MEMORANDUM
Engineer Luis Antonio Rasc6n Mendoza Principal Engineer, Mexican Section International Boundary and Water Commission Post Office Box 10525 El Paso, Texas 79995 Dear Engineer Rasc6n: The U.S. Section is in receipt of a permit application submitted by Michael Baker Jr., Inc., on behalf of the U.S. Department of Homeland Security, for the erection of approximately 6.93 miles of security fence within the limits of the Rio Grande's floodplain in Roma, Texas (Segment 0-1, 1.81 miles), Rio Grande City, Texas (Segment 0-2, 3.43 miles), and Los Ebanos, Texas (Segment 0-3, 1.69 miles). A Compact Disc is hereby enclosed which contains the respective Drainage Report, dated August 201 1, and associated two-dimensional model to support this project. It should be noted that the model also includes the expansion project proposed for the Los Ebanos Land Port of Entry under letter No. US 07511 1, dated May 2,201 1. Technical personnel of the U.S. Section have reviewed the documents referenced above and concluded that the project will not cause significant deflection or obstruction of the normal or flood flows of the Rio Grande and is, therefore, consistent with the stipulations in Article IV-B of the 1970 Boundary Treaty. In this sense, if you are in agreement, I suggest that we recommend to our Commissioners their approval of the proposed project. Because this project is a high priority to the U.S Government, I would like to schedule a meeting in a couple of weeks to discuss the results of the review by the technical personnel of the Mexican Section.
