The undersigned Affiant, who after being duly gworn by me, on oath, makes the

My belief of the toregoing statement is based upon (personal knowledge) (information provided to me by (see below), a credible person working at (see below), who personally observed such offense): On January 26,2011 Travis County Sheriff's Department Executive Assistant Florence Briceno received a phone call from Sergeant Thomas with the Department of Defense a person identifying himself who told lrls. driceno that he wanted her to hand deliver his phone number (601-523-8193) to Sheriff Greg Hamilton because he wanted him at a meeting with the County Attorney's Oflice on January 27'n. Ms. Briceno told your affiant that Sgt. Thomas told her that he didn't want his phone number sent electronically to the Shenitf. Ms. Briceno hand delivered the phone number to Sheriff Hamilton. Sheriff Hamilton contacted Sgt. Thomas and learned that he had arranged a meetin! at the County Attorney's Office located at 3'14 West 11th Street at 11:00 a'm. and in alendance was going to be Ausiin Police Department Chief Acevedo and the County Attorney. Sheriff Hamilton told your afliant that Sgt. tfromas said the meeting was going to be about the Los Zetas (a criminal organization in Mexico dedicated mostty to international illegal drug trade and other organized crimes). ln that conversation Sgt. Thomas told Sheritf Hamilton that he was arriving in Austin at ABIA at 8:55 a.m. Sheriff Hamilton asked Travis County Sheriff's Deputy Derrick Taylor to pick Sgt. Thomas up at 8;55 a.m. at ABIA and take him to the County Attorney's Office for the 11:00 a'm. meeting. Sheriff Hamilton asked your affiant to attend the meeting as well.

Depug Taylor picked up Sgt. Thomas at ABIA and while en route to the meeting Sgt Thomas spoke to TCSO dispatch on

a recorded line and identified himself as Sgt. Thomas with the Department of Defense and requested TCIC and NCIG
information re severalsubjects to include John Claud Owen. On January 27, 2011 your atfiant arrived at the meeting that was attended by several representatives with the County Attorneys Office, representatives with the Austin Police Department and Sherilf Hamilton. Sgt. Thomas identified himself to everyone at said meeting as a member of the Special Forces with the United States Military. He advised that he was investigating a person idenlified as: JOHN CLAUD OWEN Sgt. Thomas stated that he learned that the Los Zetas were planning on killing the Sheriff of Webb County, Texas and that in November of 2010 his leam went out at night and got into a shootout with members of said gang. Sgt. Thomas stated that he killed one of the top members of the gang and Owen returned fire and shot him in the right shoulder. Sgt. Thomas, who was wearing digital camouflage military latigues that had his name insignia on his chest, took his shirt otf exposing his bare chest. Your afliant could see what appeared to be a scar on his right shoulder.
Sgt Thomas pulled a small case out of his back pack and displayed a purple heart to the meeting attendants. Sgt. Thomas lurther advised that he had been shot several times in Afghanistan and received two purple hearts. Sgt. Thomas presented several brown file folders with pictures of Owen and various court documents from Travis County Texas, Madison County Mississippi, and Mobile Alabama. The Brown file folder was stamped Department of Defense.

This file also contained various personal identifiers of John Claud Owen and family members,
Sgt. Thomas went on to say that Owen had a pending Possession of a Controlled Substance case with APD and that Owen is a member ol the Los Zetas, Sgt, Thomas stated that the APD Otlicer that anested Owen for the P.O.C.S. is in danger because the Los Zetas are going to kill him il Owen isn't placed in custody. Sgt. Thomas stated that Owen is currently out on bond. Sgt Thomas continued to say that once Owen was in custody he had a plan to implicate Owen as an informant to the Los Zetas gang members and that this plan would get Owen killed.

Sheritf Hamilton had to excuse himself from the meeting because of a prior engagement. After he left, Sgt. Thomas stated that once Owen was arrested and placed in the Travis County Jail that he and Sheriff Hamilton had already worked

everything out lrom that point,

about what wa$ After the meeting your Affiant spoke with Sheritf Hamilton and questioned what Sgt. Thomas had said agreements with Sgt. Thomas worked out between them. Sheriff Hamilton told your affiant that he knew nothingabout any and asked your affiant to check Sgt. Thomas credentials and verify the above information. your atfiant checked the telephon6 number that Sgt. Thomas had given for himself through a Law Enforcement Database and learned that it came back to a person identified as: RAYMOND ETHAN THOMAS WM, DOB: 08'13-76

your affiant obtained a photograph of Raymond Ethan Thomas through the Mississippi Fusion Center Office of Home
Land Security and positivety identilied him as the same Sgt. Thomas that had attended the meeting on January 27th.

your Affiant contacted the local FBI Joint Terrorism Oflice and the Department of Defense Agent Scotty Sharpe and learned that Raymond Ethan Thomas wasn't currently in the Military. Your Affiant learned that Thomas only military

service had been as a private in the Army National Guard between 2000 and 2002. Affiant conducted research as it relates to Thomas being a recipient of a Purple Heart and was advised by DOD that there was no record of Thomas being a
recipient.

AFFIDAVIT BY SENIOR DEPUTY WAYNE SAMSON your afiiant learned that Thomas has a criminal history that includes a perjury charge out ol Mississippi. He spent 13 months in the Department of Corrections for a 6 year sentence.

your Affiant believes that Raymond Ethan Thomas impersonated a public servant with the intent to induce another to
submit lo his pretended official authority.

your Afliant is a licensed Peace Officer lor the State of Texas and is employed as a Deputy with the Travis County
Sheriffs Department lntelligence unit for the past 25 years. The above offense took place in Travis County, Texas.
