Abstract-Due to increased activities regarding metropolitan affairs such as Tehran and the problem requires special techniques and proper planning. Note that in urban areas as metropolitan enforcement responsibility for civil service, cultural, social, traffic units on different areas have been responsible citizens. Obviously, the needs of urban life, Tehran Municipality managers integrated solutions for office and unit must provide their own city. I.INTRODUCTION Increasing trend of urbanization in developing countries and advanced to today's reality has become undeniable. No doubt a very important role in the emergence of technology has Metropolis, and this time through increasing population along with the emergence of the citizens of welfare equipment comes into existence [4]. Land use change modelling and simulation is a popular tool in land use planning and policy formulation [1]. With industry development and use of urban facilities, human resources focus on the big cities comes into existence. Public transport links to metropolitan areas is different[21]. In Iran concentration of population in Tehran, especially in recent decades with the establishment of dense population problems and many social problems such as irregular buildings and create suitable infrastructure and various environmental pollution has caused [6]. The principal concepts evaluated in the context of environmental sustainability are the natural resources, earth, water, air, energy and wastes produced by human activities [2]. According to the United Nations definition of the term refers to metropolitan cities that higher

So in 1994 within the region one that Tehran is located in north of Tehran and 22 to 10 area neighbourhood was divided. II.MATERIALS AND METHODS By modifying the Leopold matrix and studying the Tehran region one as a case study try to achieve to good results. In this project for evaluating the results used special software under the C+ programme. All project were studied in three phases: (a) urban factors studies and environmental parameters investigation, (b) using the range and importance numerical methods and try to understand the effects of urban and environmental items on each other, (c) by using the software under C+ programme tried to get the correct results of Environmental Impact Assessment (EIA) in final examination of effects and present a model for this project.

Users can put one number for rang and one number for importance. Each of houses shows the final results for Environmental Impact Assessment on the base of Leopold matrix. By using the evaluating table users can get the final result of Environmental Impact Assessment (EIA) for urban areas boundaries a case study Tehran region one. III.Results and DISCUSSION Due to Fig1, User can understand the final result of environmental impact assessment for urban areas boundaries as a case study Tehran region one. Thus all the management plans for districts, areas and region one can provide on the base of this finger. Its means by using this method and its software environmental experts and other related experts will give the correct decision-making for each project on their controlled area. This method can use easily, fast with consideration of environmental and urban items for any time that needed. IV.CONCLUSION Evaluation and representation of urban development issues matched the amount to reach sustainable development and research regarding the amount of environmental issues related to different areas of Tehran metropolitan areas, particularly the study area with the help of the method in this project can be all environmental issues are present and the future design assessment of environmental impacts on the true boundaries and principles Leopold matrix method presented. ACKNOWLEDGMENT Before regional boundaries is essential that the effects of its implementation on the environment be evaluated. The project aimed not prevents its enforcement, but with the aim of reducing their adverse effects on the environment as possible for at least accepts.
