The Institute has plans to undertake research projects and programmes in the field of social sciences in general and political science in particular. The research center for Ph.D. dissertation was thought to be an ideal concept. There are several areas for research in social sciences which could be explored as contemporary and current topics, in the present state of affairs of the country. 50 years after independence there are very many areas still left out where an academic and intellectual probe has become absolutely necessary the solution of which will be of utmost relevance and importance. A plethora of complicated problems and situations in the present socio-economic and political situation do warrant such probe with a view to finding out and arriving at proper as well as constitutional solution and resolutions. Research areas could be identified from the fields of economic, political, social and administrative areas. In other words research programmes could be undertaken in two categories. a)Policy making study b) Programmes of its administration These are very important areas and it is this dimension of public administration which is of a pivotal relevance. It is argue that the government is found very weak in the field of policy making function. More serious is the question of limping public administration. Policy making and public administration appears to defeat each other which may prove to be a death-nail for a young parliamentary democracy like ours. It is very difficult to succeed in making policies in the field of economic reforms and social awakening and political programmes without the support of an enlightened public administrative process.

Research is a completely academic self explanatory exercise in writing a report. It contains questions, evidence, supportive data, analysis, methods, references, reliance, response, investigation, conclusion, bibliographical notes and report. A good research is a result of cumulative thinking and centripetal programming. It unfolds answer to several questions. It becomes an aid to several questions. It becomes an aid to several solutions. It leads to a new way of thinking. It helps to identify new areas of questions and postulations. It invites solutions for unresolved pending propositions. There are new challenges to the Indian citizens, to the Indian state, to the Indian nation and to the Indian society. This second half of the 20th century has undergone enormous changes which certainly require serious enquiry on the part of all social sciences. the pace of change in the second half of the 20th century has been seen much faster than the preceding first half of the century. The contexts of the individual citizen and his family, the society, the state government, the constitution of India etc. have been changing so fast in the global context that it has become imperative to enquire into all the influencing factors
