Kinds of Recognition Mainly there are two kinds of recognition: Traditional Recognition of states and governments Preliminary Recognition

on of nations, governments in emigration, and belligerent party The traditional kind of recognition is the kind of recognition as it was shown in Montevideo Convention. In this kind of recognition, simple some criteria are needed for the recognition. For example, the recognized state must have defined territory, population within the borders, centralized government and so on. The Preliminary kind of recognition is used in expectations of further development of events, when the situation lead to formation of new state or stabilization of situation in the country, where new governmental power was established on non constitutional way. Say the true, it is very difficult to draw a line among these kinds of recognition. For example, nation fighting for the freedom could be recognized as a belligerent party. Problem of recognition arises when a new state appears as a result of disintegration of one state into some new states, or one state become independent after secession process. Recognition of states and governments are different things. When one government come into power after coup detat or military coup detat in the state where this situation occurred, the other state recognized the state may rise to recognize the new government, but not state. New states are generally recognized as such by other states if their origin is considered legitimate and irreversible. However, there is no obligation under international law to recognize other states. Although the conditions for recognition may differ from state to state, they are based on what is known as the three-element doctrine: state territory, state people, and state power. The recognition of governments is concerned, the central element is the exercise of sovereign power over the state. A change of government makes no difference to statehood or to the recognition of the state as such. Switzerland is in favor of the widest-possible recognition of states, but it is extremely reticent about recognizing governments.
