We, the members of Drake University Student Senate, in an effort to support programming that improves student life, to better the experience of Drake University students, and to provide a memorable experience to students, do hereby move that $2,125.00 be allocated to Drake University Student Senate to cover registration, hotel, and travel costs associated with the Ted X Conference. In the Drake University Student Senate 01 November 2012

MOTION SS [121025] A; Drake University Student Senate Ted X Conference Funding Allocation To approve the recommendation made by the Student Fees Allocation Committee (SFAC), in accordance with the Rules and Regulations of the Drake University Student Senate. 1. Whereas, according to the Rules and Regulations of the Drake University Student Senate state that the Community Outreach Committee chair will seek to collaborate with other community outreach organizations, initiatives, and offices at Drake University; Whereas, the Community Outreach Committee chair shal plan at least one major community outreach event each semester that is open to all students, faculty, and staff at Drake University as well as members of the community; Whereas, the Ted X University program would bring a national spotlight on Drake University while bringing together the members of Drake University with the Des Moines community; Whereas, to have a Ted X presentation lager than 99 people a representative bust attend a Ted X Conference; Whereas, this conference will provide the building blocks for creating a successful event; Whereas, Des Moines area businesses have already committed to partner with Student Senate to execute the final even

Now, therefore, be it Moved. That, Drake University Student Senate allocates $2,125.00 to Drake University Student Senate to cover registration, hotel, and transportation costs associated with the Ted X Conference.

We, the members of Drake University Student Senate, in accordance with the efforts of Drake Universitys BSC Task Force, in creating a solution to clarify the funding of the Board of Student Communications, and to protect the rights of the campus media, hereby encourage the Drake University Student Senate to amend its bylaws to reflect the recommendations of the Task Force. MOTION SS [121025] B; BSC Bylaw Change 1. Whereas, the BSC Task Force was appointed by Provost Sue Wright in the spring of 2012 to address the ongoing tension between the right to control student fees and the freedom of the press; Whereas, the BSC Task Force consisted of representatives from Student Senate, Faculty Senate, Staff, and BSC members; Whereas, the BSC Task Forces Recommendations were unanimously approved by the Faculty Senate on October 17, 2012; Whereas, these recommendations were made after careful evaluation of all parties involved; Whereas, the BSC Task Force is fully confident that these recommendations will provide a solution to this ongoing issue; Whereas, changing the language of the Student Senate bylaws will remove ambiguity over university document hierarchy;

Now, therefore, be it Moved. That Drake University Student Senate amends its bylaws to reflect these changes: I. Board of Student Communications (BSC) I.1. The Board of Student Communications shall have the authority over and responsibility for student communications at Drake University, as outlined in the 1969 Policy Statement on Student Communications. The organizations under the jurisdiction of the BSC shall include the Times Delphic, Drake Magazine, DUIN, Periphery, and the Drake Broadcasting System. I.2. The Board of Student Communications shall receive 27 percent of the yearly baseline from SFAC as of the March 1 estimate from the Drake Accounting Office, until such a time as the number of organizations under the BSC decreases or the percentage is re-negotiated. I.2.1. The Board of Student Communications shall have full control of the allocation and oversight of these funds to the organizations under its jurisdiction. I.2.2. The Board of Student Communications shall report to both the Student Senate and the Faculty Senate regarding the allocations to each organization in March of each year.

I.2.3. The annual BSC budget shall be equal to the allocated baseline amount from the previous fiscal year. I.2.4. Should the baseline budget be insufficient, student publications under the jurisdiction of the BSC can request additional funds on a one-time basis from the Student Activity Fee if approved by a majority of the Student Senate. I.2.5. The BSC can be granted an increase in the set dollar amount of the yearly baseline form the Student Activity Fee by a majority vote of the Student Senate. This request shall be submitted to the Student Senate by March 1 for approval. Any changes shall take effect the following fiscal year. I.3. The BSC shall consist of seven members: I.3.1. Four faculty members. The Faculty Senate Executive Committee shall appoint the Chair from among the faculty members serving on the Board of Student Communications. I.3.2. Two Student Senators: the School of Journalism and Mass Communications Senator, who serves as vice-chair of the Board of Student Communication, the Technology Liaison. I.3.3. One member of the Student Body. I.2.9.2.3. The Board of Student Communications (Technology Liaison, School of Journalism and Mass Communication Senator, one member of the Student body) VI.10.2. The Technology Liaison shall be a voting member of the Board of Student Communications and must attend all the meetings of the Board of Student Communications. I. Board of Student Communications (BSC) I.1. The BSC will be funded to the amount listed in the BSC Policy Document and composed of membership described therein. I.2.9.2.3. The Board of Student Communications membership requirements can be found in the BSC Policy Document.

We, the members of Drake University Student Senate, in accordance with the efforts of Drake Universitys BSC Task Force, in creating a solution to clarify the funding of the Board of Student Communications, and to protect the rights of the campus media, hereby encourage the Drake University Student Senate to create a Campus Media Fee within the Student Activity Fee. MOTION SS [121025] C; BSC Campus Media Fee Creation 1. Whereas, the BSC Task Force was appointed by Provost Sue Wright in the spring of 2012 to address the ongoing tension between the right to control student fees and the freedom of the press; Whereas, the BSC Task Force consisted of representatives from Student Senate, Faculty Senate, Staff, and BSC members; Whereas, the BSC Task Forces Recommendations were unanimously approved by the Faculty Senate on October 17, 2012; Whereas, these recommendations were made after careful evaluation of all parties involved; Whereas, the BSC Task Force is fully confident that these recommendations will provide a solution to this ongoing issue; Whereas, the dollar amount will be found in the BSC Policy Document and can be amended through procedures outlined therein; Whereas, this distinction will be made internally to eliminate confusion, just as is currently done with the 27% of the Student Activity Fees;

We, the members of Drake University Student Senate, in an effort to support programming that improves student life, to better the experience of Drake University students, and to provide a memorable experience to students, do hereby move that $349.00 be allocated to F Bottled Water (FBW) to cover movie rights, printing costs, and supply expenses associated with Shock Week. In the Drake University Student Senate 01 November 2012

MOTION SS [121101] A; F Bottled Water Shock Week Funding Allocation To approve the recommendation made by the Student Fees Allocation Committee (SFAC), in accordance with the Rules and Regulations of the Drake University Student Senate. 1. 2. 3. 4. 5. Whereas, the mission of the organization is to educate the Drake community and Des Moines area on the effects of bottled water on the environment; Whereas, currently only 15% of water bottles are recycled of which 20% are certified recycled plastic; Whereas, the organization will hold Shock Week November 12, 2012 through November 16, 2012; Whereas, the showing of the movie Tapped is a way for students to see the effects of bottled water, not only on the environment but human beings; Whereas, the group has been collaborating with Art Sanders to organize more events and information throughout the week;

Now, therefore, be it Moved. That, Drake University Student Senate allocates $349.00 to F Bottled Water (FBW) to cover movie rights, printing costs, and supply expenses associated with Shock Week.

MOTION SS [121101] B; Drake Womens Ultimate Club Ames to Please Tournament Funding Allocation To approve the recommendation made by the Student Fees Allocation Committee (SFAC), in accordance with the Rules and Regulations of the Drake University Student Senate. 1. 2. 3. 4. 5. Whereas, the mission of Drake Womens Ultimate Club is to extend the sportsmanship and community of Ultimate to women at Drake University; Whereas, the Ames to Please Tournament will occur November 5, 2012; Whereas, participation in this tournament is in preparation for the competitive season in the Spring; Whereas, the team will take ten (10) participants to the events; Whereas, attendees will represent Drake University;

Now, therefore, be it Moved. That, Drake University Student Senate allocates $206.25 to the Drake Womens Ultimate Club to cover tournament fees and travel expenses associated with the Ames to Please Tournament.

We, the members of the Drake University Student Senate, propose the following change to parking on 25th Street between Carpenter Avenue and Forest Avenue to promote safety and maximize available street parking. In the Drake University Student Senate 01 November 2012

RESOLUTION SR [121101] C; Endorsement of 25th Street Parking Change 1. 2. 3. Whereas, students, faculty and administrators of Drake University have great interest in parking concerns on and around the Drake University campus; Whereas, on 25th Street between Forest Ave and Carpenter Ave, pedestrians crossing 25 th street often create hazardous conditions for motor vehicle operators; Whereas, dangers presented by crossing pedestrians in this area are compounded by the presence of parked vehicles on the East side of 25th Street, which often block the visibility of those pedestrians crossing at random points along 25th Street; Whereas, vehicles parked along the East side of the 25th Street often block approaching drivers of the entry/exit to the parking lots on the East side of 25 th Street. Such a lack of visibility increases the likelihood of collisions between those travelling along 25 th Street and those leaving the parking; Whereas, moving parking to the West side of 25 Street would maximize the number of available parking spaces available during the week;

Now, therefore, be it Resolved. That Drake University Student Senate requests parking on 25th Street between Carpenter Avenue and Forest Ave be moved from the East side of the street to the West side of the street Monday through Saturday, and parking be allowed on both the East and West sides of the street on Sunday.
