Newfoundland and Labrador Silver Economy Summit!

The Northeast Avalon Regional Economic Development Board is seeking proposals from qualified and experienced firms to create a brand, advertising campaign and related promotional materials in support of a Newfoundland and Labrador Silver Economy Summit, to be held Sept. 31, 2012 Oct 1- 2012. This summit will bring together seniors, academics, business, government and community representatives to talk strategies in supporting an aging workforce and greypreneurs. Proposals outlining approach and previous experience must be received no later than 12:00 noon, Monday August 6, 2012. Newfoundland and Labrador Silver Economy Summit TERMS OF REFERENCE


Background The Northeast Avalon Regional Economic Development Board (NEA REDB) in partnership with its community, academic and government partners are organizing the Newfoundland and Labrador Silver Economy Summit, scheduled for October 1, 2011. Considerable research has been undertaken on the impact an aging workforce will have on labour force development, entrepreneurial and business opportunities and community development. Many other regions have recognized the potential impacts of this demographic shift and have taken a proactive approach to responding to the imminent changes and opportunities that will result. The European Union held its fourth annual Silver Economy Conference in France in January of 2011. The Government of Nova Scotia held the first Silver Economy Summit in North America in May 2010. NEA REDB has been working with its community partners since 2010 to examine the entrepreneurial aspirations of seniors and completed both a survey and focus group discussions with key stakeholders in an effort to gain a better understanding. The idea to host a Silver Economy Summit, patterned after the European model, was recommended from this work as a vehicle to further discuss needs, opportunities and actions. The main goal of the Newfoundland and Labrador Silver Economy Summit is to identify, inform and act on the opportunities of the aging workforce from a business, employment, and entrepreneurial development perspective. The Summit will be targeted towards retired and pre-retirement age individuals, seniors, community organizations, policy makers, business leaders and academics. We have set a target of 150 participants, Proposal Details NEA REDB is now looking to for proposals to create a brand, advertising campaign and related promotional materials in support of a Newfoundland and Labrador Silver Economy Summit. The Silver Summit brand is established in Europe and NEA REDB has been given permission to use the name Silver Summit. The successful firm will be required to create a localized version of the Silver Summit brand. This will be used in the immediate future for print and promotional materials and an advertising campaign. NEA REDB will also be seeking sponsorships and provision must be made to include major sponsor logos on promotional material and in the advertising campaign. It is essential that the elements contained in your bid be stated in a clear and concise manner. Failure to provide complete information as requested will be to your disadvantage. The most acceptable proposal will be determined on evaluation of experience, quality of work, and cost. Total budget for the project is between $10,000 - 12,500 dollars, plus HST, pending funding approval. Please note that this includes the cost associated with delivering the advertising campaign such as the purchase of radio ads, etc.

Deliverables 1. 2. 3. Newfoundland and Labrador Silver Economy Summit brand Development and Delivery of an Advertising campaign. Design and Printing of recommended promotional materials, such as banner, posters, invitations, press kits etc.

Project Management The project will be managed by NEA REDB with guidance provided by a Steering Committee. The consultant will be expected to meet with the committee twice, once to discuss the recommended brand and the second to discuss the advertising campaign.

Proposals should include: 1. Statement of qualifications describing capabilities, experience, and roles and responsibilities of the all the principals to be involved. Experience working with a volunteer board and committees is a bonus. 2. Cost proposal with breakdown of expenses including brand development, advertising campaign and promotional materials. The price is evaluated in Canadian dollars, with Harmonized Sales Tax (HST) extra. 3. Workplan with timelines for project. This should include all deliverable items, including proposed features and the delivery date. Required meetings, status reports, data or documents to be provided and the time frame that applies should be identified. 5. Work samples of comparable deliverables (print, brands developed) with above requested features designed by proponent and the contact information for references.
