About IHPMR The Institute of Health Management Policy and Research (IHPMR) is a company limited by guarantee whose mission

is to contribute towards improving aaccess to and the quality of healthcare. We do this through building the capacity of health institutions, research and advocacy in the areas of health management and policy. The vision of IHPMR is to be a leading institute in capacity building in health management, policy, and research in Africa Values IHPMR is guided by the principles of collaboration; learning and Innovation; integrity, quality and sustainability.

Why the Focus on Management Despite a significant increase in investments in the health sector, Kenyas population, as reflected by health indicators, have not improved in a commensurate manner. Indeed, in his address during the 43rd session of the United Nation commission on population and development held in April 2011, Hon Wycliffe Ambetsa Oparanya, EGH, MP, the Minister of State for Planning, National Development and Vision 2030, acknowledged that Kenya is in danger of not achieving health related Millennium Development Goals (MDGs) on child mortality, maternal mortality and HIV/AIDS, Malaria and Other Communicable Diseases. Inadequate management capacity at operational levels of both private and public sector is a key factor that prevents the effective use of resources and successful scaling up of health services to reach the MDGs and other health related goals. Child immunization rate, measles 95 74 Despite a twofold difference in health (% of children ages 1223 months) expenditure per capita, Ethiopia has better maternal health and immunisation coverage indicators than Kenya, and indicators on under 5 mortality are similar in these two countries. These statistics point to inefficiencies in producing desired health outcomes in the Kenya health system.

Implementation of Kenyas Vision 2030 flagship projects in health including the devolution of health service delivery and channeling of funds directly to hospitals and Community Health Centres, will require sound management competencies among health workers.

. Professional Membership, Accreditation and linkages IHPMR is a member of the Kenya Healthcare Federation. KHF is an umbrella health sector representative body of the Kenya Private Sector Alliance whose mission is to engage government and all

relevant stakeholders towards achieving quality healthcare through enabling policies that maximize the contribution of the private sector. IHPMR staff and associates are members of various professional institutions with linkages to a number of networks including: Global Business School Network, Association of African Business Schools, Africa Health Leadership and Management Network, Kenya Medical Association, Pharmaceutical society of Kenya, Institute of Project Management. These memberships and linkages are useful sources of resources and information important in IHPMRs work. Through its extensive networks, linkages and membership of various professional associations, IHPMR can call on a number of multi-disciplinary professionals with experience in the public sector, private sector as well as the corridors of academia to support the Institutes projects and activities at short notice. Regional Experience IHPMR staff and associates have extensive regional experience. Most have worked in and have current contacts are in Rwanda, Tanzania, Uganda, Ethiopia and Sudan. Who are our Clients? IHPMRs target clients include public and private health institutions and donor agencies in East Africa. IHPMR is a Rockefeller grant recipient in support of a project, as a member organization of the Center for Health Market Innovations, to identify, map, track, and analyse innovative private sector health organizations and programs in east Africa, foster linkages among key stakeholders, and cultivate future support for this sector. IHPMR also works with Deutsche Gesellschaft fur International Zusammenarbeit (GIZ) health sector program to improve the quality of FP/RH-services in the sector.

What We Do

Capacity Development
At IHPMR we build the capacity of individuals and institutions through training and technical assistance. Training The Executive Director of IHPMR is the lead consultant in a GIZ funded management training initiative for health workers in workers in Bondo, Gucha, and Kisumu East and Vihiga districts. This program is run as two separate, yet linked programs: Management Basics for Effective Health (MBEH) and Supervisory Skills for Effective Health (SSEH). Introduced in 2010, MBEH is directed towards district health management teams (DHMT) members in the five target districts. MBEH is a competency based training program which aims to improve the efficiency and quality of health services, with a focus on reproductive health and maternal and child services. A key objective of MBEH is to transform DHMT members into skills mentors and performance coaches so they can support health facilities improve health service delivery. In this respect, each DHMT member is assigned to specific facilities where they coach and mentor facility workers to improve service delivery.

The SSEH program is targeted at facility health in-charges, so they can speak the same language with DHMT. The SSEH training takes a much more practical approach and focuses providing with key skills and tools to improve health service delivery in their facilities. Training Approach The training approach used in both MBEH and SSEH is practical and hands-on and aims to bridge the gap between theoretical knowledge and implementation. Engagement with participants does not end with the last formal class. Participants work on a transfer project, where in participants are expected to transfer the knowledge and skills gained during the training by implementing a work based project addressing a key challenge in the area of reproductive health. Participants receive guidance and support from training facilitators during the implementation of the transfer projects. Upon completion of projects, experience sharing workshops are held. The experience sharing workshops bring together participants of the training program as well as other stakeholders involved in reproductive health initiatives in the target districts. The objectives of the experience sharing workshops are to: Provide a platform for participants to present their transfer projects, highlighting results/ impact achieved Recognize various best practices and achievements Encourage sharing and learning. Provide networking opportunities and build collaborations between various stakeholders involved in the sexual and reproductive health initiatives in the four target districts.

Training Results An evaluation carried out by GIZ on the 2010 MBEH program showed that management training does improve. Results attributed to MBEH by DHMT members included: Change of health worker attitude towards clients; General improvement in skilled births; Increase uptake of long term family planning methods; Improved management skills of DHMT members; Introduction of quality management tools at facility level in the area of SRH and SGBV.

Technical Assistance
IHPMR is a part of a evaplan consortium (made up of evaplan GmbH and the AQUA institute in Germany and the Institute of Health Policy, Management and Research in Nairobi) been contracted by the GIZ health sector program to design and implement an integrated quality management system (IQMS) in selected health facilities in the German Development Corporation focus districts of Bondo, Butere, Gucha, Kisumu East and Vihiga. Facilities that will be part of the IQMS project shall gain access to an integrated quality management system, which can operate as a paper-based system but can also run as a computer-based system, supported by software, the Kenyan Visotool . The facilities will receive facilitator support to develop action plans to act upon the findings and improve the quality of their service delivery. IQMS will focus on reproductive, maternal and child health services as well as looking at broader quality issues. The IQMS will pay particular attention to the interface between outpatients and inpatient care.

Research
IHPMR is the regional analytical partner of the Centre for Health Market Innovations (CHMI). CHMI is a platform for programs working to improve access to, quality and affordability of privately delivered health care for the poor. CHMI defines Health Market Innovations as programs and policiesimplemented by governments, non-governmental organizations (NGOs), social entrepreneurs or private companiesthat have the potential to improve the way health markets operate. These programs and policies harness or improve transactions that occur in the health care marketplace to promote better health and financial protection for the poor. The main objective of CHMI is to accelerate the diffusion of market-oriented health financing and delivery models that effectively facilitate the delivery of priority health interventions, improve quality of care, and/or improve financial protection for the poor in low and middle income countries. Since 2010, IHPMR has identified over 300 health market innovations in Kenya, Rwanda, Tanzania and Uganda. IHPMR is currently working on documenting case studies to give stakeholders a deeper insight on structure, activities, and impact, outlining successes and challenges, exploring lessons learnt of selected health market innovations case studies. It is intended that these case studies will provide building blocks for replication

Advocacy
At IHPMR we believe that advocacy plays an important role to create positive change within the health system. IHPMR creates awareness of its results from capacity building and research. For instance, IHPMR has launched CHMI in all its four focal countries in East Africa: Kenya, Rwanda, Tanzania and Uganda. A healthcare forum to discuss health market innovations has been held in Nairobi, Kenya. Other forums are planned in Kenya, Rwanda, Tanzania and Uganda.

Health Market Innovations Awards


As part of its strategy to create awareness of health market innovations, IHPMR has partnered with the East Africa Health Federation to launch a health market innovations ward. The EAHCF is an umbrella organization of private health organizations in East Africa which represent the interests of non-state health players in their respective countries. The founding members of the EAHFC are the Kenya Healthcare Federation, the Association of Private Health Facilities in Tanzania (UHF) and the Uganda Healthcare Federation. It is expected that the private health sectors in Burundi, Rwanda and South Sudan will join the EAHCF in due course.

IHPMR wishes to position the HIA as an annual event which will serve to motivate the private sector. The purpose of HIA is to recognize outstanding health innovation programs in the East African region, which have increased access to health services, improved quality of service delivery and or have provided financial protection to the poor and vulnerable. The specific objectives of HIA are to: 1. 2. 3. 4. Create awareness of the existing health innovation programs. The 2012 HIA awarding process will culminate in a Gala Dinner at the Sheraton Hotel Kampala, Uganda during the East Africa Health Federation Conference.

Future Service Offerings


IHPMR will soon be launching a health management portal that will provide a one-stop source of information in health management in East Africa. IHPMR will also maintain an online directory of institutions in the East African region that provide training in the areas of health management. 2012 Activity Highlights
