ORDER
On December 21, 2011, the Texas Conference of Urban Counties, the County Judges and Commissioners Association of Texas, and the Texas Association of Counties (collectively, "the County Organizations"), filed a Joint Advisory Memorandum. All parties in this case are ordered to confer with the "County Organizations" and the Texas Democratic Party and the Republican Party of Texas no later than December 27, 2011 regarding the issues raised in the Joint Advisory Memorandum. Upon completion of this conference, the parties are ordered to file an advisory with this Court no later than December 28, 2011as to whether an evidentiary hearing is required, whether they have reached an agreement as to what modifications may be required to the December 16 Order, or whether a partial agreement has been reached but issues remain for the Court's consideration. If an agreement is reached regarding any proposed modifications to the December 16 Order, the parties shall promptly file a proposed order for the Court's consideration.
