Afghanistan is one of the poorest and non development country in the world which the 30 years civil
war has badly effected on improving and developing of this country, over all problems the government
of Afghanistan also has faced with a lot of problems and challenges in Economical, political, Social and
technological area and so on.
Fortunately the government of Afghanistan has hardly working and trying to build all infrastructure
sectors like Economic, politic, government capacity and public service delivery area and has take the
international colleagues and donors attention to improve the above area.
The Ministry of Interior also trying to make strength and educated national police in all section and the
training and education is one of the priorities of this ministry, therefore whatever the police officers
become educated and capable in all part according todays technology they can prepare good service
delivery to the people and public.
MOI has several academic and training centers over the provinces and zones which train the national
police for better implementation of their jobs and law enforcement, but for good service delivery in the
departments and centers the Afghan Civil Service Institute(ACSI) and for financial affairs Ministry of
Finance have some training programs and in the future will continue these workshops and seminars but
these workshops and seminars are not with close coordination among these agencies and on the other
hand the workshops which MOF has conducting are less than the new financial reforms which this
ministry want to implement It.

The main objective of conducting this Training Needs Assessment is to make sure and find out the
MoI-Finance Directorate areas of weakness and identify the existing capacity gaps and for building
of these areas through conducting and providing training workshops and long term courses in
budgeting, financial planning and financial performance, as well as to identify systems and
processes, which need to be improved for better service delivery within the ministry.
All this information are gathering from finance and budget departments assessment, interview of
officers, views and tip of finance and budget director, deputy directors budget and accounting
members, Ministry of Finance and my own analyses and evaluating of the current system study and
find out the existing gaps.
This training need assessment can be the basis for all capacity building plans for finance directorate
of MOI over the next three years (139 to 1393) it comprehensively reflects the training needs for
Finance staff. And the plan is not limited just to the government resources, and need from all
donors and partners to implement this training plan.

Finance and budget Director has direct line of reporting to Deputy Minister for Support.
The directorate is divided in to five main departments, Accounting, Budgeting, Internal
Control & Audit, Financial Monitoring and Payroll.
The core functions of the Directorate is to
1- the finance and budget is one of the main and central directorate which administrate financial
service of MOI, preparing the annual budget and submitted to the MOF for more process and
after the budget approved they shared with other central directorate and service delivery
departments and the (SDD) prepare the contracts and procurements activities for police needed
within approved budget and take the allocation quarterly basis form MOF.
2- Control and maintenance of allocation balance among zones, provinces and all other police units
and commands.
3- Capacity building and skills improvement in finance and budget department.
4- Do the salary payment all central directorates and police in all over the province and distracts
and all other police units and commands..

5- Full control on allocation and payment with the mentioned codes.


6- Perform of All general payments for food, Makolate, and so on of police officers and send it for
the exact departments for more performance.
7- Maintain and record of all financial and budgeting related documents.

?What is the costing
Costing comprises the sum total of all direct and indirect costs, of all expenditure elements of a project.

A cost estimate should provide a narrative - tell the story - of what the item is that is being procured,
how much it will cost, how good the estimate of the cost is and when the item is being purchased,
constructed, contracted etc. All of this information should be repeatable by another party by using the
information available within the cost estimate.
Costing is just a snapshot at a given point of time that needs to be updated as required with any
further information that becomes available.

Why are we costing?

Costing for future years demands better planning for the scheduling of programs and
projects budget, and Implementation of programs and projects is considered in more detail
when funds need to be allocated at a unit level.
Costing is a forecasts the financial commitment of the Government and Provides a baseline
which can be improved / updated at least yearly.
Costing also Allows an informed process prioritization within limited resources.

We will prepare some Excel work book and sheets for costing the program budget and activities and
departments with two parts operational and development budget, the form will design to do and show
all costing details about the MOI budget and it will help this ministry to do the best costing for the
budget which will be the sample for all ministries.

As mentioned in the introduction part right now the most countries are using very high quality
Information and Communication Technology (ICT) for all part of their activities as well in
financial area, there for the MOI Finance and Budget Directorate need the IT training specially
in Microsoft Office (Ms. Word, Ms. Excel and Ms. Power point) in financial and budgeting issues
highly need to use IT.
Right now some of the staff has ability to work with computers but not all of them. And in each
department there is a computer operator which has a lot of works if each one has access to the
computer the working system become well, and it is the basis for implementing the higher
financial reforms and database in the future.
We recommended one IT class for all those how havent access to the information technology
and it has also higher priority.

The government of Afghanistan for strengthen of their abilities and for achieving their goals and
implementing the policies starting to make the Financial Plan. Annually the MoF request the
line ministries to submit their Financial Plan (first request form 3 ministries in 1387 and then to
7 and 20 line ministries but in 1390 MoF request all budgetary units to submit their Financial
Plan, but MOI cannot submit their FP because of not well aware about the FP and forms but in
4th quarter again MOF request the FP from MOI and with our assisting they could submit).
The Financial Plan is a part of approved budget and controlling the commitments, obligations
and payments and for better monitoring on expenditures during the year, the Financial Plan are

consist of the approved budget detail on program basis, locations and monthly payments
during the year.
As mentioned the training and coaching is needed for budget and finance directorate.

The training in this filed should be divided in to two part.


1- Financial Planning, and
2- The FP forms which are prepared in Ms. Excel by MoF.
With well preparation of Financial Plan the MoI can do well execution of the
budget and can increase the budget expenditure.
