PRESIDENTS MESSAGE
With the passage of Prop 30, I want to pass on some thoughts regarding the Proposition from GUSD Superintendent, Dr. Robert Voors. Please see how it effects our schools, below.

PROPOSITION 30 PASSES
On November 6th, voters in California passed Proposition 30, which mandates a cent sales tax increase for four years, and an income tax increase of up to 10% for those making more than $250,000 per year for seven years. The passage of Prop 30 does not add money to

education funding; it replaces severe trigger cuts that were imminent. Thus, while the passage of Prop 30 is a positive thing, it leaves our schools in a status quo position. Since 2008-09, general purpose funding for K-12 schools (revenue limits) has been cut by 12%, and funding for earmarked purposes (textbooks, career technical education, for example) have suffered reductions of nearly 20%. Thus, this ballot measure comes after districts have already sustained long-term cuts that remain in place. Had the measure failed and the trigger cuts been implemented, GUSD would have lost approximately $3.5 million in just the second half of the school year, requiring a shortened school year and furlough days. Because the state still defers approximately 40% of revenue to schools, districts will still face cash flow challenges later in the fiscal year, but it appears that we can now plan on a full school year without furlough days. The passing of Prop 30 should help at least stabilize future school funding, and gives us hope that the state is moving in the right direction.
