INTRODUTION

KANGAR, 7 April 2011 A female teacher at secondary school nearby Bukit Ketri broken nose when punched by a boy in school today. Perlis Education Department spokesman said the incident occurred when a form two student punch on the face of teacher, Mariati Mat Ali, 37,when she tried to disperse a group of students fighting in front of a classroom. Online Bernama report, the incident happened at about 12.40 noon when the change of the class and at the corridor of the school, the teacher saw the fight and try to stop the fight. Our Education world is often shocked by the news related to the decline in school discipline in the country. This situation raises concerns of community members, especially parents, school and government leaders. Scholar soften attributed the decline of discipline or behavior students with psychological theory of adolescent development. Youth between the ages of 12 to 18 years is considered as a critical time in human development levels. According to Moha Asri (1997) the collapse of social values in society is not new. It is said to start spreading in the life of the Malaysian society in the early 1960's. But the collapse of the increasing degree of symptoms of serious social value at the end of 1980's until today. This situation is worrying because most of those affected with this syndrome is the youth who was an important asset for the future. 1.1 DEFINITION OF DISCIPLINE

Discipline can be defined as a rule or law that aims to develop students behavior in accordance with religious, community norms and laws of a country. However, the rules and laws will not be something that they like and accepted by the students, especially with the various other elements that will always affect their mental development. According to the Kamus Dewan Edisi Baru.Kuala Lumpur (1989) defines discipline as "training, especially of thought and behavior so that they can control themselves in obeying regulations and if not punishment or penalty will befined''.

For too long, tobacco use has become a serious health problem among Malaysians. Heart disease, stroke and cancer have become the main cause of deaths by tobacco use. The students would like to highlight the great and graceful image by smoking, whether in public or hidden ways. For them smoking it will make them look great and seem more adult. At first they will try and eventually become adicted. Behavior of parents and peers who smoke are also models to students. Mass media also

contribute substantially to the cause of students smoking, through the influence of advertising. Although the government implement regulations to purchase cigarettes, but the rules are not firmly implemented as we expect. Students are easy to obtain or acquire cigarettes in the market. 1.2.2 Pornography

Newspaper and television reports often show students raped or worst to worst, rapist! They are between the ages of 10 to 15 years.School students currently have dared to bring pornographic materials to school to share with other friends and some dared to commit indecent acts and cursed in the toilet or any other hidden spots in school. This happened because pornographic materials are easily available and cheap in the market,such as night markets or through the internet.they often watch the action that can encouraging them to commit rape.

Gangsterism

The phenomenon of gangs or gangsterism in secondary schools across the country are also getting worst. Students are more daring to challenge the law and not afraid to commit criminal offense. Four hundred and thirty-six secondary schools across the country identified by the Ministry of Education, Malaysia in collaboration with the police exposed to gangsterism. This figure is certainly a shock to the people and had to be ranked for concern. 1.2.4 Skip Schools

Skip schools or truancy cases recorded the highest number of cases compared to other disciplines. School truancy among students increased with the rate of serious, though various measures have been implemented to handle this problem. The main cause is the existence of the practice of skipping school started by the students' own family problems. Cracks in the relationship between mothers and fathers cause kids neglected. Parents did not take note of the activities of their children outside the home and at school.Some parents are busy making money and workoholic, have been taken over by the desire to pursue purely materialistic. Their children are neglected and no caring and loving policy in the family. Problems above are parallel with the theory of functionalism (Durkheim and Spencer) in which parents do not carry out their duties properly. The children will choose to skip school and hang out with friends outside the school which was considered more closely with them.

HOW TO OVERCOME PROBLEMS IN SCHOOL DISCIPLINE

1.3.1 Empowerment to teachers

At the moment as if the teachershands are handcuffed. Teachers can only greeted politelythe students who violate the law or school rules, then wait and hope for positive changes in the student. There is no more concrete and effective actions that can be done by the teachers. Additional power to discipline teachers in schools should be given. With this power, teachers will be more feared by students with serious discipline problems. Besides, teachers are more confident to pursue their responsiblities. Teachers should also be protected by law and can not be easily sued for their actions taken in the school on disciplinary grounds. This issue was raised by the Secretary-General , Services Union of Teaching Profession (NUTP) Lok Yim Peng said in a statement, wants teachers who deal with disciplinary matters to be to protected due to the aggressiveness of students who dare to injure some teachers, especially female teachers. 1.3.2 Role of Parents The involvement of parents in socializing children in adolescence is very important. At this stage the adolescent identity crisis resulting from the transition of childhood to adult. Emotional support from parents is needed. Wagner and Cohen (1996) found that acceptance and rejection of the way style is reflected in the behavior of the adolescents exhibited. In the event of default of discipline, parents are responsible for their children and not only pointing fingers to teachers or letting the school to overcome the problems. Parents also need to strengthen the children with adequate religious instruction for children through assessments KAFA or moral education.

Those who have the spirit and competitiveness and strengthened with proper religious upbringing can overcome the challenges. Therefore, the counselor should play the role of applying the fighting and competitiveness in students to deal with discipline problems. Counseling sessions and guidance are the best because they put the welfare of students, safety, fairness and responsible for maintaining the confidentiality of all information of students as confidential. The units may organize school counseling programs , such as motivational camps and leadership camps that can change students' negative behavior. 1.3.4 Making All Teachers Disciplinary Teachers. There are still among the teachers that are less concerned with student welfare and discipline problems by assuming disciplinary problems are the responsibility of school counselors alone. Such perceptions cause the student misconduct should not be identifiable as being the solution to be accelerated. In this regard all teachers as teachers should play the discipline roles. Each violation of the rules and laws should be reprimanded without having to wait discipline teachers appointed. Teachers should be the best model that can serve as guidelines for students. 1.3.5 Control of Mass Media The toughest challenge that must be discuss seriously are the patterns of stimulation played by the media of electronic . At present the development of information and communications technology, particularly Internet became the highway to the borderless world. Such things could contribute to student misconduct. The government should censor and control the material published, because the materials shown capable of damaging the faith, mentality and lifestyle of

Each individual in society should carry out their roles and their responsibilities properly because everyone is relevant. We need to realize the concept of civil society. Each student should be approached so that they feel accepted in the family and school. Parents, school administrators, teachers, discipline teachers and counselors need to improve relations and cooperation to curb the problem of student discipline. Society must realize that students of today will shape the future of the country. Shall we look at the long-developed civilization collapsed just like that?
