Abstract Study
Title of study: The Obstacles facing the use of Electronic Administration in the
administrative work of Secondary Schools at Holly Makkah out of viewpoint of the
principals and vice- principals of these schools.
Name of researcher: Mousa bin Abdullah Mohammed Hommadi
Name of supervisor of study: Dr. Sultan bin Saeed Bukhari.
Objectives of study: Detection of obstacles (administrative, human, technical,
programmatic, and financial) that limit the use of electronic Administration in
secondary schools at Holy Mekkah out of the viewpoint of the principals and vice-
principals of those schools., and to identify the degree of difficulty of each obstacle
along with determining the statistical significant differences between the principals and
vice principals.
Methodology of Study: Descriptive methodology. Study sample:
Principals and vice-principals of secondary schools in Holy Makkah.
Study tool: A questionnaire consisted of seventy items distributed in five
uspects, each uspect measures a specific obstacle. Statistical methods:
Descriptive statistics (frequencies, percentages, arithmetic means, standard deviations)
along with the use of T-test, ANOVA, and Mann-Whitney test.
Most important results of study:
. The study revealed the existence of:
Management obstacles, including: need of schools to a competent professional officer
for the operation and maintenance of electronic Administration techniques, the
scarcity of training courses, absence of regulations governing the methods of
application of electronic Administration, lack of plans for the use of electronic
Administration, reliance on paper documents more than electronic documents,
weakness of school infrastructure to use electronic Administration.
Human obstacles, including: difficulty of dealing with electronic software based on
English language, weakness of technical qualifications of principals and vice-principals,
difficulty of finding enough time to deal with electronic Administration.
Technical obstacles, including: limited telephone lines, delay in technical support,
vulnerable maintenance, out of date devices in schools.
Software obstacles, including: availability of software that are not up to the level of
international developed applications, scarcity of designers of school administrative
programs.
Financial obstacles , including: lack of role of the private sector in (financial and kind)
contribution, limited financial resources of the school, none existence of an encouraging
financial support to schools, lack of a special budget training in the school.
. The order of obstacles appeared as follows: financial obstacles with a mean of (.)
and a percentage of (.%), technical obstacles with a mean of (.) and a percentage
of (.%), management obstacles with a mean of (.) and a percentage of (.%),
software obstacles with a mean of (.) and a percentage of (.%), and human
obstacles with a mean of (.) and a percentage of (.%).
. There is a statistically significant difference between the viewpoints of the principals
and vice-principals with regard to management obstacles and to the benefit of the vice-
principals, and this is due to a occupation factor.
. There is no statistically significant difference between the viewpoints of the
principals and vice-principals with regard to other obstacles.
. There is no statistically significant difference with regards to all obstacles for the
variables of qualification, type of qualification, and experience.
Most important recommendations:
Appointment of a special officer for maintenance and following-up the electronic
devices, conduction of intensive training courses for principals and vice-principals,
laying down regulations to implement electronic administration, translation into Arabic
the electronic software that help in school administration, support the school
administration with more than one direct telephone line, reformulation the
infrastructure of schools to accommodate future technical development, being
enlightened by the experiences of other developed countries in this area, Urge the
private sector to support the schools.
