The United States federal government should substantially increase alternative energy incentives in the United
States by implementing the recommendations of Policy Case #3 in Oak Ridge National Laboratory’s 2008 Analysis
of the Transition to Hydrogen Fuel Cell Vehicles and the Potential Hydrogen Energy Infrastructure Requirements as
explained in the Greene et al. solvency evidence.

The United States federal government should substantially increase alternative energy incentives in the United
States by creating a system of phased incentives for hydrogen fuel cell vehicles including Fuel Cell Vehicle Cost
Sharing of 50% of total of fuel cell vehicle costs through 2017 and Fuel Cell Vehicle Tax Credits of 100% of
incremental cost plus $2,000/vehicle between 2018 and 2025; and Station Cost Sharing for Distributed Hydrogen
Production of $1.3 Million/Station through 2017, $0.7 Million/Station between 2018 and 2021, and $0.3
Million/Station between 2022 and 2025; and Hydrogen Fuel Subsidy Production Tax Credits of $0.50/kg until 2017
and decreasing linearly from $0.50/kg in 2018 to $0.30/kg by 2025
