Engineer Luis Antonio Rascbn Mendoza Principal Engineer, Mexican Section International Boundary and Water Commission Post Office Box 10525 El Paso, Texas 79995 Dear Engineer Rasc6n: I refer to letter No. US 152111, dated September 16,2011, which transmitted for your review and concurrence an electronic copy of the respective Drainage Report, dated August 201 1, and associated two-dimensional model to support the erection of approximately 6.93 miles of security fence planned by the U.S. Department of Homeland Security (DHS) within the limits of the Rio Grande's floodplain Roma, Texas (Segment 0-1, 1.81 miles), Rio Grande City, Texas (Segment 0-2, 3.43 miles), and Los Ebanos, Texas (Segment 0-3, 1.69 miles). Because this project is of high priority to the U.S. Government, I respectfully ask that you provide us within ten (10) calendar days of receipt of this letter with the technical comments generated by the Mexican Section during the review of these documents. As previously mentioned by Jose A. Nufiez under his email of October 3 1, 201 1, Dr. Padinare Unnikrishna, our new Lead Hydraulic Engineer, is very familiar with hydrologic and hydraulic modeling and is available to answer any questions that the Mexican Section might have regarding the FLO-2D model andlor associated Drainage Report prepared by Michael Baker, Jr., on behalf of DHS, for these border fence projects. Moreover, in the event that the Mexican Section doesn't have the FLO-2D software to run the model with, we can make available in our headquarters building a computer that does have this software.
