Council
votes in
favor of
projects
By KRISTINA SCALA
The Moorestown Sun
Along with the 2012 budget ap-
proval, Moorestown Council on
Monday, July 23, voted in favor of
using funds from the Open Space,
Recreation, Farmland and His-
toric Preservation Trust Fund to
pay for improvements to Wesley
Bishop North.
The council voted 3-2 in favor of
using $1.5 million toward installa-
tion of a turf field, repairs to the
parking lot and drainage im-
provements.
Scott Carew, town manager,
said that the issue is with the le-
gality of the appropriate use for
the funds.
The main contention was
whether or not to use the Open
Space Trust Fund for these proj-
ects, Carew said.
Along with the installation of
artificial turf, other improve-

Why cant I stay longer?
The girl didnt want to go back
home. She would have liked to
spend more time at summer
camp.
She is one of four Friends En-
richment Program (FEP) scholar-
ship recipients, who, earlier this
month, attended a weeklong ses-
sion of Camp Dark Waters, a
Quaker residential camp nestled
on the banks of Rancocas Creek,
in Medford Township. The other
three FEP children enrolled at
Camp Dark Waters echoed the
same sentiments when the time
came for them to leave and say
goodbye to their counselors and
the many new friends they made
at camp.
Im getting calls for him from
kids he met at Camp Dark Wa-
ters, the mother of one of the
boys said. And another mother
remarked that her 14-year-old son
is hoping to return to camp as a
counselor-in-training next year.
So far this summer, the FEP
program for financially disadvan-
taged, underserved Moorestown
children, has enrolled 27 children
in summer camps for a total of 84
camp weeks. Some of the chil-
dren are enrolled in more than
one camp. They may be given
swimming lessons at YMCA
Camp Worth one week and dis-
cover the joy of taking apart a
broken appliance and creating a
new machine from the sum of its
parts at Camp Invention another
week.
In addition to the four children
who attended Camp Dark Waters,
the FEP 2012 campers list in-
cludes a child currently spending
a week at Camp Haluwasa
Overnight Christian Camp, in
Hammonton, a 188-acre woodland
that includes three lakes, a white
sandy beach, and a swimming
area with water slides; a child
who spent four weeks at Camp
Y.E.S., a Bethel A.M.E. afford-
able day camp in Beverly that of-
fers reinforcement in basic read-
ing and math skills along with
recreational activities, and with
lunch and snacks included; 10
children are enjoying the last
week of the five-week-long, half-
day Moorestown Township Sum-
mer Parks program, with lunch
provided by (Moorestown) Live
Civilly for seven of them; and 13
are enrolled in YMCA Camp
Worth, Sports Camp, or Teen
Travel Camp day camps that
offer school-age children a vari-
ety of instructional and recre-
ational activities and are geared
to accommodate working parents
who may drop off their children
as early as 7 a.m. and pick them
up as late as 6 p.m.
Also on the campers list is a
child enrolled in Boy Scouts

ments at Wesley Bishop North in-
clude parking lot improvements
and drainage improvements. The
funds are not being completely
drained. Both Wesley Bishop
North and Wesley Bishop South
will receive improvement to
recreational fields.
The Wesley South development
includes parking lot improve-
ments and improvements to the
irrigation system. These repairs
are estimated to cost $400,000, but
the final decision will be deter-
mined during a Council meeting
July 31.
If the South project is ap-
proved, $400,000 will remain in
the Trust Fund. If denied,
$800,000 will remain in the fund,
according to Moorestowns Chief
Financial Officer Thomas
Merchel.
Council candidates Phil Gar-
wood, Victoria Napolitano and
Pete Palko released a statement
regarding the use of the Open
Space Trust Funds.
We feel this spending is unac-
ceptable and out of step with the
will of the voters of
Moorestown, the council candi-
dates said in a news release. The
fund cannot both support these
recreational capital improve-
ments and fulfill its prior obliga-
tions and traditional functions.
Council candidates Greg New-
comer, Brian Sattinger and
Mark Hines also commented the
issue.
As town council members, we
would pay for these improve-
ments by common sense, fiscally
responsible funding, they said in
a letter to The Sun.
Hence, we condemn the action
by the majority of Moorestown
Council on Monday, July 23, 2012
to appropriate $1.5 million from
Moorestowns Open Space fund. It
significantly impairs the ability
to acquire and address open space
concerns and is clearly against
the sentiment of Moorestown res-
idents. Additionally, Moorestown
Democrats have been vocal at
many meetings over the last sev-
eral years in expressing the pro-
tection of and correct use for
open space funds.

Seeking New Loan Officers
For many children heading
back to school, this September
means cool new backpacks,
clothes and shoes. Unfortunately,
many parents of children in Twin
Oaks Community Services pro-
grams simply cannot afford basic
school supplies.
To help meet this need, Twin
Oaks kicked off their Operation
Fill-A-Backpack drive, which
runs from Aug. 1 to 27. The
agency hopes to collect 1,000 new
backpacks to ensure children
gain the confidence needed to
start the school year off on the
right foot.
Operation Fill-A-Backpack do-
nation ideas: backpacks, spiral-
bound and composition note-
books, lunchboxes, calculators
(solar and scientific), pens, pen-
cils, erasers, pencil cases,
crayons, markers, highlighters,
rulers and protractors, scissors,
three-ring binders with paper,
index cards, pocket folders, book
covers, glue sticks, facial tissues
and anti-bacterial hand sanitizer
For individuals, corporations
or civic groups looking to run
their own backpack drive, Twin
Oaks will provide all materials
needed to make the drive a suc-
cess.

I
ts hard to believe, but a new school
year is almost upon us. In a few
short weeks, schools open.
But what will be different about this
school year?
Were going to find out. Right now,
our reporters are compiling lists of
questions for school leaders about the
new school year.
Are there new classes students and
parents need to know about?
How about scheduling changes?
Was any work done at the schools
over the summer?
If your school district switched its
annual election to November, well ask
if there will be any noticeable impact
on the schools.
Generally, well be asking school
leaders to tell us about things that
you parents, taxpayers and students
need to know before the 2012-13 school
year begins.
Then, we will pass that information
along to you.
Do you have any questions youd like
our reporters to ask? If so, the time to
act is now.
Maybe you are concerned about the
budget (who isnt?). Or maybe youve
heard about a new program that you
think might be ideal for your child. Or
perhaps you are wondering about re-
pairs that were scheduled for your
childs school.
Wed love to get those questions from
you. Just send an email to us so that we
can include them on our lists.
Most school districts have done a lot
in recent years to be more responsive
to questions submitted by the public. It
makes sense. Everyone wants to have
great schools. Everyone wants to keep
taxes as low as possible, while still pro-
viding great service. One of the best
ways to achieve these goals is to build a
true public-private partnership be-
tween schools and the communities
they serve. And building that relation-
ship starts with effective communica-
tion.
So send us your questions. Well do
our best to get answers.
in our opinion
Ready for school?
Its August, so school doors open in only a few weeks
Any questions?
We are tracking down school leaders to
ask them questions about the upcom-
ing school year. So whats on your
mind? Send us your questions, and
well do our best to get answers.
Burlington County Freeholders ap-
proved the third round of local grants
under the Municipal Park Development
Assistance Program, awarding a total $5
million to 28 towns.
The individual grants ranged from
$50,000 to the programs maximum of
$250,000, and virtually all are earmarked
for the development of new recreational fa-
cilities or improvements to local facilities.
We are making it possible for towns to
achieve their local recreational goals dur-
ing a time when they must address other
priorities due to budgeting constraints,
said Freeholder Director Bruce D. Gar-
ganio.
Our goal has been to extend this fund-
ing to all of the towns in the county, so that
no town is left behind.
Garganio said that all of the towns that
have applied for grant dollars have re-
ceived an award. The county has already
given the towns $10 million in grants over
the past two rounds.
The plan is to continue to allocate $5 mil-
lion a year from the countys existing dedi-
cated fund for farmland preservation and
open space.
Towns submitted applications totaling $
$8.4 million in the latest round.
Every taxpayer in every town pays into
the dedicated open space fund, but in the
past, not every town has benefitted directly
from these dollars, Garganio said. Im
pleased to say that this program has
changed that.
Garganio said the grants have given rise
to some creative recreation projects rang-
ing from a community garden in Mount
Laurel to a trail network in Hainesport and
a multitude of improvements to existing
parks and ball fields.
For more information and a complete
list of award recipients, visit

Most of our families live on the
edge. Some have experienced
homelessness or are perennially
at risk of being evicted from their
lodgings. Some do not own a car
or own old, unreliable to drive
children back and forth to camp.
Some parents work long hours,
and some work seven days a week
to make ends meet.
Besides the 27 children who
have attended or will attend sum-
mer camps this summer, two of
our children, a percussionist and
a violinist, are currently taking
private music lessons at Perkins
Conservatory of Music.
FEP was created in 1997. It is a
philanthropic project of the
Peace and Social Concerns Com-
mittee of Moorestown Friends
Meeting of the Religious Society
of Friends. Large and small con-
tributions from Friends and from
the general public have enabled
the program to survive and thrive
even in hard times and to serve
nearly 300 underserved
Moorestown children. For more
information, call Moorestown
