Abstract The study of Fishery Conflict between Small and Large Scale Marine Operations took place in the

most sensitive and abstract of the current issue in Cambodia, located in Stung Hav district Preah Sihanuk province. This research mainly focus on two main methodologies: focus group discussion and questionnaire survey of which mainly interview with only fisher to get the exact information related to the topic. The research was used random sampling method to selected family which provide chance to do interview. Hence, the research accidence with 160 households, selected from all rank of the fishermen large, medium and small scale. The conflict in Stung Hav mostly occurred among large and medium scale fishing abused the small scale fishing group. However, there are four type of the conflicts placed in Stung Hav: 1. Structural of conflict, 2. Conflict of interest, 3. Relationship conflict, and 4. Value conflict. All among the conflict above, the conflict of relationship, and interest were notified through local people as the key factor causing environmental degradation. Even the conflict arose day by day, people still struggle to overcome and deal with the conflict warmly and softy. According to the interviewed, there are some of the any existing conflict resolution mechanisms: existing conflict resolution mechanism by political mechanism, existing conflict resolution through administrative mechanism, existing conflict resolution mechanism by court, and existing conflict resolution through ADR mechanism. Critically, the fishing conflicts occurred at every level in Stung Hav district. To deal with this conflict, the variety of different stakeholders need to take time to understand the different perspectives of all actors involved and work cooperatively to improve law enforcement and resource use efficiency. Moreover, among the four conflict resolution mechanisms, ADR mechanism was bring into being as the priority to deal with the conflict due to its convenience. Then, Administrative mechanism ranged after ADR for solving the conflict. In short, ADR and Administrative mechanisms shall be promoted into all circumstances to deal with the fishing conflict.
