1. Copies of the special lists of equipment (copies attaohed)
for Service Gr'oups t prepared by this headquarters. were furnished to
Air Technical Service Command with recommendation that these be included
in all equiprnent for new VIR uings and affiliated Service Groups enter-
ing new theaters.
2. The principal deficiency experienced by this has been
ina..dequate pouer generating equipment, which has been due to the failure
of the Corps of Engineers to provide central power plants for normal
functions and have made it necessarY for operating units to divert AF
generating plants for household use.
3. Action should be taken by all new wings to provide at least
ten (10) additional 30 or 50 diesel operated generating units.
4. The operation !if the 73rd !ling duriIl(; the fi"st sixty (60) daya,
prior to the Gua..t:I. Air Depot being able to f'urnish any service whatsoever,
indicates that the tables furnished VIR Uings are inadequate. Consump-
tion figures of the = B:>mber i'JoJ:nmd have been furnished the Air Tech-
nical Servioe for their use in preparing revised tables to
accoElpany new wings departing from the United States.. Under separate
cover, a copy'of projected requirements for this Comoand for a six (6)
months period,. April thru Septet1ber, is being forwarded to Headquarters,
XX Bomber Comnand.
5- Each new wing should also request an increased amount of personal
flying clothing, combat equipment, cameras and other accessorieS installed
in aircraft TI'hich are likely to be salvoed in case of 6l1ergency. This
rrill expedite the replacement thereof. A fifteen percent (15%) reserve
should be leept in Service Centers and fifty percent (50%) in the Air
Depot.

Maintenance experience has indicated the requirement
for these items, in addition to the formerly considered
equipment.
a. Center combined shops. All facilities
heretofore issued (-l.nd Quilt for a Service Group have been
pooled ._- vlarehouses and equipment -- into th e
combined shops koO\-;o as Service Centers. (2 per Wing).

plant a3semblies are built in a central combined shop for
the entire ",7ing. This requires approximately six large
(40 x 100) quonsets appropriately arranged.
Personnel are permanently attac:1ed from each Bomb
Group to augment the Service Center T 0 & E.
c .omb Group Seryicc Center sUb-shops. An
adequately large area (ramp or combined hardstands) is
needed for scheduled inspection and maintenance. Tv/elve
(1::::) quonsets are furnished for this sub-shop.
d. Maintenance hut for each hardstand. A small
(10 x 12) hut of simple design for removed items, indivi-
dual tool kits, and personal equipment storage, by each
airplane

of dunnage or tentage.
e. 9FC harmonizing areas. Areas having airplane
leveling facilities and suitable sighting targets are re-
quired, one (1) per group. These should be free of all
obstructions to vision for the rec:uircd distances. Mainte-
nance stands or parking areas are not sui table .
f. Weighing and retraction test facilities.
Special additional hardstands with windbreaks equipped
for weighing, leveling, and jacking, arc required f or those

10 Units of this Command have found from operating
experience that the supply of general purpose vehicles is
adequateo
2. It is recommended that provisions be made to
provide each Service Group with five (5) each additional,
Type F-l, Fuel Servicing Trucks
3. Further recommend that each Wing Headquarters be
equipped with two (2) each, C-47 aircraft and two (2) each,
8-24 aircraft, for transportation of emergency AOe? supplies
and personnel.
4. It is recommended that air tonnage allocated to
VHB tmits be administered by command headquarters in order
to i ~ s u r e that this tonnage is utilized for support of the
VHB program

be obtained by Commander THIRD Fleet from Japanese officials who tender
local surrenders. This Operation Plan stems from CinCPac and CinCPOi\.
Operation Plan 12-45. It covers the initial entrance into the Tokyo Bay
rtrea and the seizure of Yokosuka naval zone only, which operations coincide
with t:1e execution of CinCAFPac B:.:::R operation. Commander THIRD
Fleet vlill issue other Operation Plans to cover the later phases of opera-
tions required by CinCPac and CinCPOh Operation Plan 12-45.

The following air tasks are as.tgned to appropriate units of


the THIRD Fleet:

(a) General surveillance of Japanese held territory and
readiness to act against any opposition encountered.
(b) air cover for occupation forces.
(c) Be available to provide direct air support for
Occup3.tion forces if necessary.
(d) Conduct extensive search and reconnaissance.
(e) Conduct effective demonstration flights over ob-
jective area. .....
(f) Attack promptly and overwhelmingly any local oppo-
sition encountered.
(g) Provide air base assembly for employment
in emergency occupation of Japanese ai;field,.
(n) Provide limited air transportation.
B. The THllli) Fleet area of initial respon9ibility for the conduct
of the general air tasks. described as follows: (1) responsible
_or operatic"s east. of the 135th meridian, a'ld (2) within the
Japanese homeland east of the following co-ordina-
tjan line: from the north coast of Honshu at Kinosaki - rail-
road through Wada"ama to Himeji - oasternmost point of Shikoku.

the responsibilities for general air tasks to the westward. of
the co-ordinatine line as directed by

-u. It is anticipated that tenders and patrol bomber
squadrons will be established in the Tokyo Bal' Area as early
as possible during the initial amergency occupation. Such

The tenders will likewise provide sorvi.ces for transient sea-
planes pending occupatio!! of Japanese seaplanD base.

airfield (probably Yokosuka) during the emergency oocupatioF
