Testing Philosophy & Roles


Testing is the only accepted method to establish the absolute ability of Switchgear and Substation equipment to provide uninterrupted protection and control in a power system. While manufacturers develop products to optimize the cost and use of materials, a strong emphasis is needed to put on the products ability to withstand the testing before its accepted by the client or put into operation. Manufacturers submit the equipment to type tests and get a report of compliance issued by a recognized laboratory. Type tests are specified in technical standards like the IEC and required to be done in the few high accuracy testing laboratories all over the World. After passing the type tests, production units must undergo routine factory tests to ensure that each unit supplied conforms to the same standard of quality and reliability. After placing an order, discerning users, and/or their appointed consultants, insist on witnessing the type tests at the lab and the routine tests at the factory premises or both - before accepting the same. Users accept products only after these are tested as per internationally accepted standards. It is important that products are designed and built with an ability to withstand test and the tests are conducted to the mutual satisfaction of both the supplier and the user. For that, obviously, both the sides must be up to date with knowledge of the need, scope and limitations of the tests, the testing equipment, the standards and the testing process. This knowledge must be 100% neutral and ideally delivered by a source that represents neither a manufacturer, nor the user and not even the testing laboratory.

The Workshop Leader


Sergio Feitoza Costa, M. Sc
Sergio has 30 years of experience on high power and high voltage testing laboratories substations equipment, design, development, specification and simulation of high power tests. Sergio was the Chairman (1990-1994) of the Technical Committee 32 - Fuses of IEC - International Electro technical Commission. He is currently member of the CIGRE WG A3.24 International - Simulation and calculations in substation equipment and also member of IEC working group SC 17 C / WG31: Guidelines for extending the validity of such tests in metal-enclosed switchgear. Sergio participated in all the phases of the design, construction and operation of the biggest South American testing laboratories in Brazil He was the manager of CEPELs (14 laboratories including high voltage, high power, equipment for explosive atmospheres, materials and calibration). He also chaired groups the area of generation and cogeneration from renewable sources and renewable. In 2010 he developed the conceptual project for the implementation of a new Brazilian laboratory high power and high voltage laboratory 2500 MVA. He is the coordinator of the Brazilian Standardization Commission for High Voltage Fuses and coordinated the CE-24: 301.04 Fire Protection Facilities Generation and Transmission of Electricity. Sergio provides consulting services to manufacturers in developing new products and for the optimization of the design of equipment for substations. He develops and implements customized software for the simulation of internal arc tests, temperature rise tests and short time current tests. Sergio has conducted more than 200 courses and seminars, open and "in company" all over the World. He will be available in the Middle East through TPS Management Consultants
