In the spring, Romney told donors that he would consider eliminating home mortgage deductions for second homes. The numbers are important because Romney has said that he will lower tax rates across the board without reducing government revenue. He also says he wants wealthy Americans to continue to shoulder the same share of the tax burden as they do today. One way to make the numbers add up would be to adjust tax deductions and exemptions. Despite these reports, in public statements and private meetings, top U.S. officials spent nearly two weeks highlighting intelligence suggesting that the attacks were spontaneous protests against an anti-Muslim film, while playing down the involvement of organized militant groups. It was not until last Friday that Director of National Intelligence James Clapper's office issued an unusual public statement, which described how the picture that intelligence agencies presented to U.S. policymakers had "evolved" into an acknowledgement that the

attacks were "deliberate and organized" and "carried out by extremists." The existence of the early reports appears to raise fresh questions about the Obama administration's public messaging about the attack as it seeks to fend off Republican charges that the White House failed to prevent a terrorist strike that left a U.S. ambassador and three others dead. "What we're seeing now is the picture starting to develop that it wasn't a problem with the intelligence that was given, it's what they did with the intelligence that they were given," Representative Mike Rogers, chairman of the House of Representatives Intelligence Committee, said in an interview on Tuesday. "This picture is still a little fuzzy but it is starting to come into focus and it appears that there were, very early on, some indications that there was jihadist participation in the event," he said. The Obama administration has strongly defended its public accounts of what happened in Benghazi, and said its understanding has evolved as additional information came in. "At every step of the way, the administration has based its public statements on the best

assessments that were provided by the intelligence community. As the intelligence community learned more information, they updated Congress and the American people on it," said White House spokesman Jay Carney. Some officials said U.S. spy agencies tried to avoid drawing premature conclusions about how the violence began and who organized it. "Unless you have very good reports that strongly suggest who was behind the attack for sure, it is prudent to be careful, because placing emphasis publicly, even tentatively, on any one group or groups too soon can lead everyone down the wrong path," said one official, who spoke on condition of anonymity. Republicans have sought to make the shifting stories told by administration officials about the attack, and inadequate security precautions at the U.S. diplomatic site in Libya, a major issue in the presidential campaign leading up to the November 6 election. Two House Republicans said they would hold Congress' first hearing on the matter on October 10. CIA TALKING POINTS The stream of intelligence flowing into Washington within hours of the Benghazi attacks

contained data from communications intercepts and U.S. informants, which were then fashioned into polished initial assessments for policymakers. Officials familiar with them said they contained evidence that members of a militant faction, Ansar al-Sharia, as well as al Qaeda in the Islamic Maghreb, or AQIM, were involved in the assaults. The report did not allege the attacks were a reaction to the antiMuslim film, but acknowledged it was possible that the attackers sought to use an outbreak of violence in Cairo over the film, which insulted the Prophet Mohammad, as a pretext for attacks. One official said initial reporting suggested militants had begun planning attacks on U.S. targets in Benghazi before September 11, but may well have decided to use the protests as a pretext for moving forward that day. Reuters reported on September 12, citing U.S. government officials, that the attacks may have been planned and organized in advance, and that members of Ansar al-Sharia and AQIM may have been involved. Yet on September 15, administration officials, relying upon what they said was other information from intelligence

agencies, circulated to members of Congress a set of talking points prepared by the CIA that purported to summarize what U.S. intelligence knew. The talking points said: "The currently available information suggests that the demonstrations in Benghazi were spontaneously inspired by the protests at the U.S. embassy in Cairo and evolved into a direct assault against the U.S. diplomatic post in Benghazi and subsequently its annex." The document then noted that "There are indications that extremists participated in the violent demonstrations." It contained no further elaboration. The talking points reflected information that White House officials and Congress were given in closed-door intelligence briefings in the days immediately after the attacks. In one such session, CIA director David Petraeus used lines which paralleled the talking points. "It seems increasingly clear that the briefings provided to Congress and the public about the Benghazi attack were at best incomplete and at worst misleading," Senator Saxby Chambliss, the Republican vice chair of the Senate Intelligence Committee, told Reuters. With gas prices climbing, consumers are looking to save with energy-efficient cars. Luckily, fuel economy standards are on the rise, and there are more electric and hybrid cars on the market. In fact, all 10 cars on the list of the most fuel-efficient vehicles put out by the Environmental Protection Agency are either electric or hybrid cars. Their mileage is written as mpge, or miles per gallon equivalent. Two vehicles, the Azure Dynamics Transit Connect Van and Wagon, share the same mechanics and are lumped in sixth position on the EPA's list. But since those vehicles weren't in production at press time, Bankrate hasn't included them on its list. In addition to fuel savings, keep in mind that electrics and hybrids get federal tax breaks, and some states offer additional tax incentives. The Honda Civic Hybrid gets 44 mpge in the city and on the highway. The Honda Civic Hybrid comes in one trim option with a suggested starting price of $24,200. Upgrades such as leather seats, satellite-linked navigation

and a continuously variable transmission are available for a higher price tag. The Civic Hybrid has a 1.5-liter four-cylinder engine. It comes standard with a 144-volt lithiumion battery and a permanent magnet electric motor. According to the EPA, you can expect to pay around $1,300 over the course of the year for gas, and you'll travel about 523 miles on a tank. This vehicle was pushed off of the EPA's top ten list of energyefficient cars when the Tesla S was introduced, but Bankrate is including it because two other cars on the list are not yet in production. Toyota's Prius Plug-In does 51mpge in the city and 49 mpge on the highway. The Toyota Prius Plug-in Hybrid is the biggest gas saver in the Prius lineup. The standard model starts at $32,000, and the advanced model begins at $39,525. The Plug-in gets its power from a 1.8-liter, four-cylinder gas engine combined with an electric motor system, as does the standard Prius. Combined they put out 134 horsepower, Edmunds says. The Plug-in uses a 4.4-kilowatt, lithium-ion battery instead of the

cars. As a plug-in hybrid, the Volt comes with two sources of energy. The primary power source comes from a 16-kilowatt-hour, lithium-ion battery pack, which powers the electric motor. When the battery is almost depleted, the 1.4-liter, four-cylinder gasoline engine kicks in, using premium gas. The EPA ranks this vehicle by combining the mpg of the gas engine with the mpge of the electric motor. It comes out at a combined 60 mpge. An interesting article from WaPo about a rising political star in Italy.(Link) Some details: Beppe Grillo is a well know TV personality/comedian in Italy. At age 64 he ran for political office in Parma, and won. He has been doing a lot of talking since, and his philosophies have become very popular. His message is Italian nationalism, an end to the link with the Euro, he has even advocating defaulting on Italys debt. From the WaPo article: Four months after his Five Star Movement swept into government here in a surprise victory that sent his national profile soaring, he stood in a town square and delivered a breathless tirade againstthe forces seeking to destroy Italian society. He called for a referendum on the euro and said Rome should follow in the footsteps of Argentina and Ecuador by suspending payments on the national debt. In the country that could make or break the future of the euro with its next election, he described Germany and France as European paymasters who would bleed Italy dry. He is a thermometer of Italys

political temperature, and the success of a demagogue like him would send a dangerous message to our allies in Europe that credibility and sacrifice are no longer on Italys agenda. Recent surveys suggest that almost one in five Italians now back it, placing his movement only single digits behind the nations two leading parties in popularity. I have no real understanding of Italian politics, but I think there is

an important message in Grillos meteoric rise in popularity. My conclusion is that Mario Draghis effort to save the EU (and the Euro) is doomed to failure. We have a bizarre status quo today, there is calm in the Euro bond markets. The stability is driven by the belief that Spain will soon accept a bailout (and all of the very bad things that this implies). And when Spain does get down on its knees and begs, the ECB will quickly act, and

begin to buy unlimited amounts of dodgy Spanish paper. The problem is that Spain is very reluctant to ask for that ECB bailout. We are in financial fairyland today. It wont last. In the not too distant future the markets will push Spain to the edge, and the country will be forced to accept the ECB/IMF terms. Very shortly thereafter, the pressure will grow for Italy to accept the same terms as Spain. And that gets us back to

Beppe Grillo. When these events unfold in Italy, the Italy First message now being sent by Grillo will rise higher and higher. Its possible that Spain will be forced to accept the strict conditionality of an ECB /IMF bailout, but there is no way that Italy will. The Italian people will simply not accept their country becoming a (bigger) serfdom of Germany. Mario Draghi knows what the political mood in Italy is. He is keenly aware of the rise in popularity of Grillo, and his message. Mario also understands what Grillo could mean to his efforts to put his home country into economic jail. Draghi has always spoken with great confidence. He has used words likeunlimited andforever. But he also reads his hometown newspapers. He has to know that he cant carry off his plan. The economics of his bailout might work, but the political side of the equation is going to fail. Im sure Draghi is aware of all this; that means he is one hell of a bluffer. Con man pleads guilty to selling fake Facebook shares

It was a simple scam that most recently landed John Mattera in jail. He was selling shares in companies -- including Facebook and Groupon -- that didn't actually exist. For this, Mattera pled guilty today to three criminal counts -conspiracy, securities fraud, and wire fraud, according to Bloomberg. In selling these shares that he didn't own and wasn't allowed to

sell, Mattera raked in $11 million from naive would-be investors. Mattera carried out these scams through a hedge fund he operated called Praetorian Global Fund, according to Bloomberg. For the two years he managed this fund, he'd sell phony shares for companies that weren't yet public but were expected to make initial public offerings in the near future. Instead of investing his customers' money, he bought luxury items for himself, including jewelry, cars, and interior decorating for

his plush Florida home. The Feds originally nabbed Mattera in South Florida in November 2011 and scheduled his hearing for this week in U.S. District Court in New York City. Once in court today, Mattera pled guilty to all three criminal counts and tried to plead guilty to a fourth count of money laundering. According to Bloomberg, Judge Richard Sullivan refused to let Mattera remain free on bail after the hearing and instead ordered him to go immediately to jail.

Mattera has a long history with fraud. According to Forbes, his criminal resume includes bogus bankruptcy filings, moonlighting as a mortgage broker without a license, and Securities and Exchange Commission stock fraud. Mattera is scheduled to be sentenced for his most recent con in February and it's expected he will get 10 to 12 years in prison. Judge Sullivan said he would decide later whether he'd accept Mattera's guilty plea to money

When Barack Obama and Mitt Romney go head-to-head Wednesday night to tell America why they should be President, the whole country, and in some cases the whole world, will be watching. But thanks to the rise of the Internet and social media, millions of people won't just be watching, they'll be participating in a wide variety of ways - from hanging out on Google+ to commenting and sharing. Major news networks from all over the media spectrum are jumping on the online bandwagon this election season. The Washington Post, for example, will host a Google Hangout during all the debates and will have a video player that will lets users re-watch the debates and jump to different spots. If you need a good bedtime story after watching, you can also read

transcripts and Washington Post analysis, although you might get too worked up to sleep depending on how passionate you are about politics. We've come a long way since 1960. That was the year of the first televised debate between two U.S. presidential candidates. Fifty -two years after Kennedy and Nixon verbally sparred onstage, this political traditional continues, but with more ways of watching than ever before. Much has changed even in the last four years. In 2008, watching the debates without a cable subscription involved streaming them from a clunky player on CNN's website, which could kinda-sorta be full-screened to fit onto your television, if you were so ambitious as to plug your laptop into your HDTV. Good news: This year, things are going to be much easier. (And not just for watching online, but also for interacting with other political junkies.) On October 3, October 16, and October 22, CNN will stream presidential debates between President Barack Obama and Governor Mitt Romney live on its website, just as it did last time around. In a new interactive

twitst, the network's Web interface will allow viewers to select specific clips from the debates and share them over Facebook and Twitter. Speaking of devices with the word Mini in their name, some are thinking that Samsung will announce the Galaxy S III Mini next week after German press invitations suggested something along those lines. iOS 6 adoption has hit 60% of Apples user base, and we found out today that Motorola has dropped its ITC lawsuit against Apple, but we dont why just yet. After announcing its new 4G LTE service last month, EE made headlines a few times today. First, the company put a handful of 4G LTE capable devices up for sale, then brushed aside negative comments from its LTE rivals, and finally, we got to take the iPhone 5 through an EE 4G LTE speed test. One analyst is saying that the problems with Apple Maps arent having an effect on iPhone 5 demand, while we learned that most of Microsofts temporary retail stores will be

opening on October 26. We heard today that Samsung Galaxy S III sales took a jump around the time the verdict in its case against Apple was delivered, as well as when the iPhone 5 was announced, which is interesting to say the least. Facebook is defying Australian law enforcers and refusing to take down a "hate" page that attacks an accused murderer and rapist. According to Australian contempt law, media outlets should not publish information that could feasibly prejudice the jurors or judge on an ongoing case. Similar to the UK Contempt of Court Act, the law was originally designed to limit the information published by news agencies, however today it's relevant and applicable across

social networks. The case in question is that of Irish expatriate and Australian Broadcasting Corporation employee Jill Meagher, who went missing after leaving a bar in Melbourne in September 2012. Why what happened in Benghazi is actually great for America. BY TOM MALINOWSKI| OCTOBER 2, 2012 Two months into Libya's revolution in April 2011, I visited Benghazi and the other liberated cities in the country's east. It was Libya's hour of greatest idealism and highest hope. The rebels were promising to build a society grounded in human rights and respect for law. In town after town, walls were painted with slogans of revolutionary moderation: "We reject extremism" and "We want a country of institutions." Everyone who wasn't rushing to fight on the front lines seemed to be starting a newspaper or radio station or volunteer group, eager to connect to the world from which Muammar al-Qaddafi had isolated them and grateful to the mostly Western countries that helped them in their moment of need. I met Ambassador Chris Stevens then, in his makeshift diplomatic mission in a Benghazi hotel. He had recently arrived as America's envoy to the rebel authorities in the east and was pressing them, as I was, to treat prisoners well and to start building judicial institutions. We shared a laugh about what seemed America's biggest image problem in Benghazi at the time: French and

Italian flags outnumbered American ones in the central square during Friday prayers. The explanation: Libyans had to make the flags by hand, and simple European tricolors were easier to reproduce than all those stars and stripes. But Stevens knew Libya too well

to assume that the rebels were all Jeffersonian democrats or that the militias fighting Qaddafi would easily give up their guns and power when the dictator was gone. He believed, however, that something special still had a chance to emerge from Libya's revolutionary chaos: that having

suffered 40 years of Qaddafi's Green Book ideology, Libyans would be wary of extremists and ideologues of all stripes; that having awakened, Libya's civil society would not let anyone, neither a dictator nor armed gangs, intimidate it again; that having received the right measure

of international help -- enough to win their friendship, but not so much as to deny them ownership of their revolution -- Libyans would develop a healthy relationship with the West, neither overly dependent nor reflexively LIBYA page 25

hostile. At first, Stevens's murder in Benghazi seemed to call these hopes into question. Many Americans naturally wondered whether support for the Arab Spring yielded any benefits for the United States, or just more rage. It seemed inevitable that the State Department would restrict its diplomats behind even more walls and steel -- though Stevens died not while engaging with Libyans in the cultural center he had come to Benghazi to open, but behind the walls of a diplomatic compound and the steel of a "safe" room. Terrorists can strike anywhere. But it is how governments and societies react that determines whether terrorism succeeds or fails. And Libyans' reaction to the tragedy vindicated what Stevens believed the country is and could become. Could anyone, whether a cynic or optimist about the region, have dreamed of a better response to an attack on a diplomatic mission on Arab soil than what happened after the violence in Benghazi -- tens of thousands of people marching on the headquarters of the law-defying militias suspected of complicity in the assault (and of multiple other killings over the past several months) to run them out of town, while holding signs paying tribute to the fallen ambassador? It was not just Libya's political elite who were angry and ashamed about what happened. The morning I learned of Stevens's death, I emailed an

influential Islamist leader in eastern Libya, fearing that he would be more agitated by the anti-Mohammed video than the killings we thought (wrongly it seems) it had precipitated: "You can't imagine how sad we are," he immediately replied. "Clearly, [Stevens] was a citizen of a country that has helped us to be liberated from one of the most bloody regimes; and before all that, he was our guest who we were supposed to protect. We will do all we can to make clear that a killing is a killing no matter what the motives were." Libya's highest religious leader, the grand mufti, issued a fatwa against the killers, linking them to militants who have been attacking Libya's Sufi shrines in recent weeks. Libya's offshoot of the Muslim Brotherhood was the first political party to denounce the attacks. Even a political party led by former members of the Libyan Islamic Fighting Group -- men who have plenty of reasons to be angry at the United States, especially because the CIA tortured them and rendered them to Qaddafi's prisons during George W. Bush's administration -- joined the condemnation and said the party accepted completely the U.S. government's assurance that it had nothing to do with the infamous Internet film. Consider how differently Libyans might have responded had the international community not come to their aid last year. Militant groups with links to al Qaeda would probably have gained

adherents among Libyans feeling bloodied by their government and abandoned by the West. These militants would have been just as eager to attack American targets on the anniversary of the 9/11 attacks, but the United States would have had far fewer Libyan friends, as well as a less cooperative partner in the Libyan government, to help meet the threat. As it is, the country where Barack Obama's administration made its most unequivocal stand on behalf of an Arab Spring uprising is the country whose citizens came together most marvelously in opposition to the embassy and consulate attacks and in solidarity with the victims. Where America's support for democratic change and human rights has been more measured, so has the popular reaction to the recent attacks. Egypt is a case in point. The official and popular responses to the breaching of the U.S. Embassy compound was, initially, far more ambiguous than in Libya. But so, in the minds of many Egyptians, has been U.S. support for their democratic aspirations. Obama did, of course, tell President Hosni Mubarak that he had to go during the Tahrir Square uprising last year and, at crucial moments since, has pressed Egyptian leaders to embrace change. He has not yet, however, managed to convince a majority of Egyptians that Washington was unequivocally on their side. In

large part, this is because of the 30-year legacy of U.S. support for Mubarak that Obama inherited. It is also because the fall of Egypt's dictator did not mean the immediate end of its military dictatorship, and because the administration has continued to balance its support for change in Egypt against its relationship with the country's abusive armed forces. In my view, Obama's finest hour in Egypt came this June, when he said the ruling Supreme Council of the Armed Forces should respect the results of Egypt's presidential election and let the Muslim Brotherhood candidate, Mohamed Morsy, take office. But this pressure did not come when the eyes of the world were upon Tahrir Square. It was exercised largely behind the scenes. And many of Egypt's revolutionaries were themselves of two minds about letting the Brotherhood take power. Obama's principled stand probably helped him three months later, when he persuaded Morsy and the Brotherhood to condemn the embassy attacks more vigorously after their initial silence. But it was not enough -not yet -- to overcome decades of popular Egyptian mistrust of the United States. In Yemen, the United States ultimately helped ease the longserving dictator, Ali Abdullah Saleh, out of office and is providing significant aid for the economy and the transition process. There is still resentment, however, over U.S. support for

Saleh in the first months of the uprising, over U.S.-backed deals that gave Saleh immunity and allowed his relatives to keep top security posts, and over drone strikes. Supporting democracy and development may be a priority for Washington in Yemen, but Yemenis know that it is not the top priority. This may explain why, when mobs breached the walls of the U.S. Embassy in Sanaa, many Yemeni citizens reacted with a degree of anger and shame, but not the universal revulsion -- or spontaneous popular rising against the perpetrators -- that we saw in Libya. And it may be why Yemen's parliament condemned the violence but voted against allowing U.S. Marines to reinforce the embassy compound. In Bahrain, too, Washington has straddled the fence between demanding political reform and staying on good terms with an authoritarian monarchy that hosts a U.S. naval base. Many members of Bahrain's mostly Shiite opposition are frustrated with the United States for not opposing the Bahraini government's repression more strongly; from time to time, young protesters chant antiAmerican slogans. But opposition leaders and activists still desperately want American help. BY SHAUN WALKER| OCTOBER 2, 2012 TBILISI, Georgia Beyond his zebra-rearing, art-collecting eccentricities, we don't know all t h a t m u c h about Bidzina Ivanishvili, whose Georgian Dream coalition won a shock victory in Monday's parliamentary elections here. But after his victory news conference, we do know one thing for sure: He's no orator. In a long meeting with the media in a sweaty room at Georgian Dream headquarters on Tuesday, Oct. 2, Ivanishvili rambled, repeated himself, appeared to make up policy on the spot, and accused a reporter from a major international news agency of being a stooge for his opponent, President Mikheil Saakashvili. He was also oblivious of the fact that G e o r g i a n l a w requires Saakashvili, as president, to approve the prime minister's nomination, at least until the Georgian Constitution changes next year. Initially, he argued forcefully with journalists that this was incorrect, before later conceding the point. It was an unnerving performance that might give people some cause to wonder just who the man is

Saakashvili's reforming but authoritarian rule, and what kind of government he might go on to lead. Much of the vitriolic election campaign that took place here over the past few months focused on the flaws or benefits of Saakashvili, the hero of the 2003 Rose Revolution. His eccentric opponent was something of a side attraction. Now that Ivanishvili's coalition is going to dominate Parliament, however, the spotlight falls on the oligarch, who lived in complete hermitdom prior to his entry into politics. Until last year, few people even knew what he looked like. He had given just one interview, to the Russian newspaper Vedomosti, back in 2005, and he shunned all publicity and public events. He moved as stealthily as a cat whenever he left the safety of his contemporary castle of glass on a hill overlooking Tbilisi, disbursing his philanthropic donations to Georgian artists and intellectuals quietly and anonymously. After he announced in October 2011 that he was the man to challenge Saakashvili, he had to make a quick adjustment to the world of media appearances and interviews. A gift to the profile writer, Ivanishvili often seems like he has wandered straight off t h e p a g e s o f a Gary Shteyngart novel. His political rallies have featured performances by his albino son, who is a rapper. When I interviewed him two months ago,

at his Black Sea estate, he arrived driving a red golf buggy, playing " My Way" on the stereo and offering an impromptu tour of his exotic-pet collection before we sat down to chat. There were flamingos, parrots, peacocks, and two zebras. Another reporter who visited one of his other residences discovered a kangaroo and several penguins (it being January, they were swimming around his pond and not being refrigerated, as they are during summer). "The main problem is that he does not know what love is," Ivanishvili told me when I asked him what he disliked about Saakashvili. In an interview with the Russian edition of GQ, he elaborated: "I love people, unlike Saakashvili, and they feel it," he said. "Saakashvili loves only sex and food." In the time we spent talking, he came across as a surprisingly affable, if rather bizarre character. He was comfortable talking about how Zelda, his zebra mare, is pregnant, or how there are eight breeds of peacock (he has them all). He was even comfortable talking about his rise from a Georgian villager to a Russian billionaire and how he negotiated the dangers of the 1990s Moscow business climate. He was less cogent, however, on specific policies, concentrating instead on ad hominem attacks on his opponent. (Saakashvili's people, for their part, returned the compliment, describing him as a "weirdo" and a Kremlin stooge.) He also appeared confused by the

transition from dealing with business subordinates to dealing with inquisitive journalists. At the end of our interview he waved a hand and said, "You know which bits to use and which bits not to use, right? I'm sure you understand what you should write and what you shouldn't." Now that the interviews are taking place in front of dozens of television cameras, his confusion that a journalist's purpose actually might be to ask him difficult questions rather than make him look good is more easily visible. At his Tuesday news conference, responding to a perfectly reasonable question from a Bloomberg reporter about whether the so-called " thieves-inlaw" may come back to Georgia now that he is in power, Ivanishvili lost his cool. "Who asked you to ask that question? Saakashvili? Bokeria?" he snapped, referring to the president and one of his key advisors, Giga Bokeria. "It is not a valid question. I'm not answering it." Despite the plethora of advisors who surround him, he also seems to be poorly briefed and is already making statements inconsistent with the few interviews he has given. When asked on Tuesday how much of his fortune he had spent on his campaign, he said: "About $2 million. I'm not sure, exactly. Between $1 million and $3 million." In a July interview he said he had already spent up to $10 million. His sense of political timing also

leaves something to be desired. In his rambling introduction he made the same point four times and spoke at length about how he would prosecute a single judge who had been responsible for what he called unlawful verdicts against the opposition. He stated that if Saakashvili could work with the opposition, then a cooperative relationship could be achieved. Nearly two hours into the news conference, however, Ivanishvili suddenly dropped a bombshell, demanding that Saakashvili resign, instead of seeing out the final year of his presidency. "The only right thing for him to do now is to take his pen and resign," Ivanishvili said. "This would be good for himself and for his future." Ivanishvili appeared to have had the thought on the spot, and the statement immediately caused alarm among the international community, especially after Saakashvili's surprisingly magnanimous concession speech. "This call is totally unacceptable and is a direct attack against democracy and the rule of law," said a statement from Wilfried Martens, president of the European People's Party, which is affiliated with Saakashvili's United National Movement. It was only on the thorny issue of relations with Russia that Ivanishvili sounded assured, insisting that he would seek to bolster trade and cultural ties with Georgia's overbearing northern neighbor, but at the same time vowing not to err at all from Saakashvili's course of NATO and

EU integration. The general consensus at the moment is that this election campaign, despite being spiteful and vitriolic, has ended up as a tremendous advertisement for Georgian democracy. There are not many countries in this region where a powerful sitting president could be so undermined at the ballot box. But Georgian politics, after all, has a long history of enthusiastic celebration of a messiah figure before a swift process of disillusionment kicks in. Recently, we have been inundated with headlines and opeds referencing pruned or wilted roses (the most recent: " Petals Drop Off the Rose Revolution"). The test for Ivanishvili will be keeping his newly victorious coalition -- which ranges from liberals to ultranationalists -together, now that they are no longer fighting a common enemy. How soon before we see the first "Georgian Dream Turns to Nightmare" headline? Not long, unless Ivanishvili develops a new set of political skills quickly. fragile and perhaps temporary -in the possibility of a more principled American policy that protects U.S. interests in Bahrain from the anger of its Shiite street. Yet America's partnership with Bahrain's government has not stopped hard-line members of the country's ruling family from fomenting anti-American hatred among their Sunni supporters. The only demonstrators waving the al Qaeda flag outside the U.S. Embassy in Bahrain last month were backers of the monarchy. If there is a threat to the thousands of American personnel stationed in Bahrain, it is more likely to come from supporters of America's authoritarian "friends" on the island than from the opposition, as U.S. military officers on the island privately acknowledge. What lessons should the Obama administration draw from all this? First, recent events have reinforced, not weakened, the rationale for supporting political change in the Arab world. No sober-minded proponent of such a policy believed it would prevent every act of terrorism or resolve every source of tension between the United States and the region. The point was to deny extremists the argument that the United States supports oppressive regimes and to gradually win America more allies among the

people of Arab countries against al Qaeda and extremism. It was also to create space for the political reformers and civil society activists whom the Mubaraks and Qaddafis (not to mention the House of Saud) suppressed, allowing them to serve as a counterweight to those on the violent fringe. So far, the more consistently this policy has been applied, the more these effects have been seen. Second, the United States naturally cannot do everywhere in the Middle East what it did in Libya. The solidarity Libyans feel with the countries that supported them, as well as their consequent rejection of terrorism, is not by itself a sufficient argument for military intervention in Syria or elsewhere. But people liberating themselves from dictatorship in the Arab world will be more likely to help those, and listen to those, who help them (and vice versa). Entanglement in the troubles arising from the Arab Spring is not a dangerous thing for the United States if it is principled and aligns Washington with people struggling for their dignity and human rights. Certainly, this is no time to lurch to the opposite extreme -- to start seeing the region in terms of threats, not opportunities, to pull out the diplomats and send in the drones. It is sad that the only

questions Congress is asking the administration now about Libya concern the attack on U.S. diplomats and whether someone can be blamed for not anticipating it or beefing up security enough. Congress should be demanding to know how the administration plans to continue the fallen diplomats' mission. How will it help the legitimate Libyan authorities rein in the militias responsible for the lawlessness in the country, as the vast majority of Libyans want? Third, though the United States will continue to juggle multiple interests in the Middle East, a revolutionary moment is not a time for nuance. If you want to win the respect and trust of people in the region, as Obama set out to do in his famous speech in Cairo, and one day those people risk prison and death to challenge their authoritarian regimes, then on that day you must be clearly, unequivocally on their side, or they are not going to hear you. A final thought: Obama didn't make or break the Arab Spring. But the Arab Spring is Obama's first-term foreign-policy legacy. This is not what realists in the administration expected. But the democratic upheaval in the Middle East is the only major global development in the last four years that is shifting the course of history and that the

United States has been able to affect for better or for worse. Nothing else compares. The Middle East peace process is stalled (all the more reason for the administration to be seen addressing other sources of tension between the United States and the Arab world). Afghanistan and Iraq have preoccupied the administration, but those are old commitments being wound down, not positive efforts to build something new. The "Asia pivot" may be a wise adjustment in priorities, but it has not yet produced significant achievements. The win the administration most often cites, the democratic opening in Myanmar, is hopeful, but has nothing to do with the U.S. decision to focus more on the Pacific. The first month above 50indication of growth in US manufacturing, however feebleafter three consecutive months of declines. Halleluiah. But in California, despite the current hype, the manufacturing index suddenly collapsed. Manufacturing in California is to be taken with a grain of salt. Much of it migrated to low-wage countries like China and Mexico. In Silicon Valley, once the center of high-tech manufacturing, chip startups are fabless; they design chips and outsource manufacturing to foundries in China. The iPhone and similar devices have never been manufactured in the US. Computers are manufactured worldwide, not in California. The big thing these days is software in all its forms, from run-of-the-mill photo-sharing apps to Big Data.

And everyone wants to create the next Facebook. Um, well, minus the IPO fiasco. Biotech research outfits are sprouting up. And then there is Tesla, the electric-car startup, trying to make a go of it at a plant where GM and Toyota had thrown in the towel. Its burning through hundreds of millions of dollars in investor money, taxpayer money, and customer deposits, and it hasnt manufactured very much yet. So manufacturing in California needs quotation marks. But even the VC-funded bonanza in the Bay Area appears to be drying up. VCs are still making deals at a good clip: $4.16 billion in the second quarter, up from $4.04 billion for the same period last year. But the Facebook IPO fiascoyou still cant have a conversation around here without itand other IPO fiascos have weaned limited partners off their wildest dreams. And theyre having an impact.... on fundraising. Ever more VCs are chasing down fewer and more skeptical investors who, inexplicably, have become reluctant to part with their money. It has been a dismal fundraising climate.

The trend has been going on for several years, as investments by VCs have outpaced their ability to raise funds. At some point, these funds will be drawn down, and investments in startups will wither. Weve been through this before. And it might be at the cusp of happening again. It will take the sheen off the Bay Area. Meanwhile, manufacturing in Southern California, where this exotic activity is still practiced, is leading the way. California has its own manufacturing PMI, the Inland Empire Report on Business, sponsored by San Bernardino and Riverside Counties in Southern California, commonly called the Inland Manufacturing Index. After the recent high of 60.8 in Marchabove 50 indicating growthit zigzagged down to 52 in August, and then in September, it crashed to 43.4the lowest level since September 2009. All five key components were weak. And three fell off a cliff: Production tumbled from 55 in August to 37.5 in September; New Ordersa harbinger of pain to comefell from 52 to 37, and Exports fell from 51.1 to 35.7. Disturbing, the report called it.

So, with orders, production, and exports going south, the employment index sank to 44.6, indicating declining employment in manufacturing for the first time since December 2011. But thanks to the serial and now infinite QE, the Bernanke effect has kicked in: one component actually rose to 64.1, namely commodity prices. These higher input costs are adding to the pressures that businesses face. Optimism about the local economy for the next quarter dropped sharply, replaced by outright negativism: 42% of the purchasing managers now expect the economy to be weaker, a jump from 29% in August. Only 12% felt it would be better. Their comments were largely negative. Business is real slow or slowing orders were common themes. While there is some seasonality in this index, the fact that it dropped so sharply and, on the way down, blew past the lows of the last three years is troublingand not only for California. Nationwide, CEOs believe the next six months are going to be tough; and theyre reacting to it by slashing capital expenditures

and jobsto reflect global demand flattening out, particularly in Europe and China, explained Boeing CEO Jim McNerney. The numbers evoke the dark days of 2009 and doubledigit unemployment. ECB President Mario Draghi Is No Match For This Italian Comedian

An interesting article from WaPo about a rising political star in Italy.(Link) Some details: Beppe Grillo is a well know TV personality/comedian in Italy. At age 64 he ran for political office in Parma, and won. He has been doing a lot of talking since, and his philosophies have become very popular. His message is Italian nationalism, an end to the link with the Euro, he has even advocating defaulting on Italys debt. From the WaPo article: Four months after his Five Star Movement swept into government here in a surprise victory that sent his national profile soaring, he stood in a town square and delivered a breathless tirade againstthe forces seeking to destroy Italian society. He called for a referendum on the euro and said Rome should follow in the footsteps of Argentina and Ecuador by suspending payments on the national debt. In the country that could make or break the future of the euro with its next election, he described Germany and France as European paymasters who would bleed Italy dry. He is a thermometer of Italys political temperature, and the

success of a demagogue like him would send a dangerous message to our allies in Europe that credibility and sacrifice are no longer on Italys agenda. Recent surveys suggest that almost one in five Italians now back it, placing his movement only single digits behind the nations two leading parties in popularity. I have no real understanding of Italian politics, but I think there is an important message in Grillos meteoric rise in popularity. My

conclusion is that Mario Draghis effort to save the EU (and the Euro) is doomed to failure. We have a bizarre status quo today, there is calm in the Euro bond markets. The stability is driven by the belief that Spain will soon accept a bailout (and all of the very bad things that this implies). And when Spain does get down on its knees and begs, the ECB will quickly act, and begin to buy unlimited amounts of dodgy Spanish paper. The problem is that Spain is very

reluctant to ask for that ECB bailout. We are in financial fairyland today. It wont last. In the not too distant future the markets will push Spain to the edge, and the country will be forced to accept the ECB/IMF terms. Very shortly thereafter, the pressure will grow for Italy to accept the same terms as Spain. And that gets us back to Beppe Grillo. When these events unfold in Italy, the Italy First message now being sent by Grillo will rise

higher and higher. Its possible that Spain will be forced to accept the strict conditionality of an ECB /IMF bailout, but there is no way that Italy will. The Italian people will simply not accept their country becoming a (bigger) serfdom of Germany. Mario Draghi knows what the political mood in Italy is. He is keenly aware of the rise in popularity of Grillo, and his message. Mario also understands what Grillo could mean to his efforts to put his home country into economic jail. Draghi has always spoken with great confidence. He has used words likeunlimited andforever. But he also reads his hometown newspapers. He has to know that he cant carry off his plan. The economics of his bailout might work, but the political side of the equation is going to fail. Im sure Draghi is aware of all this; that means he is one hell of a bluffer. In the ten years to 2010, the severely obese (Americans who are 100lbs or more overweight) increased about 70%. A new study from RAND Corporation (via ScienceDaily) found that "the proportion of people at the high end of the weight scale continues to increase faster than any other group of obese people, despite increased public attention on the risks of obesity." Up from 3.9% to 6.6% (or more than 15 million people) of our population is now morbidly obese. The prevalence of severe obesity was about 50 percent higher among women than among men, and about twice as high among blacks when compared to Hispanics or whites. Increases in obesity were also fastest in the younger cohorts - under 40.

"The proportion of people at the high end of the weight scale continues to increase faster than any other group of obese people, despite increased public attention on the risks of obesity," said Roland Sturm, lead author of the report and a senior economist at RAND, a nonprofit research organization. "But for the first time in the past 20 years there is evidence the trend is slowing." The study suggests that clinically severe obesity, instead of being a rare pathological condition among genetically vulnerable individuals, is an integral part of the population's weight distribution. As the whole population becomes heavier, the extreme category -the severely obese -- increases the fastest. To be classified as severely obese, a person must have a body mass index (a ratio of weight to height) of 40 or higher -- roughly

100 pounds or more overweight for an average adult man. The typical severely obese man weighs 300 pounds at a height of 5 feet 10 inches tall, while the typical severely obese woman weighs 250 pounds at a height of 5 feet 4 inches.

People with a BMI of 25 to 29 are considered overweight, while a BMI of 30 or more classifies a person as being obese. For a 5foot-10 inch male, a BMI of 30 translates into being 35 pounds too heavy. Or, for those confused:

This is a very good sign for the economy in September. Today's Seasonally Adjusted Annualized Rate of car sales came in at nearly 15 million, well ahead of the 14.5 million that was expected. It's the best month for car sales since the crisis, even topping the cash-for-clunkers spike. People don't buy a new car unless they're feeling confident about their employment situation. Not surprisingly, car sales closely

correlated with Non-Farm Payrolls. The strong number also backs up a number of strong consumer confidence readings lately. As Gallup notes today, confidence surged nicely in September. All you need are the relevant data and a set of web-based collaborative tools. And its gamble will pay you a million dollars if youre part of the winning design team. Welcome to the FANG Challenge, the latest of Darpas various design challenges that leverage the distributed intelligence of the crowd. (They dont want to call it crowdsourcing, but more on that in a second.) FANG stands for Fast, Adaptable, NextGeneration Ground Vehicle. In this case, Darpa wants to build an amphibious infantry vehicle to the specifications of the Marine Corps Amphibious Combat Vehicle, designed to carry Marines from ship to shore under fire. military vehicle, in less time, and without the support of megadefense corporations. To do so, youll have to break from the process through which those vehicles get engineered. Typically, explains Army Lt. Col. Nathan Weidenman, a Darpa program manager and armor officer, the component systems of military vehicles are engineered individually: The propulsion people work on the propulsion system, the data people work on data management, and so forth. But when you put them all together, you dont get what you expected, because all those components and sub-systems interact in ways we couldnt anticipate, Weidenman told reporters on Tuesday. Nothing is just a data-management system or a power or thermal system. All the components of a complex system like this have mechanical, power, data, thermal, and electromagnetic behaviors that affect other sub-components around them. The gamble behind the FANG Challenge is that once a design team has the data spelling out the requirements of each of the systems for a military vehicle, that team ought to be able to design the individual parts of component systems while taking note of how the other parts have to knit together. Darpa doesnt expect you to do the whole thing at once: First it wants you to build the mobility system; and later, itll ask you to design the chassis. But to be able to see how the component systems of the vehicle will need to interact, Darpa has created an online library of data called the Component, Context, and Manufacturing Model Library, or C2M2L, pronounced Camel and a virtual foundry called VehicleFORGE. Inside VehicleFORGE, people who form into design teams can inspect the data requirements for each component of the swimming tank (or, really, whatever you design); use imaging software to design each of the systems; and see immediately how any one part of the vehicle impacts every other one, so you can adjust your specs accordingly. As shown in the image above, the interface looks a bit like online gaming.

You open the aperture for innovation, Weidenman contends, beyond the same handful of defense giants that the Pentagon relies on for its expensive truck, plane and ship programs. To be clear, the FANG Challenge doesnt hold the Marines amphibious vehicle program hostage to the design whims of random people. Its an experiment in outperforming the military acquisition system. We have a close working relationship with the Marines, but they are not counting on FANG for the success of their program, Weidenman said. We will run in parallel, and if we are successful, the [amphibious vehicle] program will be the first beneficiary. Again, Darpa isnt actually expecting to build every part of this infantry vehicle all at once. The FANG Challenge is broken up into three phases. The first phase, opened to would-be competitors for registration on Monday, seeks to build the drivetrain and mobility systems. Darpa will open C2M2L and VehicleFORGE to participants in January, and teams will have until April to work. The winning design, judged according to the Marine Corps criteria for the

Amphibious Combat Vehicle, will get a million dollars. You can start to assemble your crew using the hashtag #DARPAFANG. The next phase, slated for late 2013, will be to design the hull, informed by the work in phase 1. Thats another $1 million. And in 2014, the winning design for the full vehicle will get $2 million. Darpa gets a design it expects it couldnt anticipate Weidenman thinks populating the design tradespace will yield wacky new structures and, the gamble goes, the Marines might get a new swimming vehicle long before the traditional Pentagon acquisitions process. That process, its worth noting, led its previous future swimming tank, the Expeditionary Combat Vehicle, to flameout after $13 billion and nearly 20 years of development. Darpas crowdsourced vehicle designs before. The 2010 Experimental Crowd-derived Combat-Support Vehicle (XC2V) Design Challenge created a combat vehicle that could be used for medevac. Weidenman thinks the FANG Challenge isnt exactly crowdsourcing, though. We do not consider Adaptive Vehicle Make and the FANG Challenges to be crowdsourcing in the traditional use of the term,

And its really valuable at attacking the kinds of problems that require someone to have an innate inborn skill, such as Darpas protein-folding challenges. Though Family Radio had still been airing Camping's messages for the past year, they were not related to any of his controversial teachings such as on doomsday or the apostasy of the church. Hammack, who read all of Camping's books and listened to most of his teachings in his early Christian years, believes Family Radio began re-airing the church teachings in July. The Christian Post called the radio network and was told that Camping's past church teachings were being re-aired but was asked to call back to speak with someone else. CP was unable to reach another Family Radio representative. In his 2001 messages, Camping states that God's judgment on churches had already begun and that salvation could no longer be found within churches. The broadcaster encouraged believers to leave their churches, which he claimed were being controlled by Satan. Hammack listened to and recorded those messages when they originally aired over a decade ago. The "end of the church age" consists of many episodes, according to Hammack,

who is concerned that new believers today could be misled. "You would think that Family Radio would get as far away from Harold Camping's teaching as humanly possible and bring Bible teachers who would get back to teaching the Scriptures," said the Texas pastor. HTCs One X is our current pick for the best Android handset out there (sorry, Galaxy S III), but that doesnt mean the handset is perfect. After all, who wouldnt like a bit more battery life, a bit more speed and processing power? Well, thats what HTC says it will deliver in the One X+, which is set to launch later this year alongside the mid-range One VX and the eagerly anticipated Windows Phone 8X. All three phones will be sold through AT&T in the U.S. The One X+, announced by HTC on Tuesday, will replace the One X (which launched in May) as the companys flagship Android handset, but on the outside, the One X+ and the One X will remain the same, except in color. The One X was available in a white or charcoal grey colorway, but the One X+ will be available only in matte black. The gorgeous 4.7-inch 1280720 LCD touchscreen on the One X

remains on the One X+, but on the inside, the beastly fast 1.5GHz dual-core Qualcomm Snapdragon from the original One X gets replaced by a 1.7GHz Nvidia Tegra 3 quad-core CPU. But a recent report claims that some highvolume dental chains are pushing their dentists to deliberately perform unnecessary procedures on Medicaid patients in order to make more money. In a new interview with ProPublica, David Heath of the Center for Public Integrity talks about the findings of the Centers recent investigation into these mega chains. We looked at two of the larger chains, and found evidence that these companies were putting pressure on their dentists to produce at certain revenue targets, explains Heath, whose investigation was the subject of a recent Frontline(scroll down to watch the entire episode), thus encouraging them to do procedures that may have been

unnecessary. According to Heath, one chain that focuses on children tries to make up for the low dollar amounts of Medicaid reimbursements by doing things like taking x-rays that were not needed, or putting stainless steel crowns instead of fillings on their teeth. They could make twice as much money from Medicaid on these crowns versus just putting a filling on a tooth. At the other chain, which has around 350 offices in 22 states and focuses on adult patients who have gone years without sitting in the dentists chair, Heath found people who received dentures they didnt need, and had teeth pulled out that could have stayed. He claims that one 87-year-old went in just to get two teeth pulled, but Instead they looked at her mouth and they came up with a treatment plan that was going to cost $8,000. LG's muscular washer and dryer are cleaning champs as well Lately we've noticed that some of the appliances tested by Consumer Reports are getting bigger and bigger, like the matching front-loading washer and dryer from LG. The megacapacity machines allow you to do bigger loads of laundry less often, says the manufacturer. In our tests, we found that this pair was not only bigger, but better in many ways. The LG WM8000H[V]A frontloader, $1,350, was superb overall, tops our latest Ratings of dozens of washers, and is a recommended model. Its capacity is the largest we've tested, but the normal cycle takes 100 minutes for an eight-pound load and when we filled the washer to capacity it took more than two hours to clean

our 24-pound load of wash. That's substantially longer than other tested washers. So while the oversized LG allows you to wash more laundry less often, each load will take you longer. The washer does have a TurboWash option, which delivered comparable cleaning of our eight-pound load and cut wash time by about 20 minutes. The LG matching electric dryer, DLEX8000[V], offers excellent drying and is relatively quiet. It's also a recommended model, but at $1,350 it's among the more expensive dryers we've tested. The gas model is DLGX8001[V],

So having the Medicaid help, Marty says, "helps get the children out of the hospital faster, which lessens the cost overall for the health care system, insurance, and everyone." But Medicaid critics say while programs like that may be useful, the program overall is still way too expensive. "For many states it's the biggest item in their budget. They're all struggling to figure out what to do," said Grace Marie Turner. She's a conservative health policy analyst and was a member of the Bush Administration's Medicaid Commission in 2005. Turner says one of the biggest problems is the amount of micromanaging of Medicaid that comes from Washington. "You wind up with all of this red tape and bureaucracy and it's costly and in my opinion we wind up with a program that provides the worst care to the most vulnerable people," she said.

Candidate Romney says he would solve the problem basically by ending Medicaid's status as a shared federal-state program. He would instead turn the money back to the states in the form of block grants and let them craft their own programs. But he'd also make his Medicaid plan a moneysaver, by capping what the federal government provides at the costof-living plus one percent. That's well below medical inflation, he told 60 Minutes last month. "That's a lower rate of growth than we've seen over the past several years, a lower rate of growth than has been forecast under federal management. And I believe on that basis you're going to see us save about a hundred billion dollars a year." Conservatives insist states can run their programs more efficiently without cutting people or services. Liberals are far more skeptical. "To me it is a very significant gamble that if you really cut the payments to states, that states will

somehow be able to find ways to cut money," said Pollack of the University of Chicago. "Right now, Medicaid pays very low rates to providers, its costs per person have actually been going up slower than just about anyplace else in the healthcare system." By contrast, President Obama's Affordable Care Act originally required states to expand Medicaid to most non-disabled adults with incomes under 133 percent of poverty. That's about $15,000 for an individual. And it will help more than just those people actually getting insurance for the first time, Pollack says. "It also allows the people who are taking care of that individual to get reliable payment, which is a really important issue for public hospitals and for many other organizations that just desperately need that support right now," he explains. But the Supreme Court this summer made that Medicaid expansion optional for the states.

Health and Human Services Secretary Kathleen Sebelius thinks eventually most states will opt in, if only because the federal government will pay nearly all the costs. "We think at the end of the day this is a deal that states won't want to turn down," she said at George Washington University this summer. But as with few other programs, the fate of Medicaid will be very different depending on who the next president is. Vitamin D No Help For Colds

Like other theories about the benefits of vitamin D, it seems like a reasonably good idea. After all, some lab studies suggest vitamin D might enhance immunity. And as everybody knows, people are more prone to respiratory infections during winter, when they cover up and get less vitamin D-generating sunlight. The authoritative Institute of Medicine thought the notion was plausible enough to recommend more research on the possibility in its otherwise deflating report on vitamin D and health almost two years ago. But a well-done study found zero difference in the incidence or duration of upper respiratory infections among 161 New Zealanders who took a hefty dose of vitamin D versus an equal number who took a fake pill. Participants were monitored for

18 months longer than in previous studies. The results appear in JAMA, the Journal of the American Medical Association. Dr. Jeffrey Linder of Brigham and Women's Hospital in Boston says in an accompanying editorial that the findings suggests vitamin D should join the list of 13 other common-cold nostrums considered by the Cochrane Collaboration as ineffective, questionable or possibly harmful. Those include Echinacea, zinc, steam inhalation, vitamin C,

They continue to hear it too, no matter how firmly Ron Pauls more mainstream supporters clamp their hands over their own ears. movement out of oppressed groups and their grievances, whether it be class or race or even sexual orientation. Libertarianism is the opposite. Its about dis associating. When you listen to Paul saying he will not turn anyone away from supporting his platform regardless of their motives or beliefs, you are hearing a reflection of his libertarianism, not his bigotry. He will accept support from any quarter and compared with the corporate money flowing into the other candidates coffers, he is about as independent as a presidential candidate can be. Because he is a radical individualist, he doesnt even understand why he should somehow explain the belief of others, or justify their support. You should ask them, not him. This kind of gotcha-association game is particularly easy because libertarians favor liberty above all, and that will necessarily mean liberty for bigots as well as others. A principled belief in states rights will doubtless lead to more racist and homophobic policies in many states but also, of course, more enlightened and successful inclusive states like Oregon or New York or Massachusetts or California. A rejection of statism might lead to more discrimination in the private sector. But it doesnt mandate it. And it need not encourage it. A noninterventionist foreign policy will

allow evil to triumph elsewhere in the world, because it believes its none of our business or too riddled with unintended consequences to try extirpating. That may be right or wrong, but it is not an approval of the evil of Assad or Ahmedinejad or the North Korean junta. And again, it is actually much deeper an American tradition than permanent warfare. But if you can trot out David Duke or Ayatollah Khamenei as potential Paul supporters, you have a very easy, cheap and essentially McCarthyite target. It saddens me that this kind of tactic works. I still believe that the newsletters, because they were in Pauls name, require a clearer explanation from Paul than the muddled ones he has given. He should not be left off the hook. And his proposals deserve a thorough vetting and discussion. But there is something awry when a candidate is assessed not on his arguments and proposals but on the shadiness and ugliness of some of his fringe supporters. Ron Pauls supporters ask that their candidate not be judged by his associates. Or by the people he chose to employ. Or by the newsletters he published. Or by the book he wrote. Or by the way he earned the largest part of his living when out of office in the 1990s. Or by his purchase of the mailing list of the Holocaustdenying Liberty Lobby. Or by the

radio shows he chooses to appear on. Or by his strategic decision to reach out to racist voters. Or by the conspiracy theories to which he lends credence, from government creation of AIDS to Israeli culpability for the 1993 bombing to a putative 9/11 coverup. And here I thought that libertarianism was a doctrine of personal responsibility? May Ron Paul at least be judged by the words he has spoken with his own mouth within the current campaign? The supporters say no again. When Ron Paul tells an interviewer that the Civil Rights Act of 1964 made race relations worse, were not supposed to consider what he might mean by better. When Ron Paul warns that a border fence would be used to prevent fleeing American citizens from exiting the country, were not supposed to conclude that hes a paranoid crank. Andrew deploys what might be called the ontological defense of Ron Paul, as follows: 1) Ron Paul is a libertarian. 2) Libertarians espouse individualism. 3) Racism is a form of antiindividualism. 4) Therefore Ron Paul cannot be a racist. That is a demonstration of what might be called the deductive method of reasoning. But theres another way to study reality:

There seem to have been no severe electoral violations during the elections, according to the Central Election Commission and Organization for Security and Cooperation delegation, which called themvery competitive. polarized and tense. It often centered on the advantages of incumbency on one side and private financial assets on the other, rather than on concrete political platforms and programs. While freedoms of association, assembly, and expression were respected overall, instances of harassment and intimidation of party activists and supporters negatively affected the campaign environment and often ended with detentions and fines of mostly opposition-affiliated campaigners. This contributed to an atmosphere of distrust among contestants. Now the fun of cobbling together a parliamentary majority really begins. With 25 percent of the party votes counted, Georgian Dream had secured 53 percent of the vote, while the UNM had 41 percent, although the ruling party is reportedly winning in the single -mandate constituencies. A loss would signal a hiatus for Saakashvilis political career, as his presidential term is scheduled to end in 2013. More importantly, parliamentary elections in Georgia became a litmus test for democratic governance in the former Soviet space. Georgia

passed the test, looking better than Belarus, Russia, and other nearby countries. The contrast is sharp when compared with latest presidential and parliamentary elections in Russia, where thousands of violations were reported. Saakashvilia staunch U.S. ally who, since becoming president in 2003, has focused on developing Western democratic institutionsproved that his reforms bore fruit, even at the price of his own party possibly losing power. Unlike the United Russia Party, the Georgian ruling party seems to have made to no attempt to fix the election. Few predicted the scope of the loss for the UNM, even when in late September the videos of abuse in the Georgian prisons became a huge national scandal and sparked anti-government protests. Smuggled jail videos broadcasted on national television showed inmates being beaten and sexually abused by guards. According to polls, support for the ruling party soon dropped by 20 percent. Still, rural areas voted overwhelmingly for the ruling

party. Perhaps in those areas people still remember how life had been more difficult before Saakashvili came to power. For now, Saakashvili would prefer to execute an elegant departure from the political scene and be remembered as a successful reformer of his ancient and beautiful country. He announced that he is ready to work with Georgian Dream until the end of his presidential term. The impending power transition is a real test for Georgia, whose political elites should ensure domestic peace. It is important not to repeat the mistakes of Ukraine, which fell under greater influence of Moscow after President Victor Yushchenko and then-Prime Minister Yulia Timoshenko, the leaders of the 2004 Orange Revolution, were defeated by Victor Yanukovich in January 2010. As Ivanishvili was a successful businessman in Russia, one may expect that the relations between Tbilisi and Moscow will improve. It is even possible that Georgian wine and the famous Borjomi mineral water will be allowed once again to sell in the Russian

markets. At the same time, it is unlikely that the new government in 2013 will fundamentally change its position toward the Russian occupation of Abkhazia and South Ossetia and that the Georgian peoples opinions would change overnight. It is also too early to predict whether the Georgian Dream government would abandon Saakashvilis goals of EuroAtlantic integration. For now, Georgias friends hope that it will remain a pillar of democracy and market reforms in the far-away Caucasus. US border agent killed at station named for fallen colleague Border patrol agent killed in Arizona Two U.S. Border Patrol agents were shot, one fatally, Tuesday morning in an area in south Arizona known as a major drugsmuggling corridor, authorities said. Border Patrol identified the slain agent as 30-year-old Nicolas Ivie. The shooting occurred at the Brian Terry Station near Naco, Ariz., which is just south of Tucson. The station was named after an agent who was killed in the line of duty in December 2010. The area is considered a remote part of the state and sources tell Fox News that the shooting occurred at 1:50 a.m. local time and about 8 miles from the border. The for expression is sugar for calling the map and flatMap methods on the Futures, and the benefit is that we can refer to the results of the Futures in the yield block without waiting for them. This makes the method read more like a workflow and it is no longer concerned with waiting for the completion of the tasks. One difference between the two methods is that the first returns a raw Profile and the second returns a Future[Profile]. This leads to an important realization, in the form of simple rules, we had while adding Futures to our code: 1. All methods that do IO should return a Future 2. Never block a thread waiting on a Future 3. Therefore, all methods that call other methods that return Futures must themselves return Futures. In this way, we use Future almost like an IO monad (see this post for an introduction to functional IO). This allows us to push the

Futures all the way up our call stack, finally wrapping them in Plays AsyncResult in controller methods. Play handles these results in a non-blocking way, so we can be as efficient with IO as possible. (See the Play documentation for more detail). Overall, the strategy of using Akka Future allows us to write more efficient and more readable code. I suggest becoming very familiar with the methods on Futures and the different ways to compose them, especially since they will be shipped with Scala 2.10 and later. The ability to write concurrent IO so easily is the key to our APIs performance and scalability. High Availability with Apache Zookeeper and Akka Agents Another one of our learnings in the last six months is that dynamic service discovery is key. For example, our MySQL cluster has one master and several slaves, and we spread read requests across the slaves as much as possible. Sometimes we need to dynamically remove slave nodes from the pool because of degraded performance or scheduled maintenance. Since we a large production cluster of API nodes, we need a to be able to make updates without redeploying or downtime, giving our clients the best experience possible and guaranteeing that all nodes update within seconds. Apache Zookeeper was an obvious solution for distributed configuration. To start, we created a simple wrapper for ZooKeeper

on top of Twitters ZooKeeper client written in Scala. GitHub. This service would keep track of nodes to read from, and we could use the zookeeper client to call updateState on the service. Any read request for MySQL would use the service to determine the pool of nodes to read from. Again, there are a couple of problems with this: 1. The same class that deals with business logic is responsible for making updates, so the interface is not safe. Clients of this service would be able to make changes when we only want Zookeeper callbacks to make these changes. 2. This service would be prone to concurrency issues when multiple threads are making updates. These issues amplify exponentially if we want to add more features to our MySQL State than just up or down. At first, we thought that Actors would be a good solution for this problem. However, we soon learned that because actors process all messages one at a time, the reads would get backed up. Also, the interface to the actors is Futures, which is more complex than necessary. Akka thankfully provides an implementation of Agents, based off of the concept by the same name from Clojure. Agents wrap an instance of some type of state and support asynchronous singlethreaded updaters and synchronous getters. For an agent of type T, the updater is a function from T => T, and the agent updates its state by changing its value to the result of the function

applied to its previous value. As you can see, the service is much simpler and the interface hides the updating access. Also, because the update functions are applied one at a time and simply add or remove nodes from the set, there is no concurrency issue. The biggest win, however, is that this allows us to think about our state as an immutable data structure, only responsible for dealing with business logic, and wrap the updating logic in the Agent. This gives us an elegant structure to our code. We like this pattern so much that we use it wherever we have dynamic configuration depending on Zookeeper. Its a great abstraction that allows for both more reliable and more readable code. And having this mechanism for dynamic service discovery gives the API fault tolerance and SCALING page 61

high availability it needs to meet its SLA. Even if you are not using the Actor Model, Akka provides many tools to improve large concurrent enterprise systems. In some cases, other abstractions are simpler to use and require less boilerplate than Actors. At Klout, we believe in using the right tool for the job, so to help the Klout
