Kathleen and John Gould stated in a letter addressed to the council that We are all in favor of the store being built on that location, but feel that the sign ordinance provides for adequate signage for their business. Dollar General argued in their request that there would be visibility issues for potential customers, and would be detrimental to the sales potential for this store. In order for more visibility from Main Street a larger wall sign at 97.5 sq. ft. was requested, whereby the code allowed for one at 71 sq. ft. The way their current signage is set up will maximize what is allowed in the city ordinance, and it has the least effect on the residents, and if the signs were allowed to be any larger it would affect residents, said City Manager Jeffery Wallace.

would be issued against the energy savings guaranteed by Honeywell. The program effectively operates like Tax Increment Financing, which is familiar to those who follow downtown development authorities. A DDA typically makes an improvement to a downtown district with bonded money and then pays off the bond over time with the taxes captured from the
increase in property value realized by the improvement. All of this is, of course, contingent on there being any energy savings to be realized, which is something that Menard addressed with the board. We have to have an engineering team come out and look for opportunities (to save energy via capital improvements), Menard
