There are three primary purposes for requiring the publication of certain acts and actions: (a) to determine the date of effectivity of laws in accordance with Executive Order 200; (b) to give notice to the whole world about regarding proceedings in rem and quasi in rem; and (c) to acquire jurisdiction over persons in certain cases. The publication may be made through the Official Gazette and/or newspapers of general circulation upon order of the court. In all cases, the policy behind the notice requirement is to ensure that constructive notice is given to all persons who may have an interest in the proceedings or the law, thus making any final order or judgment conclusive upon them.
