Dear Mr. Pike: The Geological Survey Program (GSP) has completed the Preliminary Site Investigation (PSI) for a proposed 32-acre utility-waste landfill for the Meramec Energy Center facility. Please find enclosed PSI report ID#FO1412 that summarizes the geologic and hydrologic evaluation of the site. The site is approved to proceed to the next phase of the geologic investigation, the Detailed Site Investigation (DSI). Please find enclosed a copy of Appendix I Guidance for Conducting and Reporting Detailed Geologic and Hydrologic Investigations at a Proposed Solid- Waste Disposal Area. Within this document are elements and format of a Detailed Site Investigation Work Plan. We encourage you and your consultant to meet with GSP staff prior to finalizing a work plan for the DSI to discuss elements to be included. Please contact Ms. Sherri Stoner at 573-368-2129 or email atsherri.stoner(a}dnr.mo.gov to schedule this work plan meeting. Current procedures call for an applicant receiving PSI approval to participate in public involvement activities as part of the solid waste disposal area permit application process. Within 30 days after receipt of this approval, the applicant must notify, by certified mail, the governing body of the county or city, and the solid waste management district in which the

fBedrock at the site is composed of Mississippian-age Salem Formation. The lower portion of the Salem : I. ' !Formation underlies the site. An exposure of middle to lower Salem Formation is located approximately 2,200 ' ,. [feet cast-northeast of the site. The lower portion of the rock outcrop consists of an argillaceous, medium to fine [grained, ta n to buff colored fossiliferous limestone with occasional lenses of light gray to white banded chert. The !underlying Warsaw Formation is composed of alternating layers of shale and thin limestone beds. Both the lower !Salem Formation . and . underlying .- Warsaw ._'. On May 3, 2012, representatives from the Missouri Department of Natural Resources (department) Geological ;Survey Program (GSP) performed a preliminary site investigation for the Ameren Missouri (Ameren) Meramec :Energy Center proposed 32-acre utility-waste landfill (UWL). The site is located in the SW '/. of Section 3, :Township 42 North, Range 6 East, St. Louis County, Missouri. Also, the site is located within the floodplain, [west of the Mississippi River and north of the Meramec River at their confluence.

[Ameren has proposed siting a UWL on top of existing lined and unlined ash ponds located on the southwest side [ofthe power plant. After final review of "Feasibility Study, Landfill on a Pond" submitted by Ameren dated :February 2012, the department's SWMP fi~ds the concept of siting a UWL on top of existing ash ponds at the :Meramec Energy Center a feasible approach. However, characterization of the in-place ash and underlying I ' ~native geologic materials will be necessary during a detailed site investigation. iThe 495 in disposal area is in of southwest corner of the Ash plant property iPon Jroposed the northern portion the the site, and HOPE linedpower Pond 489 located and the southern portion of in includes unlined Ash Jthe site. The south and western side of the proposed disposai area is elevated by an earthen berm or levee, while :the north and eastern side are roughly the same elevation as the power plant property. The approximate 'elevation at the top of the berm and along the periphery of the north and east side of the site is 418 feet above !mean sea level (a~sl). The elevation of ash in the two ponds averaged apPfoximately 420 feet amsl. The native ;ground surface elevation underlying the site is approximately 383 feet amsl. Thus, the proposed disposal area is !elevated approximately 37 feet above the floodplain of the Meramec and Mississippi rivers.
