no side effects," Oaminal said. However, Atilla cautioned that it does not follow because it would still depend on the area.

"For example, in Manila, shabu is popular there, not marijuana," he said. In Northern Mindanao, the top drug choice is marijuana because of the mountainous areas that may be used as marijuana plantation, particularly Bukidnon where elements of PDEA, together with the military and Philippine Air Force, uprooted some P21 million worth of the illegal drug recently. With this, Atilla urged the parents to be more vigilant in keeping an eye to their children, like observing their actions and attitude. For his part, Oaminal said this problem should be addressed by school authorities and the community as well. He said the youth must be thoroughly informed that marijuana has no medicinal purpose and that it has ill-effects on their minds and bodies.

LGUs urged to pass ordinance vs drugs

CEBU CITY Aiming to further strengthen its fight against the still rampant use of illegal drugs, the office of the Dangerous Drug Board (DDB) has urged local government units (LGUs) to enact an ordinance for the creation of an administrative board for drug-related public nuisance. DDB Vice Chair Paul Oaminal made the appeal after finding out that despite the circular issued by the Department of Interior and Local Governments (DILG) for the strengthening of local governments support in the anti-drug campaign, a number of local councils have failed to enact such ordinance. Oaminal explained that the said ordinance which is based under Section 52 of Republic Act 9165 or the Comprehensive Dangerous Drugs Act of 2002, urges cities or municipalities to create, through an ordinance, an administrative board hearing complaints regarding drug-related cases. Under RA 9165, any place or premises used on two or more occasions as a site of unlawful sale or delivery of dangerous drugs may be declared a public nuisance. Meanwhile, a Board Declaration, to be created under the said ordinance, will prohibit the conduct, operation, or maintenance of any illegal drug-related business or activity on premises where such public nuisance occurs. The Cebu-based DDB official also revealed that one of the reasons why majority of LGUs have not yet declared their area as drug free is because they find it hard to comply with certain regulations, particularly Regulation No. 2, Series of 2007 issued by the DDB which requires the conduct of barangay drug-clearing operations in its Pre-Operation Phase. Oaminal is set to visit regions in the Visayas and Mindanao next week to meet with local Philippine Drug Enforcement Agency and Philippine National Police personnel and push for the

passage of the ordinance. The various Chiefs of Police in the provinces shall serve as the lead officer in the implementation of barangay drug-clearing operations.

Caloocan City Mayor Enrico Recom Echiverri yesterday announced the creation of the City Anti-Drug Abuse Council (CADAC) to avert the use of illegal drugs in the city. Echiverri, in Executive Order No. 05-07, said section 16 of the Local Government Code of 1991 provides that local government units shall pursue undertakings to improve public morals and maintain peace and order. He said there is a need to create a council that will promulgate and recommend measures, programs and activities that would make Caloocan a truly drug-free city. The council will be headed by Ricojudge Janvier RJ Echiverri, city councilor and president of Liga ng mga Barangay while Superintendent Macavinta, city police chief will serve as the vice chairman. Designated as members of CADAC were Jhonesto Dapito, DILG director; Dr. Elizabeth Manalo, superintendent, Division of City Schools; Atty. Ramon Rodrigo, city prosecutor; Dr. Raquel So-Sayo, city health department; Kristine Abustan, public information office; Russel Ramirez and Alfonso Sta. Maria, representatives, socio-civic group; and a representative from a church-based organization. Isabela reorganizes anti-drug abuse council

ISABELA CITY, Basilan, March 30 (PIA) The City Government of Isabela reorganizes the City Anti-Drug Abuse Council (ADAC) through city Executive Order No. 47 hoping to institutionalize the operation of the said council as policy body on the fight against drug abuse. City Mayor Cherrylyn Santos-Akbar said the proliferation and use of illegal drugs hamper overall efforts in promoting productive life, peace and harmony.

Members were from different key sectors that could provide advice and assistance to the city government on issues of the drug abuse. They include the social welfare department, health department, academe, judiciary, police, legislative department, religious sectors, non-government organization, and the Philippine Information Agency-BaSulTa Infocenter. ADAC Isabela is expected to serve as focal point for various communications and individual work put together for cooperative planning, implementation and evaluation of programs on drug abuse. The council will also provide for an effective mechanism for the coordination of existing service and programs which might be developed in the future; including mechanism to obtain funds, volunteers, facilities, and technical enterprise. Local EO 49 noted there is the need to ensure a collaborated public and private sector efforts and partnerships in the promotion of heightened awareness of the danger posed by drug abuse. It hopes to further increase community involvement in the overall efforts of addressing and or eradicating the pernicious evil of drug abuse, and help transform the rural and urban areas of Isabela City into drug-free and peaceful communities. ANACs creation is based on section 16 on the General Welfare Clause of the 1991 Local Government Code, which mandates that Local Government Units shall promote health and safety, improve public morals, maintain peace and order, and pursue the comfort and convenience of their inhabitants. Furthermore, DILG Memorandum Circular Nos. 98-227 and 2001-90 dated December 2, 1998 and July 20, 2001, respectively, mandates all local government units to institutionalize a functional Anti-Drug Abuse Council. Bacolod City Mayor Evelio Leonardia recently reorganized the City Anti-Drug Abuse Council (CADAC) to address drug-related problems in the city. This is in pursuance to DILG Memorandum Circular No. 98-227 dated December 2, 1998 which aims to address the drug problem in all provinces, cities, municipalities and barangay. CADAC serves as the control center for various organizations and individuals in the planning, implementation and evaluation of programs on drug abuse prevention, he said. The city mayor in Executive Order No. 07, series 2004 disclosed that the increasing use of illegal drugs has significantly contributed to the incidence of heinous crimes and problems in the city. Leonardia, who presently heads the council, stressed that CADAC will serve as an effective mechanism for the coordination of existing services and programs and those that are still to be developed in the future. Other members of the council are BCPO Director Senior Supt. Vicente Ponteras, Vice Chairperson, Majority Floor Leader Councilor Ana Marie Palermo, Finance Officer, and 11 agencies in the city. Leonardia added the CADACs annual budget will be drawn from the five percent of the 20% Developmental Fund of the Internal Revenue Allotment per Executive Order No. 250. MAASIN CITY, Southern Leyte Governor Damian Mercado signed this week an executive order which aimed to form a council that would focus to address the ills brought about by drug abuse. Local Government Unit (LGU) Executive Order No. 4, series of 2009, entitled An Order creating the Provincial Anti-Drug Abuse Council of the province of Southern Leyte, was signed by Gov. Mercado on Monday, May 11. It stated that LGUs shall pursue undertakings to improve public morals and maintain peace and order among other equally significant concerns. The incidence in the illegal use of drug and substances has to be addressed much more effectively to help ensure community peace and harmony, the Order said. Gov. Mercado sits as the Chairman of the Council, with the provincial Police Director as Vice-Chairman.

The members included the following: a Sangguniang Panlalawigan Member, in particular the Chairman of the SP Peace and Order Committee; President, Panlalawigang Pederasyon ng Sangguniang Kabataan; Provincial Local Government Operations Officer; Schools Division Superintendent; Provincial Legal Officer; Provincial Prosecutor; Provincial Health Officer; Provincial Social Welfare and Development Officer; Provincial Director, Philippine Information Agency; Representative, Philippine National Red Cross; and Representative, Social Action Center. The Order specifically cited the functions of the Council, among which would be for organizations and individuals to work together cooperatively in the planning, implementation and evaluation of programs on drug abuse prevention.

It also stipulated to provide for an effective mechanism for the coordination of existing services and programs and those which might be developed in the immediate future.

To undertake an intensive and unrelenting campaign against the nefarious activities of drug syndicates, traffickers and users in order to contain the proliferation of dangerous drugs and other similar substances in coordination with the Muntinlupa City Police Office Special Operations Task Force Against Illegal Drugs and the Barangays by providing administrative, logistical and technical support thereto. To maintain and enhance the management and operation of the Citys Drug Treatment and Rehabilitation Center, more particularly known as the Muntinlupa Renewal Home (MRH) in collaboration with DOH, DDB and other concerned government organizations, non governmental organizations and private sectors.

Duties and Responsibilities The DAPCO shall: y y y Formulate, develop and undertake an educational program and information drive on the hazards and prevention of illegal use of dangerous drug and precursor and essential chemical; Establish linkages with all sectors of our society in order to enhance and strengthen the Citys advocacy and information drive on drug abuse prevention education. Undertake an intensive and unrelenting campaign against the nefarious activities of drug syndicates, traffickers and users in coordination with the Philippine Drug Enforcement Agency (PDEA), Muntinlupa City Police Office Special Operations Task Group Against Illegal Drugs (SAID-SOTG) and Barangays; Recommend the grant of compensation, reward and award to any person providing information and to law enforcers participating in a successful drug operation, as provided for in Sec. 22 of RA 9165; Maintain and enhance the management and operations of the existing Treatment and Rehabilitation Center of Drug Dependents and Drug Testing Laboratory, more particularly known as Muntinlupa Renewal Home (MRH) and Muntinlupa Drug Testing Laboratory (MDTL) respectively, in collaboration with Department of Health (DOH), Dangerous Drugs Board (DDB) and other concerned government organizations, nongovernmental organizations and private sectors; Charge reasonable fees for drug dependency examination, drug test, treatment and rehabilitation and other medical and legal services provided to the public, which shall accrue to DAPCO. All income derived from these sources shall be part of the funds 1constituted as DAPCO Special Fund for the implementation of this Ordinance under Section; and Perform such other functions as may be authorized and required by law.

D.A.P.C.O. Organizational Structure

To carry out its powers and duties in the preceding Section, the DAPCO shall consists of the following Divisions and/or Services, namely: y Administrative, Planning and Research Services which shall provide assistance on budgetary and financial matter; provide the necessary services relating to records, correspondence, supplies, property and equipment, security and general services, and the maintenance and utilization of facilities; and provide services relating to manpower, career planning and development, personnel transactions and employee welfare; and shall provide technical assistance in areas of overall policy formulation, strategic and operational planning, management system or procedures, evaluation and monitoring of programs, projects and operations; and shall conduct through research and analysis on social and economic conditions affecting drug abuse; Drug Abuse Prevention Education and Information Services which shall develop a continuing educational programs and information drives that will create public awareness about the hazards of dangerous drugs and controlled chemicals by providing among others, literature, films, displays and advertisements; Treatment and Rehabilitation Services which shall design and develop, in consultation and coordination with the Department of Health (DOH) and other agencies involved in drugs control, treatment and rehabilitation, both public and private, a treatment and rehabilitation program for drug dependents with a modality that is scientifically based, acceptable to standard norms and does not cause harm in the patients and as such, will restore an individuals physical, psychological and social capability including a standard after-care and community service program for recovering drug dependents; o Drug Testing Laboratory Services which shall design and develop, in consultation and coordination with the DOH, a drug testing program for government employees as well as in the private based on two (2) testing methods, the screening test which will determine the positive result as well as the type of the drug used and the confirmatory test which will confirm a positive screening test; and o Muntinlupa Renewal Home - The treatment program, based on the 12 Step Self help Programs of Alcoholics Anonymous (AA) and Narcotics Anonymous (NA), it is a uniquely different approach in treating the disease of alcoholism an drug addiction. With our primary orientation that chemical dependency is a family disease, we endeavor to provide a humane and caring

atmosphere concerned with recovery, growth and independence, not only for the addicted person but the entire family system as well. Drug Enforcement Services which shall provide and maintain a local drug intelligence system in cooperation with other law enforcement and government agencies; receive and gather all information through intelligence gathering, phone calls and text messages, relative to the use, abuse or trafficking of any dangerous drugs and/or controlled precursor and essential chemical as provided for in RA 9165 and other related laws, conduct monitoring and surveillance activities, in coordination with other government agencies and barangays of the City relative to all information receive and gathered by the local intelligence network; and arrest, apprehend and search, in coordination with the PDEA and other law enforcement agencies, all violators and seize and confiscate and take into custody the effects or proceeds of the crime as provided by law.

City Anti-Drug Abuse Council (CADAC) The national and local government work together in making the country DRUG-FREE. And the realization of this goal begins from each little community scattered across the archipelago. Thus, the city government answers the call for the eradication of illegal drugs by signing the Executive order creating the City Anti-Drug Abuse Council, on April 2005. With the increasing commission of heinous crimes due to this menace, the city believes that addressing it aggressively is a priority, thus the importance of a council that will focus its energies in implementing plans of drug prevention.

General Santos City (22 September) -- City Mayor Darlene Magnolia R. Antonino-Custodio has formed the city's Anti-Drug Abuse Council thru Executive Order No. 22, series of 2010.

The EO pointed out that the use of dangerous drugs is contributory to criminality and violence, juvenile mortality and family disintegration. It also emphasized that the city government, with the barangays and neighborhoods, must assume the primary role in providing leadership and in harnessing and integrating the anti-drug initiatives and efforts of various government agencies, NGOs and concerned sectors to enhance livability and ensure an environment of public safety and social order in the city. It also cited that it is necessary to establish a mechanism for effective and efficient partnership and coordination among the stakeholders to successfully implement policies, plans and activities against drug abuse. All barangays of the city were also directed to establish and institutionalize their respective Barangay Anti-Drug Abuse Committees. The GSC Anti-Drug Abuse Council is chaired by the Mayor. Vice Chairperson is the Director of PDEA. DILG chief asks barangay officials to support national antidrug campaign

February 2, 2011, 2:00pm MANILA, Philippines (PNA) -- Interior and Local Government Secretary Jesse Robredo on Wednesday asked local government units (LGUs), particularly the barangays, to support the governments anti-drug campaign. Robredo also warned his office would impose sanctions against barangay officials who would refuse to act as witnesses in the governments anti-drug campaign, particularly in the implementation of search or arrest warrants against known drug pushers and drug dens in their areas.

The DILG chief issued the warning amid reports coming from the Philippine Drug Enforcement Agency (PDEA) that some village officials in Metro Manila refuse to act as witnesses in their anti-drug drive. Robredo cited Section 60 of the Local Government Code of 1991 that states that the DILG Secretary can discipline, suspend or remove from office any local government official, including barangay officials, for dereliction of duty. During a consultative meeting with the local peace and order council of Quezon City led by Mayor Herbert Bautista the other day, Director Wilkins Villanueva told the DILG chief of their predicament with barangay captains in their anti-drug campaign. It is the duty of barangay officials to act as witnesses in the implementation of all our search warrants, especially in known drug dens and tianggehans. But some of them refuse to go with us, afraid of the people who are subject of the warrants. In other occasions, the subjects of the warrant are their relatives, Villanueva said. In response, the DILG chief said one of the duties and functions of the barangay officials was to enforce all laws and ordinances which are applicable within their areas and perform duties and functions that are prescribed by law for the maintenance of peace and order. Robredo assured Villanueva that the DILG would issue a corresponding memorandum to all barangay officials next week to remind them that it is part of their obligation to help and assist government law enforcement authorities perform their functions and duties. The DILG chief said it is the priority of President Benigno Aquino III to address the growing illegal drug problem in the country. Three weeks ago, Robredo said, the DILG sent a team to the PDEA office to discuss improved coordination between the DILG, the PDEA and local chief executives in the implementation of the governments anti-drug campaign.
